(R-2) A hearing on this petition was held May 17, 1989 with the following Board Members present: James Fleming, Chairman; Messrs. , Bencal , Nutting and Labrecque. Notice of the hearing was sent to abutters and others and notices of the hearing were , properly published in the Salem Evening News in accordance with Massachusetts General Laws Chapter 40A. The petition, through her Attorney John Serafini , Sr. , requested leave to withdraw her petition for a Variance to allow the first floor of the premises to be used as offices in this R-2 district. The Board of Appeal voted unanimously, 4-0 to grant this request. VARIANCE WITHDRAWN WITHOUT PREJUDICE James M. Fleming, Esq. Chairman, Board of Appeal Barbara H. Norman, owner, 197 Lafayette St. , Salem, MA, abutting property of'petitioner Richard E. Dion opposes petition for a special permit to allow insurance agency $ a variance from parking at 2 Chase St. on grounds of oversaturated parking in area. East side of Lafayette St. (1) Middle School personnel do not all park in rear of school and use spaces on Lafayette and Chase Sts, from before 8:00 a.m. to after school closing. (2) Six unit apartment house has no Private parking and each unit has 1 or 2 vehicles using Lafayette and Chase Sts. (3) There are two 1 hour limit parking spaces in front of 197 Lafay- ette St. This limit is not enforced by police and often vehicles are parked there all day. (4) Six Condo units supply some private narking but they are not fullf utilized because of the difficult accessibility. To the best of my knowledge, each unit owner had two vehicles, and one owner had three, one of which was parked on Chase St, for over a month with a flat tire. Police said they could not do anything because it was registered and had plates attached. Finally, after a call to the Mayor's office last week, police took action and the owner moved the vehicle. (5) No parking lot for Berube Funeral Home causes parking congestion during wakes and funerals. West side of Lafayette St. (1) Dr. Schoelles is a busy Physian's office creating parking activity. (2) Twelve unit apartment house has some parking in rear but most leave vehicles on Lafayette h Chase Sts. (3) Fairfield St. is posted as "No Parking,". (4) North Shore Association for Retarded Citizens now has their headquarters on the corner of Lafayette F, Fairfield Sts. Beside the vehicles belonging to their personnel and clients, there are many meetings,lield there which increases the volume of cars parked in the area. Chase St. There are very few parking spaces available due to the garages, drive- ways and a fire hydrant in the vicinity of 2 Chase St. Many times there are cars parked in front of my garages (no parking signs posted) . The occupants of 2 Chase St. (I am told) have a total of seven vehicles, some of which are usually parked on Chase St. beside my property as thereare only 2 spaces in front of 2 Chase St. Opposite this address 'is a two car garage.
