We hope the Commission will allow the demolition of the structure for several reasons, one of which has to do with an ongoing moisture problem at our basement and foundation area near their garage. The Gaddipati's garage building is located very near the property line, as is the entire east side of our building. The garage is in bad condition including the roof and old rusted gutters which add to the rainwater runoff being trapped between our buildings. We have temporarily addressed the moisture problem inside our basement by caulking with hydraulic cement around the rough granite blocks forming our foundation. With only a few inches in-between the buildings, we have not had access to re-point that section of our fagade to further address the moisture sources. Throughout our construction, the Gaddipatis were extremely generous in allowing our builders access though their property as needed. We are also grateful that after the demolition of the garage, they are willing to create finished grades to direct the rainwater away from the property line as they landscape the area. We believe the Gadipati's young family will enjoy having an outdoor space at the back of their property to enjoy the privacy and peaceful use of their yard. For all of these reasons, we encourage the Commission to allow the demolition of the garage. We plan to attend the hearing on March 24`h to speak in favor of this application. Let me know if you have any trouble opening these photos. The attached images show the front of the garage from our gate,rotting of the doors, and broken cables proving that it unusable. Also, the proximity of the garage in relation to the rectangular coy pond is another issue. We would have to drive over the pond to park in it, even if it was completely renovated. The pond was put in by the previous owners. Another thing to pass along is that we plan to continue the existing back white fence abutting our neighbors. At this time, we don't have any plans on building any permanent structures. I am happy to answer any further questions that you think might come up in our absence. For the purposes of this report, the front of the garage faces the easterly direction. The following is a summary of our structural observations, along with our recommendations for continued use below. General Description The garage is a two-bay, one-story structure located just south of the main house with a footprint of roughly 18'-0" wide x 20'-9" deep. The garage was not part of the original Victorian construction of the main house and was likely built between 1920 and 1950. The exterior walls are concrete masonry unit (CMU) construction with a wood-framed hip roof, and the garage floor is concrete slab-on-grade construction. It appears that the original footprint was roughly 18'-0"x18'-3", and the garage doors were moved east after the original garage construction as both the interior and exterior finish of the wing-walls at the garage doors varies from the other walls. Also, the hip roof terminates where the wing-walls start and a small shed-roof extends from the original footprint to the relocated garage door location. A single access door and two windows are located along the north wall. Noted Conditions and Recommendations The following conditions were noted during our visit: Exterior concrete block (CMU) wall The exterior CMU wall does not appear to be grouted or reinforced, as the walls are substantially cracked, with the worst along the north and west walls. Along the north wall, the most noticeable cracks are above door and window heads, likely due to the absence of a reinforced bond-beam at the top of the wall and/or proper lintels over the door and window heads. The west wall has a crack that runs from the top of the wall down to the floor. Portions of this crack appear to be diagonal step-cracks through the mortar joints; however the crack is mostly vertical and alternates through mortar joints and CMU units in some locations. This crack in the west wall appears to be due to settlement in the northwest corner, as the crack is wider at the top than the bottom, and a slope is noticeable along the top of the wall north of the crack. The crack also may have worsened as a result of water-infiltration and freeze-thaw 24%Winter Street detachedarae 17 August 2009 9 9 9 Salem, MA Structures North jacking. According to your accounts, this crack along the west wall has worsened within the past two years. The door and window heads along the north wall should be opened-up and have hot-dipped galvanized steel lintels installed, and the cracks in the mortar joints should be repointed. The northeast comer should be underpinned to prevent further settlement, and the crack repointed to prevent water infiltration or rodent invasion. In order to provide continuity in lieu of reinforcing, adhesive-anchored steel straps can be installed along the top, bottom and mid- height of the wall with comer gussets to connect the straps. Alternately grout and reinforcing can be added at every third or fourth vertical core if the roof is removed and replaced in its entirety as described below. For this approach, an additional bond-beam course should be added along the perimeter of the original footprint at the top of the wall to provide continuity. A bond-beam top course may also eliminate the need for lintels over the doorAvindow heads at the north wall. Roofing/roof sheathing The existing roofing consists of asphalt shingles. The roof is in poor condition with daylight visible in several locations, and the roofing likely requires complete removal and replacement. Roof sheathing appears to be rotted, particularly along the eaves where the gutters either may be overflowing or are missing entirely in the case of the west wall. The roof should be re-shingled, and the existing shingles should be removed as not to increase the dead load on the existing roof framing. An allowance should be carried for a minimum of 25% sheathing removal and replacement due to the readily visible rotted areas. Consideration should be given to a complete removal and replacement of the roof structure, including the roof framing. This would also allow the unreinforced CMU wall to be reinforced and grouted from above. Roof Framing The roof framing is lightly-constructed, and due to the lack of ceiling and unreinforced construction of the perimeter wall, no tie action is present to resist outward thrust that push laterally on the top of the wall. The south wall appears to have deflected laterally, however it is unknown whether or not this has stabilized or is still moving outward. Steel straps should be installed along the top plates to provide continuity of the hips and tie the corners together. Re-framing the roof should be considered as described above. Gutters The north, east and south gutters all pitch to the southeast corner of the building. According to your accounts, the neighbors to the south side of the garage experience substantial water infiltration in their basement at the garage downspout location. The two structures are only separated by 12-18". The west gutter is completely deteriorated with a few remaining portions hanging from the eave; its original pitch is unknown. Connections appear to be missing where the north gutter meets the extension at the northeast corner, and the trim in this area is rotted. The gutters should be reconstructed in such a way that diverts water away from the neighboring house to mitigate any water infiltration. The gutters should also be reconfigured in a way that does not redirect all the roof runoff to one location to minimize potential overflow. Any damaged trim should be repaired or replaced as required. The west gutter should be removed immediately, regardless of the schedule of overall gutter system reconfiguration. PURPOSE OF USE AND NATURE OF OCCUPANTS It is our intention to maintain and improve this single family residence as a host home with ( 5) five truest bedrooms for Salem' s visiting: o Tourists o Business Executives o Guests of Local Families and Friends o Salem State College Functions o Historians , Architects etc. We will be maintaining our residence at #24 1/2 Winter Street and hope to be very involved in acting_ as true ambassadors for our quests . CURRENT INVOLVEMENT AND EXPERIENCE We have been living at #16 Winter Street since January 1984 . Under guidelines set by the Building Dept. and the Licensing Dept , we have been operating a two bedroom host home as of May 31 . 1985 and have experienced great satisfaction as proprietors of the Amelia Payson Guest House. ( see last page for brochure ) We have been hosts to people from all over the world and for the many reasons mentioned above. It has enabled us to restore and improve our property, and it has brought us much personal enjoyment as a jointly shared husband and wife venture . HISTORICAL PRESERVATION Built in 1887 for Charles Odell , #24 1/2 Winter Street is located within the Washington Square Historic District. With all it' s fancy shingles , gables , dormers , bays , and varied window shapes and sizes , it is typical of the "Queen Anne" style of architecture. Its home owners have included in 1915 Edward H. Parker of Parker Brothers Games , in 1929 Dr. Ralph W. Haywood whose sister-in-law, Lillian Haywood, painted a beautiful mural on the walls of the dining room depicting Old Derby Wharf with the Customs House, the House of Seven Gables and Ropes Mansion' s Gardens. It still remains in tact and is a beautiful tribute to our History. In 1939 this house was also the home of Salem' s Rehabilitation -Hospital ' s namesake , Dr. J. Robert Shaughnessy. In 1959 it was purchased by Americo H. and Gilda R. Mazzarini who have been the proud owners for 27 years . We have been in touch with the Historic Commission and are prepared to follow their guidelines as to the outside structural and color coding limits , and sign adaptation. IMPROVEMENTS We are happy to say that our use would not require any structural changes outside and except for Safety Code requirements , very little inside. Our restoration would be primarily repairs to the dwelling as it exists and of course all the esthetic trimmings. Our financial involvement after it ' s purchase to repair and upgrade to City & State codes is estimated to be $50 ,000, PARKING PROPOSAL As residents of Salem, and most importantly the Winter Street area, we are not naive of the parking concerns within the city and each of it ' s neighborhoods. Its is not our intention to create any burden for our neighbors in regards to parking. We have approached this request of a variance with a clear understanding of the conditions as they exist today and we believe our proposal to parking is a viable one with little or no impact on our neighbors . We are requesting of this Board the opportunity to operate a ( 5 ) five quest room quest house. Four rooms with cars , a fifth room only when without a car . If you look to the plot plan of #24 1/2 Winter Street , page A, you can see that it is our intention to park ( 3 ) of our quest cars on the property. Given the width and length of the driveway and an already existing ( 2 ) two car garage , this is clearly possible . We ask for only one car to be parked on the street in front of the home . As owners of #16 Winter Street , we further propose to park our personal cars off street at this property. Spaces 1 & 2 for our cars , and spaces 3 & 4 for the tenants of #16 Winter Street . ( See page B for #16 Winter Street Plot Plan. ) In regards to the fifth room without a car . Looking at the the 2nd floor plans , page D, you will see that room #5 is a single room that will only have one occupant. It is our experience that we host many quests without cars . Because we in Salem are fortunate to have , most of the time , good public bus and train transportation, we often have visitors without vehicles. Also given that the industry standard occupancy rate is a 70% yearly average , there will be many times that we will not be full to capacity. We are so confident in this issue that we do not feel this restriction to our variance will tie our hands or impede our business , and will allow us to offer a more modest priced room for someone traveling alone. CONCLUSION We feel we are well prepared for the task that lies ahead and we hope to have the opportunity of creating a much needed oasis for Salem' s visitors . We are hopeful that the board of Appeals are as excited as we are about our proposal and can see clear to grant us a Special Permit and parking Variance to operate a Bed & breakfast at #24 1/2 Winter Street . COMMUNICATION WITHIN THE NEIGHBORHOOD It has been of great importance to us to communicate our proposal to all the abutters of #24 1/2 Winter Street. With great efforts to notify all the neighbors of our intended use by letters , visitations and phone conversations , we feel we have addressed their primary concerns of a Bed & Breakfast in their neighborhood. As residents of Winter Street , #lb , we wouid like to take this, opportunity not only to introduce ourselves , buL to share with you of our experience with our current Host Home , and Lo welcome and address any concerns you may have about the operation of a Bed & Breakfast at #24 li2 Winter Street . We are sure you will agree that Salem offers very few alternatives to the accommodations needs of our tourists , business executives , visiting family members , historians , architects , etc . , and that Salem spends thousands of dollars- each year to attract these visitors by day, only to send them elsewhere at night. It has been our experience as a host home for a few of these visitors that they would rather stay in Salem, be patrons of our restaurants and r,2tail shops , and that an increasingly number of them would prefer to stay irk a bed & Breakfast atmoshere, If you have ever stayed abroad aL a Bed & L-reakfast you will be able to relate to this fairly new and positive concept as a welcomed accommodation alternative . That it usually comes as a welcomed new use of a home and has made it possible for so many of our older homes to be restored, maintained and enjoy_ed._ It is this reason especially that Gilda and Victor are very thrilled with our proposal for the use of their home of 27 years .
