Before a-ukinganychanges to the exterior Ora property in an historic district,the owner should call or visit the Cmnmission representative at the Department or Planning 8r.Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). B. The Commission normally meets on the first and third Wednesdays of each month and notices a-c posted at City I[all. rhe meetings are held at 120 Washington Street,3rd Iloor,and begin at 7:oo p.m. All meetings arc open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application fur a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,aCertilicate ofNon-Applicability maybe issued by the Clerk,without,eviov by the full Commission,alter notifying Commission members and allowing 24 hours for any objection. 'rhere is no he for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City Clerk 14 days before the hearing and abutters must be notified in writing. Commission statTwill handle these procedures. A public hearing is not required for a Certificate of Non-Applicability. E. Applications rings the submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on the owner's bchalr.
