Witkov for a special permit and/or variance to use 3 rooms on the first floor to run a veterinary hospital and a portion of the basement for hospitalized animals at 135 Loring Avenue (R-2 District) The Planning Board has carefully reviewed the request and ask that that it be denied as being a serious violation of our Zoning Ordinance which only allows such activity in a B-4 zone under special permit. To allow this to be established in a R-2 area would set a precedent which would undermine the intent of the Zoning Ordinance. NUTTING FROM: DONALD FAMICO, DOG CONSTABLE RE: ANIMAL HOSPITAL I In reference to the petition from Dr. and Mrs. Witkov to open an animal hospital at 135 Loring Avenue, Salem, I can only point out to you some of the problems I have encountered with the present animal hospitals and shelters located within the confines of Salem. i (1 ) The New England Veterinary Clinic, 204 Highland Avenue, Salem, is located approximately 500 years from the closest residential neighborhood (Mooney Road) . Over the past years, 1 have received several calls from the neighbors regarding the early and late night barking--keep in mind the homes were built well after the kennel , and this was explained to the residents. (2) The Lager Animal Hospital Inc. , 4 Paradise Road, is also approximately 500 yards from its nearest resident. It also has had several complaints logged in regard to the barking } animals. (3) 1 would also look into Chapter 140, Section 137A "Kennel Licenses". If they. plan to hold dogs at 135 Loring Avenue this would constitute applying for a kennel license. In closing I would say that due to the close proximity of the nearest abutter on Loring Avenue, if boarding of dogs is permitted , you will find that barking complaints will be issued to this office resulting in further legal action. It is my opinion that this is a poor choice of a location for the type of business that is proposed.
