Dear Sir:
In answer to your letter of July 17 , 1974 in re-
gards to the property at 2 & 4 School St. Salem, after
viewing this property with members of the City Engineering
Department, the Fire Department and also the building Dem
partment after the fire that occurred, I find this property
beyond repairs due to the damages on the first and second
floors and roof section. In further inspecting this build-
ing I find that the sills and corner posts and some sup=
porting beams are rotted away*'
In my opinion this building should be razed.

In compliance with your appointment of me to the
Survey Board I wish to make the following report as the
result of my personal inspection of the premises at 2-4
School Street.
It is my opinion that the building has been more
than 50% destroyed by the series of fires which have
occured. The structural damage extends throughout the
building from the basement to the roof which is totally
destroyed. There is also considerable deflection of the
remaining framing of the building. My inspection was
made on the afternoon of July 17, 1974.

is structually unsound, open to the elements and a prime target for
vandalism. It presents a serious problem in a congested area and
could be the cause of a large life loss.
