Water runs under our front door during heavy rains. The front door is also very drafty. We are seeking to install a
storm door that will both protect our entrance from rain and also provide additional insulation and temperature
regulation. We are looking at mostly glass models by Anderson with a low kick-plate at the bottom. The storm door

We are in the process of having our house repainted and repaired as needed. A certificate of non-applicability was
previously obtained for this work. While working on the front of the house, the company we are working with
(Preserve Services, Salem MA) discovered significant rotting in the framework of the front deck. While the initial
plan was simply to repaint the deck (with minor repairs as needed), further evaluation revealed that, at this point, it
seems that much of the deck is a loss and will need to be replaced. All elements of the deck's reconstruction will be
in kind in materials, footprint, color, and design. Preserve Services is very experienced working with historic Salem
homes and we plan on retaining their services for this additional work. The reconstructed deck will look like the
current deck in all ways (minus the rot). Photos of the deck are attached.

It is time to repaint the exterior of our home, as the painted clapboards are peeling/chipping. We are only seeking
estimates from companies that are familiar with working with historic Salem homes, so they are familiar with both
historic restrictions as well as Salem's specifications for the management of lead. We will not be changing the color
scheme in any way (blue with white trim, red door). The front and back porches are also peeling despite being
repainted less than 2 years ago and this will be included in the work (a certificate was obtained at that time as well).
The home was last painted by the previous owners and I was able to find a receipt for the current paint color- Behr
"Windy Seas" (ECC-31-1. link found here http://www.behr.com/consumer/ColorDetailView/ECC-31-1). The same
paint formula will be used. As it is encountered,any rotting wood that is in need of replacement will be addressed.
All work will be in-kind in terms of materials and colors. Photos of the house are attached. The front of the house is
visible from Summer Street, and the second story of the backside of the house is visible from High Street, which is
outside of the McIntyre zone. However, all aspects of the exterior of the house will be addressed with in-kind
materials and colors.

We are experiencing leaking through the main roof of the house which is subsequently causing water
damage to the ceiling of our second floor bedroom. After consulting with several roofing companies, it
seems teat it may be time to consider replacing the existing roof(the sloped "main" roof, not the flat
one-story roof at the rear of the house). Our proposal is as follows:
1. Our immediate need is to stabilize the water leak. This requires re-sealing the flashing around the
chimneys and re-securing loose shingles. This will involve no replacement of existing materials or
alteration in appearance to the roof.
2. Once the roof is repaired, we will prepare for the larger job of a roof replacement. We are currently
only looking at roofers with experience with historic homes in Salem who are comfortable with those
specific constraints. The existing roof is a dark charcoal 3-tab shingle, and the same material and color
will be .iced. All efforts will be made to stay in kind with the existing roof as far as material, color, and
style per Commission guidelines. Roofers we have contacted have also been apprised of this
requirement. We are not seeking to aesthetically change any aspect of the existing roof.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to determine the category of the applicat on(Appropriateness,Non-Applicability or Hardship).
B. The Commission norrally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a C_rtifrcate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting n
order to make the agenda An application for a Certificate of Non-Applicability may normally be added to the agenda up :o the day of the
meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk without review by the full Commissioi,after notifyirg
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing.s
not required for a Cert:ficate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt cf
photographs.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and incluce specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applic lions for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable:
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. DetaiWprofiles(i.e.moldings, fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers.heat pump and condenser locations,electrical entres and meters, lamp posts,stove pipes.
11. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the applicatioi and copies will be sent to the City Clerk and Building Inspector.
Please note that the aprlicatlon can be continued until the next meeting if:he Commission deems necessary(i.e. for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing"

Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to S500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation.

The Commission's guidelines are available for viewing at the Salem Planning Department and the Salem Public Library. 1'he guidelines pro vide examples
of what is historically appropriate (or inappropriate) for Salem's neighborhoods including trim,siding,doors, fences, gutters, masonry, paint colors,
parking solutions, porches, roofing, satellite dishes, secondary egress, skylights, utilities, windows,etc. "These guidelines help you understand what
changes are likely or unlikely to be approved. The Commission supports your efforts to improve your property and can guide you on historical
