WHEREAS,the Department of Highways, acting on behalf of the Commonwealth of
Massachusetts, after public notice and hearing of all parties interested, as required by Chapter
218 of the Acts of 1937, hereby adjudges that public necessity and convenience require that the
Commonwealth should layout and take charge of as a limited access State highway, a road in
City Salem, County of Essex.
The layout consists of establishing State highway location, on a new location with limited
access provisions and is made in three sections, for the Proposed Bridge Street Bypass,
beginning at the easterly and westerly location lines of the September 30, 1992 State highway
layout(Layout No. 6658),extending southwesterly about 3,670 feet to Bridge Street, and are
more fully described as follows:
The Bridge Street Bypass baseline begins at a point shown on the plan hereinafter
referenced as station 235+73.49 and extends easterly by a curve to the left of 500.00 feet radius

The right to access and egress from the State highway location is limited,being permitted
across the location lines thereof altered and laid out as hereinbefore described only as follows:
The right of access to and egress from the State highway location is limited, and neither
access thereto nor egress there from is allowed across the sections of the location lines altered
and laid out as hereinbefore described, except as follows:
1. Across the southerly location line of the State highway hereinbefore laid out
between a point bearing N 87°06'29"W and being 60.64 feet distant from
station 247+32.34 of the Bridge Street Bypass baseline hereinbefore described
and a point thereon bearing S 87006'29"E and 28.36 feet distant from said
station 247+32.34 of said Bridge Street Bypass baseline.
The access-egress restrictions of the aforesaid September 30, 1992 State highway layout
(Layout No. 6658)is hereby voided insofar as applicable to a portion of the northerly location line
of Section 3 of the State highway layout as hereinbefore described,extending between a point
thereon bearing N 70°01'24"W and 43.14 feet distant from station 284+02.84 and a point thereon

The second section of highway hereby altered and laid out in behalf of the City of Salem
consists of widening a portion of Bridge Street on the northerly side thereof at its junction with
Bridge Street Bypass and is bounded the westerly sideline of Howard Street Extension, and by
the line described as follows:
Beginning at a point on the southerly location line of Section 2 of the State Highway
layout hereinbefore described, said point bearing S 87°06'29"E and 28.36 feet distant from
station 247+32.34 of the Bridge Street Bypass baseline hereinbefore described and extending
thence, leaving said location line southerly by a curve to the left of 30.00 feet radius and 42.34
feet to a point bearing S 84°14'39"E and 54.28 feet distant from station 247+05.42;thence by
another curve to the left of 210.00 feet radius and 173.97 feet to a point of ending thereof,on the
existing westerly sideline of Howard Street Extension, said point bearing N 36°48'21"W and

The location lines of the two sections of highway hereby laid out on behalf of the City of
Salem as hereinbefore described are to be further defined by bounds set thereon at angle points,

any other utilities) situated in the City of Salem, County of Essex, all of said land being taken in
fee simple except Parcels 3-E-4 thru 3-E-7, inclusive; in which easements for highway purposes
are hereby taken,the supposed owners of Parcels 3-6, 3-12, 3-19, and 3-21,all shown on the plan
hereinafter referenced to and being set forth in the schedule hereinafter contained, excepting
from the rights herein taken, all easements for wires,pipes, conduits,poles and others
appurtenances for the conveyance of water,sewage, gas, oil and electricity and for telephone
communication and any other utilities now lawfully in or upon said premises hereby taken and
all lawful rights of the public to use those parts of the public way or ways in the City of Salem
