AAASS. HIST. COMM. BUILDING FORM ARCHITECTURAL DESCRIPTION Describe architectural features. Evaluate the characteristics of the building in terms of other buildings within the community. Displaying a U-shaped plan,the Hawthorne Hotel is a six-story Colonial Revival-style block constructed of brick with stone trim. Dividing the building into sections (three on the west side and two on the north and south)are stone quoins while continuous stone beltcourses wrap around the building at the base of the third and sixth floor windows. The building is capped by a projecting modillioned cornice and a solid-wall parapet adorned by sections of balustrade and raised stone blocks. Punctuating the building are a variety of window types. First floor openings include 8/8 sash, multi-fight picture windows and large two-story Palladian style windows with scalloped arches on the north side. Awnings cap many of the openings on the west side including the central entrance. On the Essex Street elevation there is a central entrance is contained in a recessed,paneled arch and shaded by an awning with a mult-light window on either side. Windows on the second story primarily consist of 6/6 windows set into arched reveals with central keystones and iron balconies. Above the entrance the windows are capped by pedimented and arched lintels. Simple 6/6 windows with splayed lintels light the third, fourth and fifth floors. On the top floor the splayed lintels are decorated by central keystones and end stones. Extending to the east of the main block is a single-story section. The north elevation displays a central Palladian window flanked by two 6/6 windows with earred surrounds. The south elevation of the corresponding section facing Essex Street is lit by 3 x 2 fixed windows. The building is bordered on the north by Washington Square South,on the south by Essex Street and on the west by Washington Square West. The lot measures 1.03 acres and includes a large parking area to the east. HISTORICAL NARRATIVE Describe the history of the building. Explain its associations with local(or state)history. Occupying a historic si"e known formerly as Andrew's comer,the Hawthorne Hotel was constructed in 1924-5. Construction (f the building was funded by a$750,000 public subscription. The hotel was designed by Wenharn and Boston architect Philip Horton Smith(1890-1960)of the firm of Smith and Walker. The H.C. Stephens Company of New York City was awarded the construction contract. THE NEED FOR THE PROPOSED FACILITY To demonstrate why it is necessary to have our antennas mounted on the roof of the Hotel Hawthorne. I have attached two coverage maps: ( 1) The first map shows AT&T Wireless Services' coverage from other existing sites in the Salem area shown in green, without site E-327. (2) The second map shows AT&T Wireless Services' coverage in the Salem area from other existing sites shown in green, with the E-327 site coverage prediction shown in red. These coverage maps were generated using MaNET. an RF propagation computer-modeling program. The software takes into account the geographical features of an area.. the antenna models, the antenna heights, and RF transmit power. The pie shaped symbols represent the proposed antenna locations. and the green areas show that existing sites will hate quality wireless phone service. Ant phone that travels outside of the green areas will hate a high likelihood of a degraded and possibly dropped call. These maps show that there is some coverage along Rt. 1 l4. The facility will consist of 6 panel antennas and a base station radio.The antennas will be mounted to the fagade of the existing elevator penthouse and will not exceed the roofline of the penthouse and will be under the 15 foot limit outlined in the bylaw.The panels will be finished in a brick pattern matching the brick veneer on the existing penthouse.Two panels each will be attached to the North,East and West facades. Before and after photographs are attached. The base radio will be contained in all-weather cabinets in the L-shaped alcove next to the penthouse. The radio cabinet will rest on the roof and is under 6 feet in height. A screen wall will be erected around the alcove matching the brick of the existing penthouse.See the attached South and East Fagades,before and after,photos.An elevation plan is also provided. The 6 story height plus parapet of the Hawthorne Hotel conceals the facility from view in the immediate area around the hotel. The penthouse, itself, is set well back on the roof and for the most part can not be seen.There are a few locations,however,from which the upper section of the penthouse can be seen but they are at distances that make it impossible to discern the existing details of the penthouse as well as the concealed facility. Photos,some with telescopic lens,were taken from all sides of the hotel. They are included with red arrows pointing to the penthouse when any part of it is visible. We did meet with the Salem Common Neighborhood Association and a copy of their letter voting in favor of the facility is enclosed.
