Distinctive features of the house include a gambrel roof(typical of the Dutch Colonial style),a columned entrance porch, tripartite windows on each side of the entrance,a side sunporch and Mile clapboard siding. This property is one of several properties on Warren Street that extend from Warren Street through to Dalton Parkway. 11 411 16 q 9 U6 4,J ^ J IC 23R 418 — '46 44 4]0 1< ]9 43d $ I 45 BPt tD Y1Pl 63 ♦YY 56 H.tS 4Il 5 5/ 9 55 i ll 8 IS t] 66 61 "10 T' 01 i H 3 6H m 6] Id i 11 70 13 1] e 9 31 NtR[uR[ 33 5: _ SUM SiN le 36 lg x m ] s 5 6 Proposal: • Construct new side addition Install two new fences 1 Staff Memo to Historical Commission—June 15,2017 55 Warren Street Page 2 Staff Comments: The owners of this property have undertaken a series of restoration projects over the past few years. In 2013,the owners removed aluminum siding to restore the building's original wide wood clapboard siding. In 2015,they removed a glass entry vestibule(not original)and restored the building's entrance and stairs. The owners are now seeking to remove a rear(south) mudroom(not original)and construct a new one-story addition on the east side of the house. This addition would be approximately half the size of the existing sunroom on the building's west side. Specific details of this work include: ■ Removal of rear mudroom, basement bulkhead and back stair; ■ Installation of one Marvin Ultimate all wood true-divided 6/1 window in location of removed rear vestibule(visible from Dalton Parkway) • Removal of single window on west elevation • Construction of 10'-6"x 12'-B"single-story addition(According to owner, the addition complies with zoning setbacks). Windows on addition will match size and mullion pattern of existing windows on house. New door and granite stair to be added to rear of addition(visible from Dalton Parkway). Door to be all wood full-light Marvin Contemporary Door. Comment: I asked the owner, who is the project architect,if it was possible to move the two windows on the front of the addition closer together so that they would read as a paired window, which is a typical design element of the Colonial Revival style and isfound elsewhere on this house. He responded that the interior layout of the addition restricts the location of the windows. Location of new addition Owners are also proposing to install two new fences: ■ 5'tall Flat board capped fence between the addition and side property line to hide trash and recycling cans. Fence will run parallel to Warren Street and will be painted to match existing trim color of house(existing chain link fence on side property boundaries will remain) • Flat board capped fence with 4'wide gate at rear(south)property line. Fence to follow grade of property, ranging from 4'to 7'tall. The existing chain link fence will be removed. Comments:The requestfor a 7'heightat the tallest edge of the fence is higher than most fences approved by the Commission. Also,it is unclear how the board fence will connect with the existing sideyard chain link fence which is approximately 4'high. Staff r to Historical Commission / 55 Warren Page Mi 171 1 View of existing rear fence from IR r- s . _ v♦•R Dalton - 1 Corner of existing chain link fences. New rear solid board fence would join existing . yard fence - Patricia Kelleher From: Richard Jones <rick@jonesarch.com> Sent: Friday, June 16, 2017 9:08 AM To: Patricia Kelleher Cc: Naomi Cottrell Subject: Re: application for Historical Commission Patti. The front fence will be 5'-0". The intent is to screen garbage, recycling, and firewood storage, and provide some privacy. The metal fence at the back property line will be removed. We will retain the metal fence along the side property lines. Although I agree that bringing the two windows together on either side of a 6" post similar to the ganged together windows in the sunroom may look more consistent, it does not work with the interior configuration of rooms. It is more important to us to center the window at the interior hall and bathroom. To create the exterior expression of the windows ganged together, they would have to be pushed into the comer and not have any interior trim. Also, this is blot a second sunroom or main living space like the other ganged window conditions. It is a secondary element. Much like many of the precedent images that we submitted, these generally look more utilitarian. We prefer the windows as drawn for these reasons. Thanks for your comments and questions. Feel free to call me to discuss further. Rick On Jun 16, 2017 8:50 AM, "Patricia Kelleher" <pkclleher(a4salem.com> wrote: Hi Rick, I have a couple of questions about your application for a new addition and fences at 55 Warren Street: Can you please let me know the height of the front painted fence. The plans state that the back fence will range from 4' to 7' in height but does not specify the height of the front fence. Also, I believe there is an existing chain link fence along the property's boundaries. Will this be retained? For the design of the new addition, would it be possible to bring the two windows on the north elevation closer together so that they read as paired windows similar to the paired windows on the north elevation of the sunroom and on the east elevation? I realize that the interior configuration of the addition may make this problematic, but if the windows were closer together the exterior would read more typical of the Colonial Revival style. i Thank you and look forward to meeting you at the Commission meeting next Wednesday. Allach additional sheets, as necessv7: The proposed work includes a one-story addition on the east side of the existing house. Consistent with dutch colonial gambrel houses of this period, the opposite (west) side of the existing house has a one-story sunroom ringed with windows. As is typical of this typology,we are proposing a small addition on the driveway side of the house that will serve as entry/mudroom/powder room. The proposed addition is approximately half the size of this existing sunroom, projecting 10'-6" from the east side of the house, and running 12'-8" alongside the house; it is within the zoning setback. Windows matching the size and mullion pattern of the existing windows in the house are used on the front(facing Warren St) and east side(facing neighboring property). A door and new granite stair faces the backyard (looking toward Dalton Pkwy). A new painted wood fence adjacent to the addition screens the back yard from Warren Street. A new unpainted wood fence is to be built along rear property line(facing Dalton Pkwy). Additionally,an existing vinyl clad mudroom/vestibule, and basement bulkhead/headhouse are to be demolished. These are not original to the existing house, as evidenced by the face that the wide clapboard exterior cladding of the 1924 house extends through these additions. The mudroom/vestibule will be replaced by a window into the kitchen, again matching the existing size and mullion pattern of existing windows in the house. The existing Trex stair to the back door is eliminated. The basement bulkhead/headhouse will be replaced with a low, Bilco ptd steel bulkhead that is much less visually obtrusive than the existing headhouse. 0 Name of App ' Richard o s and Naomi Cornell E]Owner❑Contractor❑Tenant❑Other: Signature: Date: 05.26.17 Tel. 4: 617.834. 652 (cell)/978.5 4.520 ho E-mail Address: rick@jonesarch.com Certificate will be made ner unless otherwise indicated here: Certificate should be mailed to: Name Richard Jones Mailing address:55 Warren Street City:Salem State:MAZip: 01970 ATTACHED DOCUMENTATION An application will not be considered complete unless all work items are thoroughly described and the application includes all information needed_for the Commission to make a determination. The horizontal use of brick in instances like this with glass/screens at the front door. allows for water penetration at mortar joints on the flat, which results in freeze-thaw cycles within the wall con- struction. We believe this to be the root of the problem with the deterioration of the brick. Moreover, the vestibule that was added at some point in the life of the home is poorly constructed: the door does not work well, only opening 60 degrees given the slope of the floor, and the roof has water penetra- tion issues. It does not provide any benefit in terms of heating the home. It is also too small to function effec- tively as a vestibule, particularly with the door opening inward, and makes it difficult to move in and out of the front door. The tread/user would be a Swensen granite, with an eased edge, matching what we see here as a planter edge. The bluestone flat work would match the flatwork as seen in the foreground of this image. To replace the intent of the vestibule from a performance standpoint, we would like to add a full light wood storm door with glass/screens,painted with the same white trim color used elsewhere on the house. We have some issues that have just come to light with our from steps. I had hoped to make it to next spring before having to deal with this, but the deterioration of the brick treads and risers has really accelerated in the last two weeks, with large sections of the brick tread simply falling apart. With winter coming,we'd like to deal with this now before B gets any worse, and before the ground is completely frozen. As is typical of projects like this in old homes, there is a little bit of scope creep-once we started talking about solving the immediate problem of the failing brick,it became what makes sense to do at the same time because to go back and do it later is inefficient and costly. So,wha: probably starts as a hardship gets muddier. I stopped by the office today, but understand you are not in Amy(?I think that was her name)was very helpful. She gave me forms for a Certificate of Hardship and a Certificate of Appropriateness and recommended that 1 reach out to you to confirm which Is best for our project We will of course produce drawings and photographs, but I have outlined a narrative below. Thanks and please feel free to call me to discuss if you need to. Rick CONTEXT This 1925 Dutch Colonial home has a front stoop made o1 brick cheek walls, and brick treads and risers. The front entry is framed by two columns, pilasters, and an arched canopy struc'ure, typical of the period. At some port in the life of the home, the front stoop was extended and a wood and glass vestibule was added under the arched canopy structure. You can see that this was a later addition because the brick type and pattern change along the length of the cheek wall.At the time of this addition, the treads and risers were also moved further out to allow for the vestibule. At some point in the life of the home trelds structures were added to either side of the entry between the front columns and pilasters. There are three risers and an additional set of brick cheek walls at the sidewalk edge.Be'ween these two sets of stairs there is a concrete sidewalk with brick edging. The existing foundation of the main house is rock-faced granite. PROBLEMS In both cases, the brick work is deteriorating. At the lower stair near the sidewalk, large portions of the brick tread are loose. The brbk risers are also failing.Although we had hoped to address this in the spring 2016, the deterioration has accelerated in the last couple weeks and we are concerned about waiting through the winter. At the front stoop, there is significant step cracking in the cheek wal' where the original cheek wall meets the addition. Tre treads and risers at the stoop are also failing, although not as quickly as the lower stair. The horizontal use of brick in instances like this allows for water penetration at,mortar joints on the flat, which results in freeze-thaw cycles within the wall construction. We believe this to be the root of the problem with the deterioration of the brick. Moreover, the vestibule that was added at some point in the life of the home is poorly corstructed.,the door does not work well, only opening 60 degrees given the slope of the floor, and the roof has water penetration issues. It does not provide any benefit in terms:f heating the home.It is also too small to function effectively as a vestibule, particularly with the door opening inward, and makes it difficult to move in and out of the front door. . . . - -_ - .- _, . .. .._. -moi J _ n - . :.ori+'-aC.-= '` w : 1 :r'. / ..w ,+ s r: `' -F' i e .d i — =a - L_ i "u moo- _a..„.. _ = y.t- I _ 0. . 1 i i - 4' JF gL+ OMA ri- ' v I t, mxy k c' ty ,Sl r iw . 7 Ir , 4 S A _ -..`L. i 1.:• _ y .I ,<• .:moi•!8°' -. 71 3i 1 sJ _,rte=' .r . _ --• . _- . . "- ', _ - _, ter.-•L. + ' , j •• • • • • • • • • • a ,R1 F i r i Al m 1 49A r Itt n ` 14' '. ` .0 Existing Conditions Photos _s P J 1 J Deterioration of existing brick st3i s r: +r- Change rn brick cclor and coursing between original cheek wall(top of image, under column), and addition (bottom of image) i '1 r. e' V`; _ .1- ^ " . . . . f . } s ''. The house is a wood frame, center entry Dutch Colonial dating from 1925, built after the Salem fire. It has a stone foundation and 3-tab black asphalt shingle roof. At some point in the past, the body of the house was overclad in 8" exposure white aluminum siding, which is showing its age - it is pitted and discolored. When the siding was applied to the body of the house, all existing wood trim was left exposed - rakes, fascias, sills, aprons, trim boards, entry vestibule, etc. - and have been painted several times over the years. We are seeking permission to remove the existing white aluminum siding and expose the original 8" exposure wood clapboard siding both in order to facilitate energy efficiency improvements, and to restore the house to its original finish material. This summer we plan to blow in insulation in the exterior wall by removing individual wood clapboards, drilling holes in the substrate, blowing in insulation, repairing the hole in the substrate, and then re-installing the original wood clapboard. Pending budgetary constraints we will either paint the house later this fall or next summer. Once we see the condition and character of the existing wood clapboard, we will study historic paint color options, and return to HSC at a future date for a certificate of appropriateness to paint the house in a particular palette consistent with the time period of the original house.
