Dear Mr. Champion:
Thank you for your letter dated March 21 , 1988 expressing your
interest in the above referenced property. As you may be aware, the
Mayor and the City Council have established guidelines for the sale of
City owned property. These guidelines include advertising and bidding.
Also included in this procedure is the requirement that the Public Property
Department and the City Planner declare the property surplus.
A list of such property is presently being prepared and will be
submitted to the Mayor and the City Council for their consideration. 'Chose
properties approved for sale :sill be duly advertised.
With regard to 18A Sable Road, 1 have been advised by the City
Solicitor that following an in-depth title search it is his opinion that
the lot is a "grandfathered" lot and can be offered for sale as a
buildable lot should it again be declared surplus.

Dear Mr. Monroe;
We are writing this letter concerning a parcel of land listed at 18A Sable Road,
Map 9, Lot 130, 5154 Square feet. We are very interested in obtaining this land
either by direct purchase or having the city transfer ownership. The land is located
between both our homes and is unfinished which de-values this area.
On two occasions a letter was sent to Mr. Leonard O'Leary, Councilor, dated
October 27, 1987 and November 17, 1987 with no response. On Friday March 18, 1988
I spoke to Stephen Dibble, Public Improvements Coordinator and he gave us your name
and suggested we write this letter.
Presently the land is assessed for $3100.00 and we are willing to purchase this
land at that price. We did bid on this land prior and were the only sole bidders.
We both plan to care for the land which will benefit both ourselves and the City of
Salem.
If this matter is beyond your control, please advise us who would be responsible
for the sale or transfer.

RE: Sidewalks - Waivers
Dear Bill:
In accordance with your request, I am writing this letter regarding the installation
of sidewalks and curbing at18 Sable Road.
According to Chapter 26, Section 105 of the Salem Code of Ordinances, when side-
walks and curbing are required, they must be installed prior to the issuance of the
Certificate of Occupancy. However it is not practical to install the required
sidewalks and curbing at 18 Sable Road at the current time due to the weather condi-
tions and closure of asphalt plants. Therefore I do not object to the issuance of a
Temporary Certificate of Occupancy requiring that sidewalks and curbing be installed
by May 31, 1986. I would, however, suggest you obtain the concurrence of Councillor
O'Leary.
