Dear Owner,
In February of 2013 I wrote to you regarding complaints about your renting of rooms.We have no
record of a response from you and the neighborhood group still alleges that you are renting rooms.
Under the authority of the Mass State Building Code 780 C.M.R section 106 a required inspection is
Needed. I have scheduled it for Monday September 15 th at ten O'Clock. Failure to arrange for this
inspection will result in municipal code tickets and further enforcement actions.If you have any

Dear Owner, It has been brought to my attention that you are advertising rooms for rent at your
property. Your property is located in the R-1 zone. City of Salem Zoning section" 3.0 allowed
uses " does not allow rooming and boarding in this district. The use allowed is for single family
use. The definition of a Family is the following: "One (1) or more persons occupying a dwelling
unit and living together a single nonprofit housekeeping unit; provided that a group of three(3)
or more persons who are not within some degree of kinship shall not be deemed to constitute a
family"
Per my interpretation of this definition, you can have just one unrelated individual living with
you. If you feel you are aggrieved by this interpretation, your Appeal is to the Salem Zoning
Board of Appeals. If you have any questions, please contact me directly.

Dear Mr. St. Pierre,
The Board of Directors of the Osgood Park Neighborhood Association would like to register a complaint
of a zoning violation at 14 Savoy Road.
It has been reported to the Board of Directors that the owner and occupant of 14 Savoy Road, Mr. Mario
Fagone, has been rooming a number of people in his single-family home. It has been further reported
that recent tenants of 14 Savoy Road include Mr.Stephen Faverneau, Ms. Evelyn Faverneau and Mr.
Lance.
In October 2012, an ad was placed in the Salem Evening News as follows: "Share house. Heat, electric,
washer, dryer, utilities included. No pets. No smoking. $650/mo. Call Mario 978-210-5604."
The Board of Directors of the Osgood Park Neighborhood Association is concerned that this activity is in
direct violation of the acceptable uses in an R-1 zoning district, where no rooming, boarding, or lodging
is allowed, and is requesting the City of Salem Inspectional Services investigate and take action to
correct this violation.
