I have reviewed the masonry areas at 38 Salem Street for
Mr. Clark,
It is apparent that the problem that exists has been caused
by the freezing and thawing at the parapet and sill areas.
We have reached an agreement but due to weather conditions,
it would not be advisable to commence the work at this time.
I have scheduled the work to begin approximately March 1st.

Inspector John 6iardi , and Health Inspector Joseph Lubas visited and
inspected the property at 33 Salem Street.
Access was limited to the eXterior of the building, the stairwells, and
the rear porches. Photographs were taken of those violations to which the
inspectors had access. Basement areas were secured by means df padlocks
on both the interior basement doors and one exterior bulkhead.
Fire Department records indicate that notices regarding the lack: of =.moke
detectors were sent to Clarke Jacobs Realty Trust by the Fire Prevention
Bureau on October 16, 1981, and again on July 11, 1984. Prior
records indicate that the present inspection

RE: Public Safety Coordination
Over the past several months, we have all made a concerted and successful
effort to work toward the elimination of health and safety hazards in buildings
within the City. Such efforts are already providing signs of improvement in our
building stock.
A further step in this process will be the initiation of greater coordination
within our public safety sector, such that we can carry out our efforts more
efficiently and effectively. To implement this coordination, I am appointing Bill
Munroe, Code Enforcement Officer within the Planning Department, to coordinate
all public safety inspections. With Bill as the coordinator, working with all
inspectors on a case by case basis, duplication of effort can be eliminated, and
"problem" properties can be addressed in a more comprehensive, coordinated
manner.
This process will allow us to much more fully address the public safety needs
of our residents.
Thank you for your assistance and cooperation in this matter. We have been
doing an exemplary job.

On Wednesday, December 20, 1984, Lieutenant Charles Latulippeg wh_Ele on r"
in-service inspections with Engine #1, requested the assistarroe of«the r
Fire Prevention Bureau at #38 Salem Street due to the severity dine cn
conditions encountered during the inspection. Fire Marshal Robert Turner
responded to the above address and the following conditions were noted:
1. The rear porches were jammed with a heavy accumulation of various
combustible debris which included automobile tires, baps of rubbish
and garbage, cardboard cartons, discarded furniture, automobile
seats, etc.
2. Rubbish, garbage, and debris littered the stairways througout the
building.
3. One rear stairway was littered with an accumulation of human feces
and toilet tissue.
4. All exitways lacked emergency lighting.
5. The building was not equipped with automatic smoke detectors as
required by Cnapter 148, Section 26E. of the Massachusetts General
Laws.
6. Walls in the front stairwells were partially covered with a
rug-like material which appeared to be of a combustible nature. A
small sample. which was retrieved from a portion torn from the wall
prior to the inspection, was subjected to a preliminary burn test.
The material ignited easily and propagated flame readily. A sample
has been packaged for shipment to the Department of Public Safety
for +urtner testing.
7. A large structural fracture, which extends from below the first
floor to a point beyond the top floor, exists in the front 'Salem
Street s,de; cr the building. At one point, the wall aupears to be
bulging as the result of this fracture.
As the result a+ this inspection, other departments having jurisdiction
over these and other violations of General Laws, fire, electrical , health
and building codes, local ordinances and regulations, were nota+ied and
requested to make respective inspections and to file reports thereon.
On Friday, December 22. 1984, a combined inspection team consisting of
Acting Fire Chief Robert Crowley, Fire Marshal Hobert Turner, Building
Inspector Richard McIntosh, Code Inspector William Munrce, Electrical
