Architectural Styles: Dutch Colonial
Built in 1925 after the Great Salem Fire of 1914,this house is a well-preserved example of the Dutch Colonial style. Distinctive
features of the house include a gambrel roof(typical of the Dutch Colonial style),a columned entrance porch,tripartite windows
on each side of the entrance,a side sunporch and Mile clapboard siding. This property is one of several properties on Warren
Street that extend from Warren Street through to Dalton Parkway.

Staff Comments:
The owners of this property have undertaken a series of restoration projects over the past few years. In 2013,the owners
removed aluminum siding to restore the building's original wide wood clapboard siding. In 2015,they removed a glass entry
vestibule(not original)and restored the building's entrance and stairs. The owners are now seeking to remove a rear(south)
mudroom(not original)and construct a new one-story addition on the east side of the house. This addition would be
approximately half the size of the existing sunroom on the building's west side. Specific details of this work include:
■ Removal of rear mudroom,basement bulkhead and back stair;
■ Installation of one Marvin Ultimate all wood true-divided 6/1 window in location of removed rear vestibule(visible from
Dalton Parkway)
• Removal of single window on west elevation
• Construction of 10'-6"x 12'-B"single-story addition(According to owner,the addition complies with zoning setbacks).
Windows on addition will match size and mullion pattern of existing windows on house. New door and granite stair to be
added to rear of addition(visible from Dalton Parkway). Door to be all wood full-light Marvin Contemporary Door.
Comment: I asked the owner,who is the project architect,if it was possible to move the two windows on the front of the
addition closer together so that they would read as a paired window,which is a typical design element of the Colonial Revival
style and isfound elsewhere on this house. He responded that the interior layout of the addition restricts the location of the
windows.

Owners are also proposing to install two new fences:
■ 5'tall Flat board capped fence between the addition and side property line to hide trash and recycling cans. Fence will
run parallel to Warren Street and will be painted to match existing trim color of house(existing chain link fence on side
property boundaries will remain)
• Flat board capped fence with 4'wide gate at rear(south)property line. Fence to follow grade of property,ranging from
4'to 7'tall. The existing chain link fence will be removed. Comments:The requestfor a 7'heightat the tallest edge of the
fence is higher than most fences approved by the Commission. Also,it is unclear how the board fence will connect with the
existing sideyard chain link fence which is approximately 4'high.

Patti.
The front fence will be 5'-0". The intent is to screen garbage, recycling, and firewood storage, and provide some
privacy.
The metal fence at the back property line will be removed. We will retain the metal fence along the side
property lines.
Although I agree that bringing the two windows together on either side of a 6" post similar to the ganged
together windows in the sunroom may look more consistent, it does not work with the interior configuration of
rooms. It is more important to us to center the window at the interior hall and bathroom. To create the exterior
expression of the windows ganged together, they would have to be pushed into the comer and not have any
interior trim. Also, this is blot a second sunroom or main living space like the other ganged window
conditions. It is a secondary element. Much like many of the precedent images that we submitted, these
generally look more utilitarian. We prefer the windows as drawn for these reasons.

from 4' to 7' in height but does not specify the height of the front fence. Also, I believe there is an existing
chain link fence along the property's boundaries. Will this be retained?
For the design of the new addition,would it be possible to bring the two windows on the north elevation closer
together so that they read as paired windows similar to the paired windows on the north elevation of the
sunroom and on the east elevation? I realize that the interior configuration of the addition may make this
problematic,but if the windows were closer together the exterior would read more typical of the Colonial
Revival style.

The proposed work includes a one-story addition on the east side of the existing house. Consistent with dutch
colonial gambrel houses of this period,the opposite (west) side of the existing house has a one-story sunroom
ringed with windows. As is typical of this typology,we are proposing a small addition on the driveway side of the
house that will serve as entry/mudroom/powder room. The proposed addition is approximately half the size of this
existing sunroom, projecting 10'-6" from the east side of the house, and running 12'-8" alongside the house; it is
within the zoning setback. Windows matching the size and mullion pattern of the existing windows in the house
are used on the front(facing Warren St) and east side(facing neighboring property). A door and new granite stair
faces the backyard (looking toward Dalton Pkwy). A new painted wood fence adjacent to the addition screens the
back yard from Warren Street. A new unpainted wood fence is to be built along rear property line(facing Dalton
Pkwy).
Additionally,an existing vinyl clad mudroom/vestibule, and basement bulkhead/headhouse are to be demolished.
These are not original to the existing house, as evidenced by the face that the wide clapboard exterior cladding of
the 1924 house extends through these additions. The mudroom/vestibule will be replaced by a window into the
kitchen, again matching the existing size and mullion pattern of existing windows in the house. The existing Trex
stair to the back door is eliminated. The basement bulkhead/headhouse will be replaced with a low, Bilco ptd steel
bulkhead that is much less visually obtrusive than the existing headhouse.

BUILDING FORM
ARCHITECTURAL DESCRIPTION
Describe architectural features. Evaluate the characteristics of the building in terms of other buildings within the
community.
Resting on a mortared stone foundation, 55 Warren Street is a two-story Dutch Colonial residence sheathed in wide, wooden
clapboards and capped by the gambrel roof which is characteristic of the style. Brick steps and a concrete walk edged in
brick lead from the sidewalk to the central entrance. Marking the entrance is an arch supported by Roman Doric columns.
The sidewalls of the porch are latticed. Built out from the entrance porch is a multi-paned,glass vestibule. The front door is
flanked by sidelights. To each side of the entrance is a tripartite window consisting of a central 6/1 window,flanked by two
4/1 sash. Other windows on the building include paired 6/1 windows and smaller 6/1 individual windows. The single-story
sun porch to the west of the main block is lit by continuous 6/1 windows. The shed dormer spanning the front roof slope is lit
by three 6/1 windows. A semicircular opening lights the side gable.
A gravel driveway is located to the west of the house. A fluted iron hitching post topped by a horse's head is located adjacent
to the curb in front of the house.
HISTORICAL NARRATIVE

the role(s) the owners/occupants played within the community.
This house was constructed in 1929 for Patrick and Elizabeth Mullin. Patrick Mullin was a grocer with a store at 1 Butler
Street. The house was acquired by Frank and Mary Brophy in 1944. Frank was the owner of Munroe and Amold-Merritt
Express, Inc. at 426 Essex Street. The Brophy family continued to own the property until the mid 1980s. According to the
1979 inventory form and data provided by Mary Brophy, the date of construction(I 925)is inscribed on the interior ch,,nney
and the building was designed by Parker and Walsh,arctitects.

of location,design, setting,materials,workmanship,feeling and association. Characteristic of the style,the house is capped

sunporch to the side. Like its post-fire neighbors on the south side of Warren Street,the house would be a contributing

This photo is of a similar palette of materials at 75 Warren Street.At left you see original granite foundation, similar in
color, texture, and finish treatment to our foundation at 55 Warren Street. We are proposing that the cheek walls for
both the front stoop and the stair at the sidewalk be a Rockport granite very similar to this material. The tread/user
would be a Swensen granite, with an eased edge, matching what we see here as a planter edge. The bluestone flat
work would match the flatwork as seen in the foreground of this image.

The house is a wood frame, center entry Dutch Colonial dating from 1925, built after the Salem fire.
It has a stone foundation and 3-tab black asphalt shingle roof. At some point in the past, the body of
the house was overclad in 8" exposure white aluminum siding, which is showing its age - it is pitted
and discolored. When the siding was applied to the body of the house, all existing wood trim was left
exposed - rakes, fascias, sills, aprons, trim boards, entry vestibule, etc. - and have been painted
several times over the years.
We are seeking permission to remove the existing white aluminum siding and expose the original 8"
exposure wood clapboard siding both in order to facilitate energy efficiency improvements, and to
restore the house to its original finish material. This summer we plan to blow in insulation in the
exterior wall by removing individual wood clapboards, drilling holes in the substrate, blowing in
insulation, repairing the hole in the substrate, and then re-installing the original wood clapboard.
Pending budgetary constraints we will either paint the house later this fall or next summer. Once we
see the condition and character of the existing wood clapboard, we will study historic paint color
options, and return to HSC at a future date for a certificate of appropriateness to paint the house in a
particular palette consistent with the time period of the original house.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development
to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entided to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for my objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications most be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit anapplication on
the owner's behalf. In case of a tenant,a waiverof the owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of
photographs.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and my other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable:
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(Le.wood,brick,eta);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
