Dear Natalie:
I have enclosed the completed Application for a Certificate of Appropriateness form
to replace the existing 11' long fence on the north side of the house. The new fence will
be a more traditional style,white cedar fence in keeping with the historic character of the
neighborhood.
As the enclosed pictures show, the existing fence is historically challenged and
deteriorated. The new fence will more closely match the neighbor's fence. The height
will be approximately 5'and the fence will be constructed using of 1"x 4"vertical cedar
boards with no spacing and 5"x 5"cedar posts with pyramid caps. The structure will be
stained white. The new fence will be pushed back approximately 14"to the east to
lengthen the existing parking space—see mortgage inspection plan.

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of pronertv
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to determine the category o?the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision,
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission stafTwill handle these procedures. A public hearing s
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request may submit an application of
the owner's behalf. In case of tenant,a waiver ofthe owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless a�work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings es
applicable(exhibits should be 8 %,x I I or be able to be folded to 8'h x 11):
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
Ff. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e. for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
I. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.

Dear Jane:
I have enclosed the completed Application for a Certificate of Appropriateness form
to install a front door access control system at 6 Monroe Street. The installation of a
resident/visitor access system was a condition of the lodging house license transfer to me.
As shown on the enclosed pictures the stainless steel panel would be surface mounted to
the right side of the door. The panel is back-lit. The system uses a dedicated phone line
allowing visitors to call residents on either their cell phone or land line. These telephone
numbers are programmed into the system and assigned an access code. I have also
included a cut sheet of the Mircom telephone access system.

Hi Jane:
The property I recently purchased at 6 Monroe Street is a lodging house. A condition of the license being
transferred to me is the requirement that I install an intercom system at the front door. I understand the
house has a history of guests standing on the sidewalk and yelling up to their friends to open the front
door and allow access. The intercom system should resolve this.
The proposed sys'em uses a telephone line (telephone to telephone communication) opposed to the
traditional intercom system so it's not necessary to run low voltage wires to each room. The stainless
steel directory panel would be located to the right of the front door. The panel measures 16' high X 6 ''/z'
wide X 3" deep. Please see the accompanying cut sheet of the panel as well as pictures of the proposed
location. Does the Historical Commission need to review this installation?

Hi Jane:
You'll recall that when I appeared before the commission on May 2"d to present the style of a proposed
door access system the commission asked that I look:at
alternative designs to arrive at a smaller panel. My door access installer is suggesting the design on the
left-a Trigon Mini Gua-d II. As compared to the original
proposal it is smaller. The Trigon also comes in a powder back finish which the commission may find
more attractive than the stainless steel which is shown below.
Please let me know if I can present the alternative at either the June 6th or June 20th meeting.

Dear Jane:
I have enclosed the completed Application for A Certificate of Non-Applicability form
to re-roof a substantial section of the roof at 6 Monroe Street. With the exception of the
front mansard, the balance of the roof is in very poor condition. Sections of the wood
underlayment are exposed to the weather. The front mansard which is the original house
will not be re-roofed at this time. The roof will be stripped to the wood underlayment
and roofed using a charcoal color, 3-tab, 30 year asphalt shingle to match what is
currently in place.
I will most likely contract with Shea Roofing who will commence the work upon
approval by the historical commission. I have scheduled the house to be painted starting
in mid June but will delay this project by a week in order to re-roof.

Dear Jane:
I have enclosed the completed Application for A Certificate of Non-Applicability form
to repaint the exterior of 6 Monroe Street. The house is badly in need of paint. The
repainting scope will include the minor replacement of deteriorated trim and clapboard
siding. The color of the house and trim will remain the same as I understand these colors
have already been approved by the historical commission. I have included a paint sample
of the siding that I removed from a can of paint found in the basement.
I have contracted with A&K Painting who will commence the work upon approval by the
historical commission,but not before early May when their schedule permits. Several
homeowners on Federal Street have used this contractor and he comes highly
recommended.
