Special conditions and circumstances exist which especially affect the land/ r� building or structure involved and which aro not generally affecting other p/ lauds, buildings or structures in the same district. -� � 2, Literal enforcement of the provisions of the Zoning Ordinance would involve -- substantial hardship, financial or otherwise, to the petitioner. c� _ . 3, Desirable relief may he granted without substantial detriment to -the public - good and without nullifying or substantially derogating from the intent of the district or the purpose of the Ordinance. That the garage is to be used for storage only. ARCHITECTURAL SIGNIFICANCE Describe important architectural features and evaluate in terms of ' other buildings within the community. 42 Bay View Avenue is a vernacular Stick Style house of two stories with a front gable . The porch wraps from the front halfway down both sides of the house , and has stick brackets at the cornice and crossed balustrade . On the southeast side of the house the porch meets a one-story ell containing main entry flanked by 3/4 sidelights . Fenestration is irregular ; windows contain 2/2 sash . The gable end contains patterned shingles . HISTORICAL SIGNIFICANCE Explain the role owners played in local or state history and how the building relates to the development of the community. This house is typical of Salem Willows ` resort architecture of the late 19th century . Rosella and Sarah Rolfe purchased part of lot 106 and all of lot 107 from N . Augusta Gardner in 1896 . Sarah alone then bought lot ,108 as well from developer , Daniel Gardner . The 1897 and 1911 atlases show Sarah Rolfe as the owner .
