In more general terms, this Board is, when reviewing Special Permit requests, guided by the rule that a Special Permit request may be granted upon a finding by the Board that the grant of the Special Permit will promote the public health, —_— — -safety convenience-and welfare-'of—the-City's inhabitants. --- - - The Board of Appeal, after careful consideration of the evidence presented at the hearing, and after viewing the plans, makes the following findings of fact: -- 1 . The building is now being used for storage; -- 2. There is another woodworking type business in close proximity; ... _. 3. Both support and opposition to the plan was voiced at the hearing. On the basis of the above findings of fact, and on the evidence presented at the hearing, the Board of Appeal concludes as follows: 1 . The proposed use of the property will not be substantially more detrimental than the existing use to the neighborhood; 2. The relief requested can be granted without nullifying or substantially derogating from the. infent of the district or the purpose of the x Ordinance. The building must meet all provisions of the Salem Fire Department relative to fire safety; 2. The hours of operation shall be 7:30 a.m. to 5:00 p.m. , Monday through Friday and 8:00 a.m. to 12:00 noon on Saturdays; 3. No lacquer of paints shall be used in the building; 4. All parking is to be done in the building; ' .: 5. The westerly side of the building must be soundproofed with , f gyp ` a 3"' wall and the windows on that side must be blocked up; 6.
