The three-story Flemish brick building features a foreshortened third story and is capped by a deck hipped roof. The building's center entrance portico is supported by slender smooth Corinthian columns and is capped by a wood balustrade with turned balusters and posts capped by unusual flame-like finials.The entry features sidelights and a semi-elliptic C divided fanlight set within a broken pediment supported by Doric columns. New balustrade would be constructed of mahogany(balusters)and PVC(posts,skirt board and handrail). Staff Comments: Th's building is one of only a few Federal era mansions in Salem to retain its rooftop balustrade.Interestingly,this building's balustrade is composed of turned balusters that are actually half balusters-each baluster has been cut in half lengthwise with the turned portion of the baluster facing out and the flat portion of baluster facing in(see photo 2).The condominium association for this building is proposing to replace the deteriorating balustrade with a new balustrade to match existing design and dimensions. The association initially proposed to replace the balustrade entirely with wood. However,at the recent Modern Challenges far Historic Buildings workshop,the Director of the Cambridge Historical Commission presented recommendations for the use of PVC materials for components of buildings that are exposed to extreme weather conditions such as roof balustrades.In Cambridge,the historic district commission has allowed the use of PVC for building skirtboards and portions of porches,as well as for fencing. Based on Cambridge's experence,l spoke with Michael Shea of the condominium association about using synthetic materials for the rooftop balustrade to ensure its longevity.Mr.Shea is now proposing to use a combination of traditional wood and synthetic materials for the balustrade. PVC will be used for the portions of the balustrade most exposed to weather-the handrail,support posts,and bottom skirt board,while the half balusters will be fabricated in mahogany All components will be painted wHte to match building's trim color. If approved,this would be one of the fust times the Salem Historical Commission has allowed such a large building component to be fabricated in synthetic materials. One of several impressive Federal-style mansions on the north side of Salem Common, 31 Washington Square No.th(MHC 42346)is a three-story, Flemish brick building displaying a foreshortened third story and capped by a hip roof Like its neighbor at#35 Washington Square North, the house dis'olays an irregular shaped plan. To the east of the main block:s a projecting ell which contains a secondary entrance fronting on Oliver Street. Resting on a granite foundation the main, 5 x 2- bay block displays a center entrance portico supported by slender, smooth Corinthian columns. The wooden balustrade above the entrance has turned balusters and posts capped by unusual flame-like finials. Fronted by granite steps and a brownstone stoop, the four-panel door is flanked by single pane sidelights and capped by a semi-elliptical fanlight with a scalloped outer edge. The secondary entrance in the protruding jog of the oil is a four-panel door capped by a semi-circular divided fanlight set within a broken pediment supported ty smooth Doric columns. The building's original 6/6 widows were replaced in the late 19th century by 2/2 sash which were :ater fitted with exterior storm windows. Splayed lintels with molded and beaded keystones top the windows. On the lesser elevations the lintels lack the bead moldings and the keystone is incised. A modillion cornice wraps around the building. A turned balustrade crowns the roof which is alsc punctuated by tall brick chimneys. Behind the main block there is a single-story wing which rests on granite and is spanned on the west side by a single-story porch decorated by dentils with plain wooden supports resting on a wooden deck. A two-story, flat-roofed wing extends behind the ell. The house is set back about six feet from the sidewalk. To the east of the front stoop, there is a 19th century iron fence consisting of quatrefoil posts capped by crockets and iron pickets alternating plain and decorative pointed pickets. The fence to the west of the entrance has been removed, with only the granite curbing remaining. The house is set on a large lot measuring over 21,000 square feet. The rear yard is shaded by a number of mature trees including a large beech tree. A flushboard capped fence extends along Oliver Street. To the rear there is a two-story, brick carriage house(,Ski- 43842). Set with its three-bay wide facade facing south,the building displays a central set of beadboard double doors with 4 x 4 1 lights. A clock is set into the arch above the entrance. To each side there is a door opening with a rectangular stone lintel. The west opening contains a four-panel door; that to the cast has been replaced by a multi-light unit. Two 6/6 windows light the upper story. Other windows include 4/4 sash. A cornice of molded bricks wraps around the building underneath die slate, hip roof. The area in front of the carriage house is cobblestoned. HISTORICAL NARRATIVE Describe the history of the building. Explain its assoeielions with local(or state) history. Include uses of the building and the role(s) the owners/occupants played within the community. According to Tolles, this house was constructed¢.1811 for Stephen White by mason Joshua Upham(1784-1858). It was later the home of merchant John W. Rogers from 1831 tc 1844 and merchant Thomas P. Pingree from 1844 to 1858. President James Monroe and Daniel Webster were both entertained here. The building was acquired by Nathaniel Lord in 1858 and members of the family continued to occupy the house for the next ninety years (Tolles, p. 17-18). George R. Lord is shown as the owner on the 1874 map. George Lord was a lawyer and assistant Clerk of the Courts. By 1897 the house was owned by Mrs. George Lord and Mary Lord is the owner on the 1911 map. In the 1930s and 40s the property was owned by Elizabeth Lord. Since that tune the three rental units have been occupied by numerous tenants. Recommended for listing in the National Register of Historic Places. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property .n an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is not required for a Certificate of Non-Applicability. E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at the discretion ofthe Commission if it is requested by the owner. F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos. G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as applicable(exhibits should be 8'h x 11 or be able to be folded to 8'h x 11): I. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements; 3. DetaiWprofiles(i.e.moldings,fence caps,cornices,vents,etc.); 4. Materials(i.e.wood,brick,etc.); 5. Dimensions(i.e.size of trim);and 6. Transformers;heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved, a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector. Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the applicant waives that requirement in writing. 1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work. I. The homeowner may opt not to commence the work approved(unless it relates to resolving an outstanding violation). Work commenced must be completed within one year from the Certificate date unless otherwise indicated. K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued. Violations A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject to fines of Lp to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City permits and approvals. The upper two floors are 6/6 with no exterior storms. I was struck by the fact that I had never noticed the difference in appearance. Therefore, I am softening my opinion that all the windows have to be exactly alike. Maybe if all the first floor windows at 31 are 2/2 with no exterior storms,and the upper floors are 2/2 with storms,the subtle difference may not be noticed by the casual observer. I still think it would be a good idea to see a mock up. We certainly want to avoid the appearance of the Bertram House at the north! See attached. This approval was based on the assertion by your representative who attended the meeting, Richard Griffin, that these windows were those that had also been approved by the Commission for the Bertram Home. At the June 15, 2011 Salem Historical Commission meeting, the owners of 31 Washington Square, Unit 1 applied for replacement of their unit windows with these same Mathews Brothers windows. Several Commission members went by the carriage house to see the installation and were surprised that the windows had plastic muntins, rather than wood. One Commission member also commented that the muntins appear to be installed inside out. After seeing the windows as installed and following a review of the Bertram Home file, it has since been determined that these windows were never approved for the Bertram Home. In fact, the windows approved for the Bertram House were wood true divided light windows, not simulated divided light. As a result, the Commission has concluded that the windows installed on the carriage house are in violation based on a misrepresentation of facts by the applicant's representative. However, realizing that you had relied on the information provided to you and had properly applied for and received approval for the windows in good faith, the Commission would like to be reasonable and not require removal of all the windows on the entire carriage house (and garage) and their replacement with an approved window. A contractor for the owner,at the owner's request,may submit an application on the owner's behalf. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to re--eipt of photographs. G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as applicable: 1. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements; 3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.); 4. Materials(i.e.wood,brick,etc.); 5. Dimensions(i.e.size of trim);and 6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved, a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building InTs ector. Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of inccmplete drawings,to perform a site visit,etc.). in any case,the Commission must make a determination within 60 days from the date the application is received,unless the applicant waives that requirement in writing. 1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appmpriate permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work. J. The homeowner may opt not to commence the work approved(unless it relates to resolving an outstanding violation). Work commenced must be completed within one year from the Certificate date unless otherwise indicated. K The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued. Violations A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City permits and approvals. B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd Floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. There was no house there in 1700 and Browne did not live there, having a house on Essex , street where the Bowker Block now stands. There is a gap after this which it has been impossible to fill but in 1837 and 1842 or earlier John Whittingham, born in 1787, son of Ilathaniel and Abigail (Dodge) Rogers of Ipswich, Mass, school teachers in Salem, occupied the house still s{ a,nding. He removed to Boston between 1842 and 1843 and to Jaiiiaica Plain returning to Salem later. He married in 1815 at ' Lan- caster, Mass. Anstiss Derby born in 17' ., in Salem, daught- er of Benjamin and Anstiss Derby) Pickman. She died in 1856 at Brattleboro, Vt . nrd he in 1872 in Boston. In 1866 Thomas Porkins, son of f!on. David Pingree, born about 1803, married iu 1828, Abigail Garland of Danvers, occupied the house and until 1859. lie died in 1864 and she survived him. In 1861 Nathaniel James Lord lived there until 1869 when he died. The Lord family still reside there.
