Procedures for Filing Applications
A. There is no tee cn coma before the Commission.
B. Be prepared cc aopiy for approvals well in advance of commencing any exterior work. Before making any changes to the
exterior of a property in an historic districtthe owner should call or visit the Commission representative at the Salem
Planning Department cc discuss proposed alterations and to determine the category of the application (Appropriateness,
von-Applicability or Hardship).
C. The Commission nor. aILv meets on the first and third Wednesdays of each month and notices are posted ac City Hall. The
meetings are held ac One Salem Green. 2nd floor, and begin at 7:30 p.m. All meetings of the Commission are open cc the
public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision.
D. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m. on the Monday 16 days before
the meeting in order to make the following agenda. An application for a Certificate of Non-Applicability may norm-Aly be
added to the agenda up to the day of the meeting.
E. All appitoactons ;or Certiticate of Appropriateness or Hardship require a public nearing. Notice tic iue „a ....a ...,... __ -
posted with the Cicv Clerk 14 days before the hearing and abutters must be notified in writing. Commission scatf will
handle these procedures. A public hearing is not required for a Certificate of Nan-Applicability.
F. Applications must be submitted by the owner of the property. In case of a tenant, a waiver of the owner's appearance may
ne grantee at cne atscrecton of the Commlealon it it is requested by the owner.
C. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and
include specifications regarding dimensions, materials, and any ocher information needed for the Commission cc visualize
the chanaes to order to make a determination. Applications for paint colors should include a paint chip or chart.
Applications for changes ocher than paint colors must be accompanied by scale drawings that adequately illustrate all
proposed changes. The following trema should be included in your drawings as applica0e:
1. Site plan shoving location o. improvements;
2. Elevation drawings of the specitic improvements;
1. Details/profiles (i.e. moldings, fence caps, cornices. etc.);
4. Materials (i.e. wood, brick, etc.);
5. Dimensions (i.e. size of trim): and
c. Transtormers, heat pump and tondensor locations, electrical entries and meters. lamp posts, stove pipes.
D. At their convenience. a representative of the Commission will take pictures cf the property from the public way for
presentation at the meeting. It is not necessary that the applicant be home or be present.
I. At rhe hearing. the Commission will discuss the application with the applicarc or his representacfve, hear the abutters ane
rake a voce. ,owners having protessional consultants such as architects or ccncractors are urged to have them he present at
cne hearing. If the application is approved a Certiticate will be issued. marled to the applicant and copies rill. be sent
cc the City Clerk and Building Inspector. Please note that the application can be continued until the next seating if the
Commission deems necessary ( i.e. for reasons of Incomplete drawings, cc perfcrm a site visit, etc.). Ln env ease. the
Co®issfon must make a determination within 60 days from the date the applicacion is received.
J. A property owner or a contractor cannot receive a outbding permit unless a usrtu&CAce has uean [Waw vi w4W ayyiira..w L,.
a letter from the Commission stating that the change involved is nor subject to the Co®ission's jurisdiction.
K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions sec forth in the
Certificate of Appropriateness.
Violations
A person commencing or completing work cc the exterior of a building in an historic district without the necessary approval of
the Commission is subject to fines of up cc $500 per day from the date of the vtolacfon. The City of Salem is not responsible
for an owner's neglect cc inquire about necessary City permits and approvals.
All records are public and we will he happy cc confidentially assist you if you are concerned that someone in your
neighborhood is io violation.
Assistance
Copies of Commission guidelines are available ac the Salem Planning Department. The guidelines provide examples cf vast is
historically appropriate (and inappropriate) for Salem's neighborhoods including trim, siding, doors, doorways, petticoat
steps, fences, masonry, paint colors. parking solutions. roofing, and windows. These guidelines will help you understand what
changes are likely or unlikely to be approved. The Commission supports your efforts to improve your property and can guide
you on historical appropriateness. Various books and City-vide architectural inventories are available cc help ycu identify
_ the style and age of your home. Also available are rehabilitation guidelines. else. legislation. pictures, books, and other
