Be prepared to apply for approvals well in advance of commencing any exterior work. Before making my changes to the exterior of a property in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Communit,Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at 120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before_he meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,a Certificate ofNon-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be poster with the City Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is not required for a Certificate of Non-Applicabi lity. E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission i'it is requested by the owner. F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of photographs. G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a determination. Applications for paint color;should include a paint chip or chart. The following items should be included in your drawings as applicable: 1. Site plan showing location of,improvements; 2. Elevation drawings of the specific improvements;. 3. Details/profiles(i.e.moldings,fence cap's,comicd§,'vents,dtc.); 4. Materials(i.e.wood,brick,etc.); 5. Dimensions(i.e.size of trim);and 6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as Whitects or contractors are urged to have them be present at the hearing. fthe application is approved. a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector. From: Sally Zimmerman, Preservation Specialist,Historic New England Re: Paint Recommendations for Elks Lodge, Salem The Beverly-Salem Elks Lodge at 17 North Street, Salem, Massachusetts, is currently proposed for redevelopment, reuse, and rehabilitation as a condominium structure. A historical photograph of about 1900 shows the building to have been a three-story,how- fronted, Italianate structure, probably built about 1850-1855. Current photos of the building indicate that the exterior is significantly deteriorated, that ground floor window openings have been reduced in size(with ca. 1960 fixed light, 12-pane picture windows inserted), and that the third floor has been removed, among other likely modifications. Historic Salem,Inc. is seeking recommendations on paint colors appropriate to the period and style of the building as part of comments the developer is seeking from the organization. Following are basic guidelines for color selection and placement for mid- nineteenth-century buildings such as the Elks Lodge. Traditional Nineteenth-Century Exterior House Painting Practices: The standard rule for traditional paint color application for nineteenth-century buildings uses three major fields of color: the first,the body color, is applied to all the clapboard (or siding) surfaces,the second, the trim color, is applied to all other woodwork that is not clapboard, and the third, the sash color, is applied to the window sash, which are the movable components only of the windows. Doors, storm windows, and shutters are painted in the sash color. By the 1850s, large sheets of glass were being manufactured and the tall,upright proportions of the two-over-two window sash suited the vertical emphasis of many mid- century architectural styles. The historical view of the Elks Lodge shows the house to have had just such windows and it is anticipated that in the renovation, two-over-two replacement windows will be installed. From the 1830s on through the end of the nineteenth century,window sash was always painted in a dark color(black, dark brown, very dark green, or occasionally after 1850 very,dark=�l),thus the replacement windows at the Elks Lodge should not be white, ofd white, or a light color. Any replacement window installed should be a factory-finish dark color or capable of being painted in a dark color. The use of bright or highly-contrasting body and trim colors on the Elks Lodge should be avoided. The paint color palette available to painters in the mid-nineteenth century was limited and the Italianate style, particularly for large urban buildings such as the Elks Lodge, tended to be rather formal and academic. Stone-like body and trim colors in low contrast to each other were typical for the style. Accent colors should be used with consistence and restraint, if at all. A standard method of accenting panels and molded trim was to use the body color as an accent rather than to add a fourth or fifth color to the overall three-color paint scheme. It is recommended that the placement of colors for the Elks Lodge follow precisely the traditional application: all clapboards are to be painted in the body color, all remaining woodwork, other than window sashes, shutters(if replaced)and doors, is to be painted in the trim color, and the sashes, shutters, and doors are to be painted in the third (sash/shutter/door) color. Painters should be instructed to follow this practice to the letter. Fences/railings: painted in the trim color Ironwork/cyclone fence: painted black Gutters/downspouts: painted according to the color of the background surface against which they are located Storm windows&doors/combination storms &screens: painted in the sash color Lattice: painted in the body color(alternate: Ben Moore "Essex Green") Sampling Paint Colors: Sample paint colors by painting up pieces of lightweight foam core with the test colors. The foamcore pieces should be approximately 1-2' X 2'-3' in size to allow the overall effect to be well understood on the outside. The foamcore is light enough to be carried around the building to various vantage points and viewed in different lights. Further Considerations: The above-cited color options are historically appropriate for a building of the age and style of the Elks Building; alternate colors within this range and using the traditional application placement stated could also be considered.
