DECISION ON THE PETITION OF C. ANDERSON INGE FOR A
VARIANCE/SPECIAL PERMIT AT 158-162 DERBY ST.
A hearing on this petition was held August 27, 1986 and continued until October 29,
1986 with the following Board Members present: James Hacker, Chairman; Messrs. ,
Bencal, Fleming, Luzinski and Strout. Notice of the hearing was sent to abutters
and others and notices of the hearing were properly published in the Salem Evening
News in accordance with Massachusetts General Laws Chapter 40A.
Petitioner is requesting a Variance and/or Special Permit from any and all
applicable density requirements to allow building to be used as combination, retail,
commercial, office or cafe and residential in this B-1 district. The property is
owned by the St. Josephs Polish Catholic Society.
At the request of petitioners attorney, John Serafini, Sr. , the Board of Appeal
voted unanimously to allow the petition to be withdrawn without prejudice.

Dear Mr. Hacker:
At its August 6, 1986 meeting, the Salem Historical Commission
preliminarily reviewed a proposal by C. Anderson Inge to convert
St. Joseph's Hall at 158-162 Derby St. into offices and apartments.
The Commission supports the renovation of this building because of
its architectural importance in the Derby Street Historic District
and its significance as a meeting place of the Polish community in
Salem. From drawings which Mr. Inge displayed, his approach seems
sympathetic to the building's character and appropriate for a
structure of this period. This architecturally sensitive renovation is
one that would do justice to St. Joseph's Hall, a building which
contributes to the historic district. While recognizing that the
Board of Appeals must consider many issues, we respectfully request
that every effort be made to accommodate the proposed new use.

August meeting, one involving the St. Joseph's Polish Society on Derby Street
which we had previously withdrawn and the other involving the Salem Hospital
property on Jefferson Avenue, the site of the old telephone garage. I will get
