I know you have a Commission meeting tonight and just wanted to let you that we have been in extensive touch with the Kaminski organization and, as you can see by the language contained in Erin Nelson's email below, Kaminski's is taking steps to correct the misimpression that the items in question were removed from the Story House. Nothing remotely resembling these items were in the House and we certainly would have retained them, and treasured them, if they were. The language which appears in Erin's email has not yet appeared ion the Kaminski website, although the reference to the"Story-Pingree House has been removed, and Kaminski's intention to correct this error seems clear. In addition, Frank Kaminski has offered to send a correcting letter to anyone who may have inquired about this issue. We would appreciate it if you would let the members of the Commission, and the individual or individuals who inquired, know about the fact that these items did not come from 26 Winter Street, and of the Kaminski organization's efforts to correct any misimpressions. Secondly, we appreciate the Commission's interest in the defacement of historic properties in the City—an issue of continuing concern that was raised by the incident in which our home and several neighboring historic residences had their copper downspouts ripped from the buildings back in September. The next court appearance of those allegedly responsible for these incidents is March 18; we will be returning to Salem on March 10 and will try to get additional information and/or requests concerning this matter to you as soon as we can. As you know, during our hearing regarding various matters at the Commission meeting on September 5, 2007, we agreed to additional design consultation for the final layout of the posts on one section of the Winter Street fence, as well as the wooden finial bases on the brick pillars. Our approval included all of the features of the fence, gates and the design of the posts. However, at that time, we were unsure of the exact number of posts that would be required to support the fence and provide the correct proportions for the section of fence located between the brick pillars. In addition,the Commission suggested that we consider replacing the current box-style finial bases on top of three brick pillars with traditional overlapping wood caps to serve as the base for the existing cannonball finials. Our architect, Richard Long, working together with Tim Thompson of New England Woodworkers, has created the attached drawing which illustrates the location of six supporting posts and seven fence sections. In addition, Mr. Long has detailed the design of wooden finial caps for the brick pillars. We believe that all of these designs are in accord with our previous approval, as well as in keeping with historical photos of the home, other historic fences in Salem, and the Historical Commission guidelines. Note that the elevations prepared by our architect show the shutters accordingly. Most windows are missing their shutters at this time, but several historic photos show the house with shutters. Presently, the remaining shutters are styled with a lower dowel and louver. (71" x 17"x 13/8") However, there may have been a variety of previous styles, including the so-called "Salem Style"or"Beacon Hill Style". The house has no remaining shutter hardware (the remaining ones are bolted to the bricks). We are proposing a simple black reproduction style that would be historically appropriate for an 1811 Federal style home. As typical with historic homes,the existing El has had several configurations, different materials and usages over the years. The one story section facing the driveway on the south side was added at a later date. We are requesting permission to open this side of the El to receive the addition. Please note that this addition is shown on the architect's elevations. The materials for the addition will be carefully coordinated with the main house. The brick will be the same as used for the patch and chimney to closely match the main house in Flemish Bond style. We propose the same replacement windows as for the main house. Gutters and downspouts will be the same as the main house, and the roof will rave matching charcoal black triple tab heavy duty asphalt shingles. The doorway onto tie screened porch will be wood French Doors, similar to the Marvin terrace door shown in the Commission manual. All doors, windows and trim would be painted white. Note that the current home is effectively without a kitchen which must be added. The addition allows for the preservation of oak paneled and other historic rooms which will not be needed for conversion to a kitchen. The existing garage is not historically compatible in style to the historic home. Further,we re told it is made of hollow cinder block which no longer meets building codes and the building cannot be repaired or altered for this reason. Also, its location virtually on the lot line restricts air flow and repair opportunities for the garage and adjacent property. The current garage and drive are accessed from Oliver Street and have ample width for more than two car widths. The curb level across the back of the property on the Oliver Street side is even with the street pavement,with neighborhood parking on the opposite side. This effectively negates the need for additional curb cuts in order to provide designated parking areas, however, we will address the technicalities accordingly. The"village-like" street-scape on Oliver Street consists of many antique houses and buildings built to the edge of the sidewalk. The relocation of our garage will continue this theme along the Oliver Street The materials for the newly built garage will be carefully coordinated with the main house. One of the most serious problems with our windows involves the sills. At some point, the wood sills were altered with the addition of a 2x4, apparently to receive the aluminum storm windows. Unfortunately, this alteration blocked all drainage from the sills, resulting in extensive rot throughout the sills, frames and jambs. In addition, the sashes are in a state of serious deterioration. Our inventory indicates that most of the glass is not old,having been replaced with new glass over the years. Our intensive window review confirms that the windows have severity of deterioration to a degree that requires replacement. We have reviewed many commercially available windows. While many have strong historic characteristics, most did not meet the specifications that are appropriate for an 1811 home. We have located one company which will construct custom windows that we believe are appropriate to the home and will be acceptable to the Commission. We are applying to use six over six wood replacement windows with true divided light, thin interior mullions, and a proper exterior putty profile. The glass is a thin thermo pane, eliminating the need for an exterior storm. The properly scaled wood frames,jambs and sills are suited to a masonry building; they will be lead free and meet energy efficiency recommendations. Other window configuration replacement will be similarly addressed. Some appear to be made of brownstone, while others may be limestone or sandstone. There is evidence that some lintels were inappropriately patched in the past, perhaps with Portland cement or a Bondo style epoxy. Because of the existing white paint,we do not have a complete inventory of the damage or original materials. We will perform appropriate repairs, with the correct mixture of patching compound to include ground stone of the same original material. In some cases, it may be necessary to replace the entire lintel and we will have new stone lintels custom cut in the splayed fashion to the exact size as the originals. They will be professionally installed and secured against the brick masonry with correct compounds including lime mortar. We are also applying to install new lintels for six windows above the bow window. The bricks above these windows are painted white in the shape of lintels, creating a faux lintel. It is possible that old deteriorated lintels exist behind a brick cover. In any case, we are asking for approval to remove the bricks and install new stone lintels. These would be custom cut in the splayed fashion and professionally installed. We are applying to replace the rough hewn wood sub sills in the same six windows above the bow window with stone sub sills, cut to match those in the rest of the house. We are applying to replace all of the gutters and downspouts. Currently,the building has a variety of styles and materials, including aluminum, deteriorated copper, rotted wood, and many sections are completely missing. Some of the downspouts drain into an iron plumbing pipe which directs the water to an unknown location (perhaps to an old cistern under the basement floor). It is essential for the long term protection of the brick, period details, and foundation that the gutters and downspouts be sized, designed and installed professionally. Historically, however, buildings in this era had no gutters, and photos of this home shows the house without gutters. For example, the roof edges of the portico, bay and bow were not designed to include a wooden gutter. These were added at some later date and an improper design has caused extensive rot of these wooden gutters. We are considering heavy grade, high quality reproduction gutters, made from Kynar or other treated aluminum in a bronze color to look like aged copper. Retain a small landing and steps side of the portico. Retain a small landing and steps from door to the right of the bow window We are applying to remove the section of the porch to the left of the front portico in order to restore the formal balance to the front entrance of the home. Our architect feels the extended porch is inappropriate for a Federal home which would have had a centered portico over a centered front door, and this home will be more historically accurate for the era without the added porch. By restoring the formal balance,the home will retain credibility and confirm the original 1811 period in which it was built. Please note that the elevations prepared by our architect reflect the absence of the extended porch. Also,historic photos show this fagade without a porch, and with different treatments to this side and entry to the home. The porch extension was added at some point, incorporating a large tree. After the extended porch is removed,balustrades matching the existing portico will need to be added on the left side of the portico to enclose the entry way and restore the balance. After the porch extension is removed, the door to the right of the bow window will require a small landing and stairs. This home has had many fence materials and designs over the years, including spindles. Many homes in this era used a simple spindle fence and we are proposing a matching fence, pedestrian and driveway entry gate in a similar design. The new fence material will be mounted firmly on top of the existing granite foundation with appropriate posts to secure the fence into the granite. The fence will run between the existing brick pillars with cannon ball finials. The new pedestrian gate and posts will be in the same location with the house number "26 mounted at the gate in black metal 6"high numbers. We are applying to remove the old rusted gate hardware on the pillars flanking the driveway. Because this is the main entrance to the apartments, it requires a pedestrian gate, and the yard also doubles as a dedicated parking area for the apartments. In addition, we are applying for a matching gate at the driveway in between the new garage location and the adjacent carriage house garage. The enclosed areas provide privacy and parking for the apartment yard (one space) and secure additional dedicated parking(two tandem spaces) on the other side of our relocated garage. All of the chimneys were found to be blocked with cement and filled with roofing debris. They had not been in use for many years and suffered exterior water damage beyond repair. Two of the large existing chimneys have been rebuilt successfully and the third missing chimney has also been rebuilt. Each presented significant challenges and extra costs, but the problems were resolved and they are completed. Like the other three, we took the Ell chimney down to the roof line, intending to rebuild it. However, we discovered the reason the single chimney on the Ell was badly leaning and in need of replacement was because the support structure on the second floor and at the roof had been compromised with portions removed. We are informed that the chimney cannot be rebuilt since there is nothing upon which to fasten it, and also that it is virtually impossible to build a new three-story chimney due to the restricted space. To build a new chimney on the outside of the building would interfere and restrict the width of the walkway to the Oliver Street entrance. To attempt to rebuild it inside the building would impact the roof structure and severely restrict and encroach the interior second floor room. In addition, it would be very costly to redesign and rebuild a new chimney in this location.
