DECISION ON THE PETITION OF NORTH SHOREAE;.SER COMMITTEE
(PETITIONER) , CROMBIE STREET CONGREGATIONAL'CRURCH (OWNERS)
FOR A VARIANCE FOR 7 CROMBIE ST. , SALEM
A hearing on this petition was held November 7, 1984 with the following Board
Members present: James Hacker, Chairman; Messrs. , Charnas, Gauthier, Luzinski
and Associate Member Bencal. Notice of the hearing was sent to abutters and
others and Notices of the hearing were properly published in the Salem Evening
News in accordance with Massachusetts General Laws Chapter 40A.
The petitioner requests an extension of a Variance which was granted January 25,
1984 to allow the premises to be used as an emergency shelter for the homeless
in this B-3 district. The original Variance allowed this for a period of eight
(8) months.
The Variance which has been requested may be granted upon a finding of the
Board that:
a. special conditions and circumstances exist which especially affect
the land, building or structure involved and which are not generally
affecting other lands, buildings and structures in the same district;
„--_ b. ' literal enforcement of the provisions of the Zoning Ordinance would in-
volve substantial hardship, financial or otherwise, to petition; and
c. desirable relief may be granted without substantial detriment to the
public good and without nullifying or substantially derogating from the
intent of the district or the purpose of the Ordinance.
The Board of Appeal, after considering the evidence presented at the hearing,
makes the following findings of fact:
1 . There was vigorous support as well as vigorous opposition by
neighbors and other persons and groups;
2. The plight of the homeless in this community is real and life
threatening, particularly in the winter months;
3. The Crombie Street Church, because of it's location in the center of
Salem, it's dedication to principles of charity, and the facilities
available in it's building, is in a special and unique circumstance
within the district;
4. Within the parameters of the rules and conditions under which petitioner
proposes to run it's shelter, there will be no substantial detriment to
the health, safety and welfare of the neighborhood;
5. Without this Variance, petitioner (specifically it's staff and con-
! gretation) will- be unable to fulfill perhaps it's primary goal and
reason for existing - that is, the provision of charitable services to
the neediest of this neighborhood and community in the form it is most
needed by them. This inability to perform these services while having
the facilities and finances to do so would work a spiritual and moral
hardship upon the clerge, lay staff and congregation of petitioner.

AMENDED DECISION ON THE PETITION OF CROMBIE STREET CON(;GE .f AL
CHURCH FOR A VARIANCE FOR 7 CROMBIE STREET, SALEM
A hearing on this petition was held January 25, 1984 with the following Board
Members .present: James Hacker, Chairman; Messrs. , Charnas, Hopper, Luzinski and
Associate Member Bencal. Notice of the hearing was sent to abutters and others
and notices of the hearing were properly published in the Salem Evening News in
accordance with Massachusetts General Laws Chapter 40A.
Petition requests a Variance to allow residential use of the premises. Specif-
cially, petitioner seeks the right to operate an emergency shelter for chronically
homeless men and women in this B-3 district.
The Variance which has been requested may be granted upon a finding of the Board
that:
a. special conditions and circumstances exist which especially affect
the land, building or structure involved and which are not generally
affecting other lands, buildings and structures in the same district;
b. literal enforcement of the provisions of the Zoning Ordinance would in-
volve substantial hardship, financial or otherwise, to the petitioner; and .
c. desirable relief maybe granted without substantial detriment to the
public good and without nullifying or substantially derogating from the
intent of the district or the purpose of the Ordinance.
The Board of Appeal, after considering the evidence presented at the hearing,
makes the following findings of fact:
1 . Vigorous support as well as vigorous opposition has been proclaimed
by neighbors and other persons and groups;
2. The plight of the homeless in this community is real and life-
threatening, particularly in the winter months;
3. The Crombie Street Church, because of it's location in the center of
Salem, it's dedication to principles of charity, and the facilities
available in it's building, is in a special and unique circumstance

proposes to run it's shelter,. there will be no substantial detriment to
the health, safetty and welfare of the neighborhood;
:5. Without this Variance, petitioner (specifically it's staff and con-
gregation) will be unable to fulfill perhaps it's primary goal and
reason for existing - that is, the provision of charitalbe services to
the neediest ,of this neighborhood and community in the form it is most
needed by them. This inability to perform these services while having
the facilities and finances to do so would work a spiritual and moral
hardship upon the clergy, lay staff and congregation of petitioner.

upon petitioner;

Perhaps some of you recall the shock and concern that swept through -Salem a
few years ago when two people were found to be living in a :sand box beneath the

Most recently you surely must have read or heard about Susan Carr, the woman
'who died a few hours after she was struck by a train in the Salem Depot (Salem
Evening News, December 19, 1983) . Susan .was known to us at Crombie Street. She
used to sleep underneath .the stairs that led down into the Depot, not far from
where she was struck. Susan Carr seldom, if ever, had a stable place to live, so
she sought shelter when she had to, beneath the stairs in the depot. Susan had
many problems and much suffering in her life. It is +not possible to be sure, but
it .seems..most probable to -us at Crombie Street that, if Susan had a place to live,
she would be alive today_
All of the incidents mentioned above are a direct result of the lack of A
PLACE 'TO GO for the poor, the displaced or the powerless here in Salem and on the
North Shore in-general. These stories are merely .some of the -more tragic examples.
Communities on the North -Shore can no longer offer safe and .affordable -shelter to
those who lack the personal, financial, or social resources to care for themselves.
A number of circumstances have created the increased number of .poor and power-
less people :here on the North .Shore; increased unemployment, deinstitutionalization
of mental patients in the ..State Hospital system, cut backs in state and federal
funds for ,social -°services, .to -mention only a few. The -situation -has been severely
aggravated by:the lack of.affordable housing in this area. Over the last two years
landlords have established the practice of raising rents each time a room or apart-
:ment ,:becomes.auailable., -sometimes by .as-much ,as 25 - 30%. In -the :.past -two years
:the average monthly -rent for-=a=SINGLE room has .gone from approximately $145.00 a
month to-$284-.00,a-month..
The rsi.tuation _as -it -exists nowr_nnakes it ..difficult for those-with limited, `.often inadequate, 'fixed incomes to take care of their housing needs. _Consider
these figures: _

To Whom It May Concern:
Please accept this letter of support for the North Shore
Shelter Committee' s proposed Crombie Street Church Shelter.
Although the plight of the homeless receives tDe greatest
deal of attention during the winter holiday season , the problem
exists year round. The many community organizations that have united
to form the North Shore Shelter Committee are to be lauded for their
ongoing efforts on behalf of the homeless .
The siting of a shelter is a vital step in addressing this
issue . . It is. my belief that all reasonable assistance should be
afforded the Committee as it finalizes plans for the operation of the
shelter on Crombie Street .
Thank you for your consideration of my thoughts on this
matter.

To Whom It May Concern:
This letter is written in support of the
North Shore Shelter Committee Inc. , to establish
an emergency shelter at 7 Crombie Street, Salem,
Mass. . It has been the experience of the North
Shore Detox, over the past year, that our client
population has shown increasing numbers of home-
less individuals. A fair number of these individ-
uals are in reality not alcoholic but drink to
the point of intoxification in order to get them-
selves admitted to the detox, so that they may
have a roof over their heads for a few days. it
is our contention that this in turn deprives a
large number of alcoholics detox services.
Providing a shelter for the homeless would
facilitate efforts to meet the needs of both
these groups.. The North Shore Detox is willing
to collaborate and work closely with the North
Shore Shelter Committee Inc. to ensure that the
homeless get to the shelter and the alcoholics
get to the detox. We would be willing to provide
transportation for those that the shelter feels
may instead need detox. It is our hope that a
grant for aahomeless shelter in Salem will be
given serious consideration. IfI can be of further
service, please do not hesitate to contact me.

Dear Elizabeth:
As a part of the network of services for the chronically ill , the North
Shore Council on Alcoholism is submitting this letter of support for
shelter services in the North Shore area.
The winter is a critical period for the homeless and often a crisis period
for those agencies providing emergency care. The NSCA does provide Detox
services and has a limited number of beds to provide back-up support in a
crisis period. In addition, through the Prevention Center the NSCA could
g provide training to those who would be working in the shelter who may need
to increase their skills for identification and referral of alcoholics.
I hope this letter is helpful and results in the needed shelter services.
In this way, we will be able to respond ahead of time for this winter's
shelter crisis.

To Whom It May Concern:
The members of the First Baptist Church in Beverly are greatly
concerned about the problem of the homeless on the North Shore.
To say so is not idle talk. In the past this church has consisi.ently
a, backed its concerns with action. Harborlight House forthe Elderly,
Anchorage Home for Boys and most recently Turtle Creek Retirement
Village are just a few substantive examples of how seriously we take
i our concerns.
'i
We have made some initial commitments to the search for a solu-
tion to the problem of the homeless. We have endorsed the work of the
North Shore Shelter Committee and have designated Ms. Liz Crean, the
Chairperson of our Social Concerns Committee, as our representative on
that group.
At such time that this coalition produces a concrete proposal
addressing the needs of the homeless, this church stands ready to take
further steps in supporting its commitment.

Dear Committee Nembtrs:
On behalf of all of us who work at BREAK 3r=yi TvGET: ER
allow me to congratulate you on your efforts to e_t blish an
Emergency Shelter here on the North Shore,
Because we share food and fellowship with the poor and
Powerless of Salem and surrounding communities , we, too , are
aware of the problems they face when they seek permanent
shelter. We have tried, through our Outreach ?,and, to be of
some assistance. Our lack of funds has madei'impossible for us
to minister to the full need that we see every week.
Your proposal to open an Emergency Shelter represents the
"first step" towards ministering to that need, and we commend
you for it.
We also wish to offer to you our assistance in locating
volunteers to staff your Emergency Shelter. BREAK BREAD
TOGETHER is made up of over one hundred volunteers who help
serve over two hundred meals every week. 'r)+ese volunteers come
£ram the. crambie Cor atierm* f.hureh, in Salem; The Old
North Chureh, -in'IIarbjehead;.and from St. Joseph' s , St. James,
and Imaculate Conception Catholic churches in Salem.
Most, if not all of these volunteers,, §hare your concern
for the homeless and would be willing to assist you in what-
ever way you deemed appropriate.
Once again, please accept our appreciation for your com-

Board of Appeal RE: Application of Crambie Street
One Salem Green Church to establish shelter
Salem, MA 01970 for homeless
Gentlemen:
Please be advised of my support of the application of the members of the
Crombie Street Church for permission to establish a shelter for the homeless.
The City Council has made a commitment to assisting the efforts to locate
and maintain such a facility in the city. This was done in conjunction with
the Governor's declared commitment to shelter the homeless, which was made
earlier this year.
Because of the scarcity of public resources for such efforts, it was
probably inevitable that the establishment of such a facility would require
private initiative. The members of the Crombie Street Church deserve a
public mandation for their efforts along these lines.
I hope you will make every effort to assure the success of this
worthy project.

Dear Mr. Stewart:
I was very glad 'to be able to review your proposal for a new
shelter in the North Shore area. I was most impressed with your
plans and the amount of preliminary work that you have completed.
It sounds like you are ready to open the shelter immediately.
As you know, the successful administration of a shelter
not only depends on your on-line staff, but also on your
linkages with a full range of community resources . Your proposal
suggests that you have anticipated many of the potential problems
and that you have adequately lined up community supports. The
comprehensiveness of your plan certainly suggests that the shelter
guests will be well taken care of.
I am eager to hear about the continuing progress of the
shelter. I£ I can be of any further help, please let me know.

To Whom It May Concern:
I have been informed that the Crombie Street Church is
considering establishing a shelter care for the homeless
in the Salem area.
As you are no doubt aware, the decline in the population
at Danvers State Hospital has created tremendous problems
for those individuals who would have been at Danvers
State Hospital but are now unable to cope in the
community. The homeless in the area are perhaps the most
urgent mental health problem that we face today. I feel
that a shelter care would be a great service to these
individuals as well as to the court and the community. I
wholeheartedly support this endeavor.
If I can be of any help in this matter, please feel free
to call upon me.
Very truly yours , .

Dear Sir,
I am writing you in support of the Northshore Shelter IncS
application for a variance to allow the operation of a homeless shelter
at the Crombie St. Church in Salem.
As both a business person with a retail store in downtown Salem
and as a resident of this city I feel that the shelter is needed to help
provide the truely needy with the basics of life. In another sense the
shelter is part of the response to the issues that I and many other
business have raised about problems in the downtown area - It's operation
should help make our streets more secure at night and our property safer.
Not ''bat the homeless are responsible for many of the problems we have
they are not - by in large - however if you don't have a place to sleep
and it's 15 out you are going to find a warm place to sleep. Better that it
be a well administered and secure shelter than what they can find in our
city on their own.
I have read the proposal for the shelter, discussed it at length
with Rev. Jim Stewart. It is a good, doable proposal that creates a basic
shelter - with strict rules that protect both the individulg interesu and
those of the city. It is not 'a bed of roses' as one critsthc has described
it - but a reasonable and functional answer to a problem that our city faces.
I urge you to support this application,
Thank you fore your consideration

many of us at the church recognize the need for such a program, our
objections relate only to the use of this particular building and
its immediate neighborhood.
Although the clergy of the church have been trying to convince
everyone that this was a unanimous decision by the church members ,
this is not the case . At the first church meeting , at which it was
voted provisionally to allow the North Shore Shelter Committee to
establish a shelter at the church , the vote of. the members was two-
thirds in favor and one-third opposed. At a second meeting , the
proportion of the votes was almost exactly the same .
The building itself is very old , originally built in 1828 ,
with the interior rebuilt after the disastrous fire of. 1934. Like
all old buildings , it has many maintenance problems , the most seri-
ous of which is recurring leaks in Choate Hall ( the large room on
the ground floor where the proposed shelter would be located) . The
floor is cement , which , even with mattresses , would be hard , and also
extremely cold and damp in winter. . It is doubtful whether enough
heat can be provided in this room for overnight sleeping conditions ,
especially with leaks , and , perhaps , people coming in with wet clothes .
The church has only three principal rooms--the sanctuary on the
.second floor , which must not , under any circumstances , be used for
anything but church services; the Choate Hall on the first floor,
referred to above ; and the old , original vestry , known as the
Williams Room, at the rear of the first floor , which is used as the
dining room for the meals programs. In addition , there is the kit-
chen , which is relatively small and completely taken over by the
groups providing free meals three times a week . Obviously , this
leaves no room at all for any church activities except for its
church services.
The plumbing was not designed for use by so many people on a
daily basis. There are two toilets in the viomen' s room and a com-
parable number of facilities in the men' s room. From time to time ,
there have been problems with malfunctioning pipes and drains , etc .
Another small toilet near the kitchen is supposed to be reserved
for "Staff. "
2/
Other questions of health and safety include the following:
How can it be determined that the people coming in do not have
serious diseases or illnesses?
- . Currently , the garbage and rubbish generated by the three weekly
meals programs are put into a dumpster-type container near the back
door of the church. This is bound to attract rats scanner or later.
Some of us do not know how , or how often , this rubbish is disposed
of. A shelter program can only mean an increase in the amount of
this unsanitary material . Does this meet with the approval of the
Board of Health? How often will they inspect?
- There have been several break-ins and thefts of church property..
The ni"lber of "characters" hanging around the church creates an un-
+ L1;1
or a s -
Those of us who have been life-long members of the church, and
remember the fire of 1934 , are extremely afraid of another fire
occurring. So far , all our "No Smoking" signs have been pulled down
and removed by someone (we don' t know who) , and we certainly don` t
want a repeat performance of a conflagration.
Crombie Street has only a few buildings on it, and they are all
residential . In addition , the new Heritage Plaza Condominiums or
Norman Street adjoin -the church (garden. We know there are " street
people" going in and out of the garden, and we cannot prevent this ,
as our property at 9 Crombie Street is used by t,,vo social service
agencies--Help for Abused Women and Their Children ( HA'IC) , and the
Office for Children. The presence of these street people , sometimes
entering the offices and often drunk , is very disturbing to the
people running the offices and to their clients coming in for con-
sultation.
The petition submitted to the Appeals Board in the name of
Crombie Street Congregational Church, for a hearing to permit a
variance so that an emergency shelter may be established in the
church building , was. presented to the Appeals Board without the
knowledge of the church as a whole or the Church Council . -K-6 knew
nothing about it until the notice first appeared in the Sa-lem News— ,
Some of us cannot attend the next hearing on January 18 at-
1
t1 Salem Green, but we hope this petition will be rejected , as we
feel that Crombie Street Church is most unsuitable for the pro--
posed shelter.
Yours very truly ,

Dear Mr. Hacker;
As President of the North Shore Shelter Committee

years ago and was determined to settle here at some point
in my life. I had been living in the western part of the
state. Salem has lived up to my expectations and I expect
to stay here forever.
As a citizen of Salem, I care about the city and
the city must include all its people . There are some
people in Sales who are living in cars and tents . and doorways .
I believe that we must ensure that everyone in our city has
a safe warm place to live . This would seem! to be a basic
necessity that should guarantee every citizen of our city.
I find it extremely painful to know someone and look in their
eyes and know that that very night they are going to sleep in
a car! I can not bring them to my house as I do not have
room and I have no solution for them. Salem people do not
want to live on the streets of Boston and go to Pine Street
Inn. They live in this community and consider it home and
feel most comfortable here. They belong to Salem.
As for other citizens of Salem who are concerned
mostly about themselves and their rights and safety , I
can assure them that a supervised shelter is much safer for
a community than no shelter at all. The first night I moved
to Salem in January 1983 , I had put some things in my landlord ' s
basement on Flint Street. I left the hatchiway unlocked but
closed because he was away and I needed to put more things in
the next day. At 2 a. m. or so I heard the hatchway close .
I .was frightened and called r_he police. They came and the
person fled. They said it was someone trying to find a warm
place to live. Before the Bowditch School was tightly secured ,
people were sleeping there. I was always frightened because
of the possibility of fire. Just last week in another city ,
a homeless man was sleeping_ :in an apartment building basement
and set fire to a mattress there. It is so -:uch safer for
our city to have a supervised night shelter! !
0 1r. James Hacker, Chairman 2
If a shelter is not established in Salem, the
same people will still live here and will still be seeking
; shelter in our midst . They will get it wherever they can
in order to survive . How much better to have a supervised
shelter where they can be safe and we can be safe from.
fire.
A shelter also has an added benefit to all of us .
The persons working at the shelter will give love and care
and work hard to find more permanent solutions for the
homeless . If they are out on the street with out any
connections with services , they have problems ever changing
their situation. lie wish for every citizen of Salem to have
a permanent safe home and can best assure this by establishing
a shelter.
1 can think 0' no better location for a sh^lter'
than the Crombie Street Church at this time. It is in the
center of the city and has been ministering to this
population for a number of years. We must immediately provide
a safe refuge for our less fortunate citizens and I hope
you will vote for this so we can get people out of cars and
doorways this winter and hopefully not lose anyone to the cold .

dining room for the meals programs. In addition, there is the kit-
chen, which is relatively small and completely taken over by the
groups providing free meals three times a week. Obviously, this
leaves no room at all for any church activities except for its
church services.
The plumbing was not designed for use by so many people on a
daily basis. There are two toilets in the women' s room and a com-
parable number of facilities in the men' s room. From time to time ,
there have been problems with malfunctioning pipes and drains , etc.
Another small toilet near the kitchen is supposed to. be reserved
for "Staff. "
2/
Other questions of health and safety include the following:
- How can it be determined that the people coming in do not have
serious diseases or illnesses?
- Currently , the garbage and rubbish generated by the three weekly
meals programs are put into a dumpster-type container near the back
door of the church. This is bound to attract rats sddner or later.
Some of us do not know how, or how often, this rubbish is disposed
of. A shelter program can only mean an increase in the amount of
this unsanitary material . Does this meet with the approval of the
Board of Health? How often will they inspect?
- There have been several break-ins and thefts of church property-I
The number of "characters" hanging around the church creates an un- fi5
attractive addition to an otherwise dignified old Federal-type
building on a residential street.
- Those of us who have been life-long members of the church, and
remember the fire of 1934, are extremely afraid of another fire
occurring. So far, all our "No Smoking" signs have been pulled down
and removed by someone (we don' t know who) , and we certainly don' t
want a repeat performance of a conflagration.
- Crombie Street has only a few buildings on it, and they are all
residential. In addition, the new Heritage Plaza Condominiums on
Norman Street adjoin the church garden. We know there are "street
people" going in and out of the garden, and we cannot prevent this ,
as our property at 9 Crofnbie Street is usedby two social service
agencies--Help for Abused Women and Their Children (HAWC) , and the
Office for Children. The presence of these street people , sometimes
entering the offices and often drunk , is very disturbing to the
people running the offices and to their clients coming in for con-
sultation.
The petition submitted to the Appeals Board in the name of
Crombie Street Congregational Church , for a hearing to permit a
variance so that an emergency shelter may be established in the
church building, was presented to the Appeals Board without the
knowledge of the church as a whole or the Church Council. K16 knew
nothing about it until the notice first appeared in the Salem News ,
Some of us cannot attend the next hearing on January 18 at
1 Salem Green, but we hope this petition will be rejected, as we
feel that Crombie Street Church is most unsuitable for the pro-
posed shelter.
Yours very truly,
( Miss) Charlotte Hood

Attention : Mr . J. Hacker
Dear Mr . Hacker ,
I was disappointed last evening by the postponement of the
hearing on the Crombie Street Church request for a variance relative
to a shelter for the homeless. As this property abuts the Heritage
Plaza Condominium, where I live, I would like to registar my protest
by letter as I will be unable to attend the :January 25th meeting.
I understand that the building is not ' suitable for housing and
many members of the church are opposed to the idea. Personally; I
feel that this proposal will be counter productive to the goal of
solving the alleged "homeless" problem. It will attract more of
these street people to Salem and further the deterioration of the
downtown area. I also believe it will have a depressing effect on
the value of my property and all . of the others who invested in
Heritage Plaza.
It is bad enough thatwehave to put up with these people
badgering us for money on the streets , sleeping in our lobby,
stealing from our lobby, but to centralize them in one location
in our backyard seems to be overdoing it . -
We also have loud, raucous drunks every xhursday, Friday 'and
_Saturdaa nights screami ctir3in _f._ 9nt, __g and blowing horns
at 1 : 00 AM when the Beef and Oyster and One Barton Squ,are 'Bars
close. I understand, we have just issued another liquor license
up the street to add to the early morning bedlam.
To have a "flop house" started in the other side of us is
too much to bear . I can appreciate the feelings of the misguided
people who are proposing this but I am certain that establishing
such a place will only allow these people. to spend more money on
liquor and drugs and attract more unsavory characters to our
beautiful city .
I respectfully request. that this zoning change be denied.

Zoning Board of Appeals

Salem, Ida 01970
Dear Mr. Hacker;
As President of the North Shore Shelter Committee
which has been working hard for many months to establish
a shelter for our less fortunate friends , I am of course
wholly in favor of a shelter.
I am also a resident of Salem who picked this town
to move to over a year ago. I fell in love with Salem many
years ago and was determined to settle here at some point
in my life. I had been living in the western part of the
state. Salem has lived up to my expectations and I expect
to stay here forever.
As a citizen of Salem, I care about' the city and
the city must include all its people. There are some
people in Salem who are living in cars and tents and doorways .
I believe that we must ensure that everyone in otr city has
a safe warm place to live. This would seem` to be a basic
necessity that we should guarantee every citizen of our city.
The first night I moved
to Salem in January 1983, I had put some things in my landlord ' s
basement on Flint Street. I left the hatchway unlocked but
closed because he was away and I needed to put more things in
the next day. At 2 a.m. or so I heard the hatchway close .
I was frightened and called the police. They came and the
person fled. They said it was someone trying to find a warm
place to live. Before the Bowditch School was tightly secured,
people were sleeping there. I was always frightened because
of the possibility of fire. Just last week in another city,
a homeless man was sleeping in an apartment building basement
and set fire to a mattress there. It is so much safer for
our city to have a supervised night sielter! !
f
Ar. James Hacker, Chairman 2
If a shelter is not established in Salem, the
same people will still live here and will still be seeking
. J shelter in our midst . They will get it wherever they can
in order to survive. How much better to have a supervised
shelter where they can be safe and we can be safe from
fire.
A shelter also has an added benefit to all of us .
The persons working at the shelter will give love and care
and work hard to find more permanent solutions for the
homeless . If they are out on the street with out any
connections with services , they have problems ever changing
their situation. We wish for every citizen of Salem to have
a permanent safe home and can best assure this by establishing
a shelter. .
I can think of no better location for a shelter
than the Crombie Street Church at this time. It is in the
center of the city and has been ministering to this
population for a number of years. We must immediately provide
a safe refuge for our less fortunate citizens and I hope
you will vote for this so we can get people out of cars and
doorways this winter and hopefully not lose anyone to the cold.

Dear Mayor Levesque :
On behalf of Governor Dukakis , I would like to bring to your
attention the efforts of the Crombie Street Congregational
Church to open a shelter for the homeless . This represents
an exciting opportunity for this organization to significantly
contribute to the state ' s growing resources for caring for
some of our neediest citizens .
The Crombie Street congregation ' s project is another example
of how many groups across the Commonwealth are responding
in their own way to the homeless problem. It is only through
many sectors working together in this way- -public and private ,
city and state--that a truly comprehensive and lasting solu-
tion for homelessness will be achieved .
We encourage your city to give every support it can to this
generous initiative since the need is so great. The state
for its part will assist in any way possible .

Dear Mr. Hacker:
This letter is written in support of the Crombie Street Church's
appeal for a zoning variance in order to establish a shelter for the
homeless at Crombie Street.
Although many of us may not want to admit it, there are homeless
people spending days and nights "on the street" in this area. The
most recent case that comes to my mind is that of Susan Carr, the
woman who died a few hours after she was struck by a train in the
Salem Depot. Ms. Carr was known to have slept underneath the stairs
at the depot. Perhaps if a shelter had been available such a tragic
event could have been avoided. This is just one instance; I am sure
there are many others.
1 believe it is imperative that this request be granted without
any further delay.
Thank you for your assistance in providing shelter for those who
are in such dire need.

To Whom It May Concern:
I have been informed that the Crombie Street Church .is
considering establishing a shelter care for the homeless
in the Salem area.
As you are no doubt aware, the decline in the population
at Danvers State Hospital has created tremendous problems
for those individuals who would have been at Danvers
State Hospital but are now unable to cope in the
community. The homeless in the area are perhaps the most
urgent mental health problem that we face today. I feel
that a shelter care would be a great service to these
individuals as well as to the court and the community_ - I
wholeheartedly support this endeavor. .
If I can be of any help in this matter, please feel free
to call ,upon me.

Dear Mr. Hacker:
We object to the granting of a variance at 7 Crombie Street for an
emergency shelter because it will make a bad problem worse.
There is a large concentration of elderly in the neighborhood, the
apartments for the elderly in the Y M C A building, those in private
homes on Crombie Street and Summer Street and many middle aged and
.elderly at Heritage Plaza. Condominiums dPho have given up their
homes and invested their life savings in these condominiums where
they thought they would be safe, happy and with no additional
problems facing t"em at this stage of their lines .
_. 3_ ed l _ f
U "1 ;ai ai_ced and othe.^ Street people. bec_auoe Cro:.bieJtreet has •,
become a gathering place for them. They usually come very early
to the free meals and loiter on Crombie Street until the doors
open. We have found these people at our doors not only when there
are meals at the church, but any time of day or night. They have
come to the ouses on Crombie Street and demanded money. At
Heritage; street people have been found late at night in the foyer_
During the three years or so that the programs have been carried
on/the neighbors have not been consulted when these programs were
instituted. Those working on the programs don' t live in the
immediate area so _don' t have this problem around their homes_
We understand that the shelter would be open every night for- at
least a year opening at 9:30 or 10:00 at night. Anyone trying to -
get in would be around the neighborhood long before that and if
they are not admitted in all probability they would most likely
still be in the neighborhood long after that. When it was known
that a shelter existed there, more street people from other
communities would congregate in the neighborhood. People were
already afraid to go out at night and now are even nervous about
going out in the daytime.
Please consider very thoroughly our situation and our concern.
Thanking you very kindly for your attention to our requests.

to a shelter for the homeless . As this property abuts the Heritage
Plaza Condominium, where I live , I would like to registar my protest
by letter as I will be unable to attend the January 25th meeting.
I understand that the building is not suitable for housing and
many members of the. church are opposed to the idea. Personally , I
feel_ that this proposal will be counter productive to the goal of
solving the alleged "homeless" problem, It will attract more of
these street people to Salem and further the deterioration of the
downtown area. I also believe it will have a depressing effect on
the value of my property and all of the others who invested in
Heritage Plaza.
It is bad enough that we have to put up with these people
badgering us for money on the streets , sleeping in our lobby ,
stealing from our lobby, but to centralize them in one location
in our backyard seems to be overdoing it .
We also have loud, raucous drunks every ;` hursday , Friday and

up the street to add to the early morning bedlam .
To have a "flop douse" started in the other side of us is
too much to bear . I can appreciate the feelings of the misguided
people who are proposing this but I am certain that establishing
such a place will only allow these people to spend more .money on

I respectfully request that this zoning change be denied.

Mr. Hacker:
I offer this letter to convey to you my support for the North Shore
Shelter Committee's proposed Emergency Shelter at 7 Crombie Street.
f The North Shore -Shelter Committee is attempting to provide a much
needed service with its proposed shelter, a service -which .all citizens-
in Salem and on the North Shore, should support. It comes as no .aur-
prize tome-that the people of the Crombie Street Congregational "Church
_ are offering space for this service, since they are one of the few groups
on the North Shore that act upon their "professed" concern .for the m eedy.
Given the efforts and sacrifices made by these two groups, I believe that
it is incumbant upon all other members of the community to do all that they
can to expedite the approval and opening of an emergency :shelter on the
Noeth .Shore.
_ As a citizen of .Salem, I hope that you and your board.vill do all
that it can to help the North Shore .Shelter Committee and-the Crombie

Dear Idr. Hacker;
As President of the North Shore Shelter Committee
which has been working hard for many months to establish
a shelter for our less fortunate friends , I am of course
wholly in favor of a shelter.
I am also Ejof Sailem ,,ho -s tocTn
Lo i 0'ie -`-o over a year ac
j iJ, .f =el _ in O t i J.til S3Lc:iTl a 2 nor
years ago and was determined to settle here at some point
. in my life. I had been living in the western part of the
state. Salem has lived up to my expectations and I expect
to stay here forever.
As a citizen of Salem, I care about the city and
the city must include all its people. There are some
people in Salep who are living in cars and tents and doorways .
I believe that, we must ensure that everyone in our city has
a safe warm place to live. This would seem` io be a basic
necessity that we should guarantee every citizen of our city.
As for other citizens of Salem who are concerned
mostly about themselves and their rights and safety, I
can assure them that a supervised shelter is much safer for
a community than no shelter at all. The first night I moved
to Salera in January 1983 , I had put some things in my landlord ' s
basement on Flint Street . I left the hatchtaay unlocked but
closed because he was away and I needed to put more things in
the next day. At 2 a. m. or so I heard the hatchway close .
I was frightened and called the police . They came and the
person fled. They said it was someone trying to find a warm
place to live. Before the Bowditch School was tightly secured,
people were sleeping there. I was always frightened because
of the possibility of fire. Just last week in another city ,
a homeless man was sleeping in an apartment building basement
and set fire to a mattress there. It is so Much safer for
our city to have a supervised night s21e1'cer! !
:lr. James Hacker, Chairman 2
If a shelter is not established in Salem, the
same people will still live here and will still be seeking
9shelter in our midst . They will get it wherever they can
in order to survive . IIow much better to have a supervised
swelter where they can be safe and we can be safe from,
fire.
A shelter also has an added benefit to all of us .
The persons working at the shelter will give love and care
and work hard to find more permanent solutions for the
homeless . If they are out on the street :::-itl? out any
connections with services , they have problems ever changing
their situation. We wish for every citizen of Salem to have
a permanent safe home and can best assure this by establishing
a shelter.
C can think of no ;letter 1uCdtJ on for a :;eller
than the Crombie Street Church at this time. It is in the
center of the city and has been ministering to this
population for a number of years . We must immediately provide
a safe refuge for our less fortunate citizens and I hope
you will vote for this so we can get people out of cars and
doorways this ,winter and hopefully not lose anyone to the cold.
Sincerely,

Dear Sir,
I am writing you in support of the Northshore Shelter We&
application for a variance to allow the operation of a ho.;'eless shelter
au tie Crombie St. „ a-ch in Sale._
S both a business person with a retail store in downtcuTL Salem
and as a resident of this city I feel that the shelter is needed to help
proviae the truely needy with the basics of life. In another sense the
shelter is part of the response to the issues that I and many Mier
business have raised about problems in the downtown area - It's operation
should help make our streets more secure at night and our prep•erty safer.
Not 4hat the hoveless are responsible for :ai y of the we have
they are not - by in large - however if you dont have a place to sleep
and it's 15 out you are going to find a warm place to sleep. Setter that it
be a well administered and secure shelter than what they can find in our
city on their own.
I have read the proposal for the shelter, discussed it at length
with Rev. Jim Stewart. It is a good, doable proposal that creates a basic
shelter - with strict rules that protect both the indivi.dul6 interest/and
those of the city. It is not I bed of roses' as one critthc has, described
it - but a reasonable and functional answer to a problem that our city faces.
I urge you to support this application,

Dear Mr. Stewart:
I was very glad to be able to review your proposal for a new
shelter in the North Shore area. I was most impressed with your
plans and the amount of preliminary work that you have completed.
It sounds like you are ready to open the shelter immediately.
As you know, the successful 'administration of a shelter
not only depends on your on-line staff, but also on your
linkages with a full range of community resources. Your proposal
suggests that you have anticipated many of the potential problems
and that you have adequately lined up community supports . The
comprehensiveness of your plan certainly suggests that the shelter
guests will be well taken care of.
I am eager to hear about the continuing progress of the
shelter. If I can be of any further help, please let me know.
Sincerely,

Re : Emergency Shelter at Crombie St . Church
Dear Mr . Hacker :
I have been unable to reach you by phone and am writing
you to express my deep concern relative to the above
stated matter.
Not having been present at the meeting I am not informed
of your objections to the variance , particularly in light
of the genuine need and the broad-based community support
this program has generated.
There has always been some need for this type of assistance
in Salem which I know full well , having dealt with it on a
smaller scale when I was administrative assistant to then-
Mayor Zoll ten years ago . The scope of the problem has been
magnified in the. past decade .
Working with the meal program as a coordinator I am personally
aware of the problem of shelter . As administrative assistant
for the Massachusetts Defenders Committee for Essex County I
am also professionally aware of the problem and needs in the
county . -
If your negative vote was a pro forma initial vote , fine . However.,
if you have some -personal conviction against the program please
call me at 744-4120 (or 598- 7131 during the day) so that I may
try to understand your position . The school of political philosophy
that I was exposed to believed that elected officials , and appointed
ones as well , had an obligation to act on behalf of the people to
their best judgement, but to translate the expressed will of the
people when they actively support a program into being. I believe
that such support was manifested. Your consideration and reconsideration
would be most appreciated by both supporters and beneficiaries of
the program.
Thank you and have a happy , healthy (and warm, sheltered) New Year.
Sincerely ,
Mrs . Samuel A. Whitmore

Dear Mr.
I believe it is imperative that this request be granted without
any further delay.
Thank you for your assistance in providing shelter for those who
are in such dire need.

Dear Mr. Hacker:
I write to inform you of my support for the appeal being made by
the Crombie Street Congregational Church for a variance to make it
possible for them to use the premises at 7 Crombie Street as a shelter
for the homeless.
Tt is clear to me that we can no longer ignore the problems faced
by the homeless, hoping that they will- "disappear.. " The lack of af-
fordable housing, not only in Salem, but all over the North Shore, has
forced many individuals to seek shelter where ever they can find it-
in trash bins, box cars or their own vehicles. Those of us who are able
to count on having a place to go to at night, or when the weather be-
come inclemate must do whatever we can to help those who have no place
o go.
As a citizen of Salem, I urge you and the other memb_rs of your
board to act favorably or, the appeal made by the Crombie Street Church.

The homeless are often "invisible" to us because we do not want to
believe that they are actually there. But the events of the last few
months should convince all of us that the homeless are amongst us and that
their suffering is real. The recent deaths of Susan Car and Joe Gizicki
demonstrate the need and the possible results if we do not act and act

The plight of the homeless has been brought home to .us all over the

emergency shelter is no long term solution, but it. is an important first
