We are very interested in obtaining this land either by direct purchase or having the city transfer ownership. The land is located between both our homes and is unfinished which de-values this area. On two occasions a letter was sent to Mr. Leonard O'Leary, Councilor, dated October 27, 1987 and November 17, 1987 with no response. On Friday March 18, 1988 I spoke to Stephen Dibble, Public Improvements Coordinator and he gave us your name and suggested we write this letter. Presently the land is assessed for $3100.00 and we are willing to purchase this land at that price. We did bid on this land prior and were the only sole bidders. According to Chapter 26, Section 105 of the Salem Code of Ordinances, when side- walks and curbing are required, they must be installed prior to the issuance of the Certificate of Occupancy. However it is not practical to install the required sidewalks and curbing at 18 Sable Road at the current time due to the weather condi- tions and closure of asphalt plants. Therefore I do not object to the issuance of a Temporary Certificate of Occupancy requiring that sidewalks and curbing be installed by May 31, 1986.
