PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may nornully be added to the agenda up to the day o-the
meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk,withoat review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any app.ications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at Cie owner's request,may submit=application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at-.he discretion of the Commission ifit is requested
by the owner.
F. All applications must include photos of existing conditions,taken from all public ways. No xrtificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications forpaint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8'/2 x I 1 or be able to be folded to 8 %a x 11):
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspecmr.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of income ete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the applicatio n is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner my opt not to commence the work approved(unless it relates to resolving an outstanding violation). Work commenced mut

IC The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior ofa building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation

(or inappropriate) for Salem's neighborhoods including trim, siding, barrier free access, doors, fences, gutters/downspouts, masonry, mechanical
equipment,paint colors,parking solutions,porches/steps,roofing,satellite dishes&solar energy systems,secondary egress,skylights,utilities,windows,
etc. These guidelines help you understand what changes are likely or unlikely to be approved. The Commission supports your efforts to improve your

Staff Comments.
The applicant purchased this property in 2016 and began an extensive restoration of the building.Shortly after acquiring the property,a wind
storm toppled part of the neighbor's tree onto the property's shed,which was located at the rear of the property next to the garage at 38 Broad
Street.The applicant is now seeking to install a new wood Pine Harbor Quivett Cape shed in the location of the previous structure.The new
shed will be similar in design to the old shed(see photos on page 3)except it will have wood clapboard siding,not vinyl,and a single door,not
double doors.The applicant is proposing to paint the shed to match the color scheme of the house.It is unclear how shed windows will be
treated—Quivett Cape standard window is a vinyl window.
The Commission recently approved a new replacement shed at 316 Essex Street with the condition that the roof be a 3-tab asphalt roof in
black or dark gray.This shed did not have windows.

Hi Patricia,
I have had a few other contractors come by with more options for the fence (and driveway which we will be
dealing with later). They have more products for us to use, so we wanted to make some quick modifications:
1. Fence height at about 4 feet all around
2. Only the picket fence (same style as I sent before)
3. Only in the backyard, not along the side of the house as originally drawn
4. Cream color matching the trim
I will have Kristi create some mock ups for us to bring. I spoke to the neighbors on either side of us, and they all
seemed really pleased with the newest design. The Millers seem to like everything we come up with, the units at
11 Warren are a bit more divided,but unit I liked the newest design because she really won't be seeing it at all.
I haven't been able to touch base with my neighbors on Broad yet. Overall we just want something that looks
appropriate and is approved by the commission so the dogs will have a small place to run without the fear of
running off/meeting a coyote!

Hi Patricia,
We have to make a couple of changes to our fencing proposal. One is minor, switching the privacy fence to a
non-privacy one(3 feet instead of 6 feet). Same style however. We would feel like we are in a tunnel with sLch
a tall fence!! If the A/C unit is still visible, we will still add the taller fence around the unit itself as approved in
our initial drawings way back when.
Second, a big business issue popped up for tomorrow so I will not be able to attend. I know you let me
neighbors know about our attendance tomorrow. Do you want me let them know I can't be there? I have no
problem knocking on their doors. Is the next meeting in two weeks?

PROCEDURES FOR FILING APPLICATIONS
A, Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior ofa property
ht an historic district,the owner should call or visit the Commission representative at the Department ofPlanning&Community Development to
discuss proposed alterations and to determine the category of the application(Appropriateness,Non-App licabilityor Hardship).
B. The Commission normally meets on the first and third Wednesdaysofeach month and notices are posted at City Hail. The meetings are held at
120 Washington Street,3rd Floor,and begin at 7:00 p.m All meetings are open to the public and anyperson is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing most be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. Apublichearingis
not required fir a Certificate of Non-Applicability.
E. Applications must be submitted by the ownerofthe property. A contractor for the owner,at the owner's request.may submit an application on
the owner's behalf. In case ofatenant,a waiver of the owners appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications most include photos ofezisting conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8 7:x I 1 or be able to be folded to 8%:x 11):
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e. moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing Iftheapplicationisapproved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e. for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission most make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner may opt not to commence the work approved(unless it relates to resolvingan outstanding violation). Work commenced most
be completed within one year from the Certificate date unless otherwise indicated.
K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to finesof up to$500 per day from the date of violation. The Commission is not responsible for an owners neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation.

The Commission's guidelines are available for viewing at the City of Salem Department of Planning&Community Development(DPCD),at the Salem
Public Library or on-line at htti)://www.salem.com/Pages/SalemMA Historic/index. The guidelines provide examples ofwhat is historically appropriate
(or inappropriate) for Salem's neighborhoods including trim, siding, barrier free access, doors, fences, gutters/downspouts, masonry, mechanical
equipment,paint colors,parking solutions,porches/steps,roofing,satellite dishes&solar energy systems,secondary egress,skylights,utilities,windows,
etc. These guidelines help you understand what changes are likely or unlikely to be approved. The Commission supports your efforts to improve your
property and can guide you on historical appropriateness. Further information,including City-wide architectural inventories,is available. For more

In 2016,the Commission received two chimney removal requests in the\Ic l uurc 1 hay me Dai nc. U 12:Andover.Street,the Conran»a�n did
not approve a request from the owner to remove a chimney in order to facilitate the reconfiguration of an interior staircase. The Commission
based this decision on the opinion that the clumney was integral to the building's historic appearance. There were discussions about saving the
portion of the chiatnev above the roofline but the applicant decided that the necessan'work would be too costly and complicated and
ultimately deci3cd to withdraw her request. The Commission did approve the removal of two chimneys at 1-2 Griffin Place.

This approval was granted after the chimneys had already been removed. The Commission determined that the building's altered roofline
resulted in an historically-inappropriate appearance with the chimney stacks.
13 Warren Street is an]shaped vernacular style budding witl_two chimneys,both of which appear to be original to the building's 1830s

A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior ofaproperty
in an historic district,the owner should call or visit the Commission representative at the Derartment of Planning&Community Developmen.

B. The Commission normally meets on the fust and third Wednesdays of each month and notices are posted at City Hall. The meetings are held W.
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be acm:
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship most be received by 3:00 p.m,on the Monday 16 days before the meetiag in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to cSe day of time
meeting. In some cases,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after noti-tying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be I as>d with the City
Clerk 14 days before the hearing and abutters most be notified in writing. Commission staff will handle these procedures. A public heanag is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at:he owner's request,may submit an application on
the owner's behalf. In case ofa tenant,a waiver of the owner's appearance may be granted at the discretion of the Commission if it is requested
by the owner.
F. All applications most include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to mase a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8'h x 11 or be able to be folded to 8%a x 11):
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,comites,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. D mensiom(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lr.mp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission most make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner may opt not to commence the work approved(unless it relates to resolving ar.outstanding violation). Work commenced must
be completed within one year from the Certificate date unless otherwise indicated.
K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued

Our Department recently performed a visual structural inspection of the above referenced location on
Monday,January 30, 2017. The inspection was performed to evaluate the overall condition of the two
(2)—story brick masonry chimney stack at 13 Warren Street located on the left side of the dwelling.
We were called to the site to review the masonry structure because of the crumbling brick and failing
masonry joints.The brick units and its joints at the second-floor level have completely failed and have
collapsed inside the chimney stack itself.
In conclusion based on our findings it is this Departments opinion that the chimney should be demolished
immediately. The chimney stack has come to the end of its 166-year useful life span and the current
condition could result in a collapse on the adjacent property.

The intent of this letter is to bring to your attention that one of the chimney's at 13
Warren Street is in need for immediate removal. Structural engineer (Gregory Novak,
at Structures North) inspected the subject chimney and stated that its second floor
portion poses a serious safety hazard, and requires a complicated and expensive
temporary bracing/support, should this be an attempt to rebuild the structure. Masonry
contractor (Justin Epstein Masonry) visited the site and after brief observation refused
to work in such dangerous conditions to repair it. Please observe attached

The Commission received two chimney removal requests in 2016. For 12.Andover Street,the Commission did not approve a request from the
owner to remove a chimney in order to facilitate the reconfiguration of an interior staircase. The Commission based this decision on the
opinion that the chimney was integral to the building's historic appearance. There were discussions about saving the portion of the chimney
above the roofline but the applicant decided that the necessary work would be too costly and complicated and ultimately decided to withdraw
her request. The Commission did approve the removal of two chimneys at 1-2 Griffin Place. This approval was granted after the chimneys

Grant funding for the South Salem Cultural Resource Survey. South Salem contains one of the city's most
impressive collections of late 19`h century Victorian-era and early 2e century Revival style buildings
with rare local examples of mid-century modern houses also present. These historic residences are joined
by the distinctive yellow brick buildings of Salem State University and by the heritage landscapes of
Forest River Park and Pioneer Village. This project would implement one of the priority
recommendations of the City's 2015 Historic Preservation Plan Update (Plan) to"continue efforts to
document Salem's historic resources through historic resource surveys", for which South Salem was
identified as a priority area.
South Salem is experiencing significant redevelopment pressure with ongoing expansion projects at
Salem State University and a proposal to add a new South Salem station on the MBTA commuter rail.
Due to the built-out nature of South Salem, this development could pose a potential threat to the area's
historic resources. A lack of awareness and understanding of the historic and architectural significance of
historic buildings in South Salem could render these resources vulnerable to inappropriate alterations and
possible demolition. In fact, four historic buildings near the University were recently demolished for the
construction of a new mixed-use building. Updated inventory forms for South Salem can be used to
encourage residents to consider historic designations and by other City agencies to ensure the preservation
of historic resources during the development review process.

Implementing Historic Preservation Master Plan
Dear Mr.Steinitz:
The Salem Historical Commission is in full support of the City of Salem's application for Survey and
Planning Grant for a second and final year of funding for Expanded Staff Support. These additional staff
hours would allow the City to continue implementing recommendations set forth in Salem's Historic
Preservation Plan Update(Plan). In fact,the expansion of preservation staff hours is one of the priority
recommendations set forth in the Plan.The initial year of Survey and Planning Grant funding for
expanded preservation staff hours is allowing the City and the Historical Commission to improve
administration of Salem's local historic districts and to engage in city-wide advocacy for historic
preservation. Projects initiated to date include the institution of staff reports for historic district
applications,updated photographic documentation of local historic district properties,and development of
a new City-sponsored"Preserving Salem"website and a new monitoring process for approved projects in
local historic districts.
For the upcoming year,the additional hours would allow the Historical Commission and its staff to
continue preservation planning projects and activities that benefit the population city-wide, fulfilling a
recommendation of the Historic Preservation Plan to strengthen the Commission's role as an historical
commission. These efforts would include educational programming during National Preservation Month,
collaborative opportunities and educational programming with local preservation partners such as hosting
preservation workshops, and outreach to historic property owners and City officials to encourage the
adoption of new historic designations.
The City is deeply committed to preserving its community heritage and historic assets and has long
provided staff support for the Salem Historical Commission. However, due to municipal budget
constraints and competing community needs,the City is unable to fund a full-time staff position at this

time. Without funding for full-time staff su?port,the administrative and technical responsibilities
associated with overseeing the City's 601 designated local historic district properties leaves little time for

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance o:commencing any exterior work. Before making any changes to the exterior ofa property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Developrr::nt to
discuss proposed alterations and to determine the category of the application(Appropriateress,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are meld at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p m.on the Monday 16 days before the meetng in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day cf the
meeting. In some cases,a Certificate ofNon-Applicability maybe issued by the Clerk,without review by the full Commission,after notiying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner ofthe property. A contractor for the owner,at:be owner's request,may submit an application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance may be granted at the discretion ofthe Commission ifit is requested
by the owner.
F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of ph otos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other in_ormation needed for the Commission to visualize the changes in order to mare a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in yew drawnp as
applicable(exhibits should be 8%:x I I or be able to be folded to 8 %x 11):
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,oomices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Ovrlers
having professional consultants such as architects or contractors are urged to have them be present at the hearing. Ifthe application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner may opt not to commence the work approved(unless it relates to resolving an outstanding violation). Work commenced Dust

Hi Ms. Kelleher,
I had the opportunity to look at the Historic Commission application for our new next door neighbor at 13 Warren Street
yesterday, and I think that the changes that they are making are very appropriate.
It is one of the last houses with aluminum siding on the block, and it will look beautiful when restored. The colors that
were chosen will look great with the other houses.
The application said that the plan is to use the existing wood siding(under the aluminum siding) on the building. I was
hoping that the board might note that, if when the project is underway, it might become necessary(depending on the
condition)to replace some or all of the siding,that the more appropriate material is the "smooth" siding seen on the
homes in our neighborhood, not the sort of"Out West" wood grain rustic-textured siding that might be seen on a more
modern ranch home.

appearance with a few modifications. The condition of the wood clapboards and trim underneath the aluminum siding
is unknown, but the applicant intends to retain and res-ore all features if possible. Existing trim details such as ccrner
boards, watertables, and window trim are not known. The new drawings are showing simple cornerboards and no
watertable. If trim boards are missing when aluminum siding is removed,then the proposed cornerboard derail is
consistent with other houses on the street. However, other Warren Street houses, particularly#15 Warren Street
which is similar in design,do have watertables, a typical feature of Greek Revival houses.
There are no specific details provided for windows and trim. Existing windows(not original)will be retained with new
windows to match design, materials, and configuration except for windows in kitchen which will be casement windows.
The applicant is hoping that original window trim details are present under siding. *The property file includes a
Certificate of Appropriateness from 1986 to replace existing wood 2/2 single-glazed, double-hung windows with new
wood 2/2 double-glazed windows from 1C Adams.
