Replacement of the outside door with a window-The master bathroom is located in the front-right corner of the second floor. This is where the door to the apartment was located. The replacement window will be the same size as the next closest window and will match the existing design. Please see the attached photos for an example. 2. Removal of outside stairs leading to the second floor- The stairs are on the side of the house and were used as the main entrance to the upstairs apartment. After converting the door to a window the stairs are no longer needed. 3. Replacement of the 2 front-right windows on the second floor-The existing windows (picture#2) do not seal due to the settling of the house. The window opening is no longer square and cannot be fixed without complete replacement. See picture#3 for a sample of the proposed replacement windows. Originally it was probably symmetrical in appearance. The house has a hip roof,* roof dormers, a second story bay over the entrance portico ;which has been enclosed) and a balustraded bay. to the left of the entry. The 1911 Salem Atlas shows that this hoose was owned by Charles D. .'udgett. The first year _ that this dwelling appears in the local directory is 1903. The occupants were Sarah A. Hudgett, the widow of Daniel Mudgett, a stable owner, and two boarders, Elisabeth S. and Charles D. '.udgect, probably Sarah's children. They are seeking to remove the second means of egress stair from the building's north elevation as there is no longer a separate unit on the second floor. The existing door will be removed and a 2/1 wood window installed in its place. The new 2/1 window will match the adjacent second story wincow in terms of dimensions and configuration. The owners are also seeking to replace the existing paired windows on the second story of the building's facade. These existing 1/1 wood windows will be replacec by two(2)new 2/1 wood windows to match the window configuration found elsewhere on the house. The house has been a chiropractor's office with a separate apartment upstairs for approximately 35 years. This location has had a variance to the R-3 zoning for many years. We are converting it back to a single family home. The renovations needed are extensive and will take place in phases. This application applies to Phase I and one item in Phase 11. Phase I—Modify the core systems of the house: HVAC and hot water. Bring interior stairs up to code. Remodel kitchen, dining room,foyer and living room. Phase II— Improve exterior: Restore decorative railing above bay window. Replace/repair shutters. Repair railing at back door. Repair back door. Phase III—Second Floor Interior: Modify master bedroom, install master bathroom. Remove 2""floor exterior door and egress stairs. 3 SPECIFIC EXTERIOR WORK Right side of house: Addition of 2 direct vents Figure 1 is a current picture of the landscaping on the right side of the house. Two direct vents will be added under the stairs for a new hot water tank and the basement HVAC unit. The vents will be white and located behind existing landscaping so they are not viewable from Lafayette St. See figure 2 for a picture of a typical direct vent. Left side of house: Addition of 1 air conditioning condenser unit On the Forest Avenue side of the building,the current air conditioning condenser unit will be replaced with 2 condenser units sitting side by side. These units will be located behind the current shrubs on the side of the house. Additional landscaping will be added to ensure concealment. See figure 3 for a picture of the current air conditioning condenser unit. Ken&Monica Leisey Page 1 Contact: 978-778-8954 310 Lafayette Street—Phase I May 2014 Roof: Remove rear chimney There are two chimneys on the roof of the house. The prominent chimney is located near the peak of the roof and is used for the fireplace. The rear chimney is located on the back slope of the roof. See figure 4(left chimney). This chimney has been deemed structurally unsound by Peter Strout of Strout Inspections. Figures 5—10 show additional pictures of the condition of the chimney. Removing the rear chimney completely all the way down to the basement is necessary in order to bring the stairs from the first to the second floor up to code. The rise and run of the current staircase is approximately 7 A inches each, making the stairs steep. This presents a safety hazard that we need to correct during renovation. Any work on the stairs requires us to bring them up to current building code,which includes making them at least 36 inches wide. The stairway is boxed in with a load-bearing wall on one side and the rear chimney on the other side. See figure 11 for a picture of the lower part of the current staircase. Figure 12 is a rendering of the full staircase. Two separate contractors have reviewed the stairs and could find no alternative for the stairs. Roof: Install direct vent for attic HVAC unit The HVAC unit servicing the 2nd floor will be located in the attic. The exhaust from this unit will vent through the roof at the current location of the rear chimney. Exhaust pipe and pipe flashing will be painted flat black. Replacement shingles will match existing as closely as possible. This exhaust stack will not be visible from Lafayette St. See figure 13—15 for pictures of existing direct vent HVAC units in the Lafayette Historic District. Front of house: Repair decorative railing above front bay window The decorative railing has deteriorated and begun to fall off the house. The railing will be recreated to match the original railing and spindles and will be constructed of exterior grade wood. It will be painted white to match the house. See figure 16 for a picture of the current decorative railing. While this is part of phase Il, HUD requirements (part of the FHA 203K construction loan) necessitate that the railing be repaired now. Dear Mr. Oedel, I am writing in regards to your letter of 4-11-94. I was unable to attend the original meeting to represent myself about stair railings on the house that I own. I gave the commission advanced notice of this, but the meeting was held anyway. On calling the individual members many were not in attendance either and I understand there was a unanimous vote to deny these railings. I have had conversations with members and came down and talked to Mrs. Guy on what is appropriate. I've been told no one exactly knows, but they'd know it when they see it. I have researched different stair railings of that period at the Danvers Library. Many of the houses of that time had no railings. A few had metal chain railings and some had various other designs. Before I change some expensive railings I want to know what is wanted. This is a Doctors office and I need heavy railings for my patient's safety. I have owned this home well before this commission was established and take pride in it's appearance as it is always well kept. Please have someone from the commission call and let us know what should be done or if we can alter the stairs in someway to what you feel would be more appropriate. I will be out of town until 4-23-94. If someone from the commission could call and give me some idea of what they are looking for I would appreciate it. Green: Thank you for your letter of April 14 , 1994 . I would like to reply to some of the issues that you have raised. Notices of meetings are sent to property owners two weeks prior to the meeting date. During this time, we often receive requests to move or "continue" the review of an application to the next meeting agenda due to the applicant being unable to attend. Please be advised that neither the Clerk of the Commission nor the Commission members received a verbal or written request to place your original application on another agenda . As you may know, the Commission is made up of 7 full members and two alternate members . Applications reviewed must receive a majority vote (minimum of 4 ) in favor in order for a Certificate to be issued. While a large portion of the applications we review receive unanimous votes in favor, there are some that pass with less than an unanimous vote. Some may fail because there are less than a majority of votes in favor. As you attempt to ascertain what the Commission would approve, please keep in mind that each member can only give you his opinion as to appropriateness . While, as stated previously, most applications receive a unanimous vote, an opinion from one member is not necessarily a consensus of the Commission. I am pleased that you have been researching the predominate railing styles of your home' s era. If you felt it would be helpful, most members , including myself, would be pleased to meet you at the site if you called to arrange a mutually convenient time. I strongly suggest that you consider taking photographs of porch railings existing in Salem that you feel would meet your needs . These could be reviewed for appropriateness to your home. However, I must repeat that each member can only provide insight as to what they might approve . It is your responsibility to propose a design for the Commission to deliberate on in a public forum. The Commission is not a design board. We do not and cannot create a design for your property. I will reiterate that, in its denial, the Commission required that a new application for a more historically appropriate treatment be submitted within 60 days of the denial . Please submit your application for a new design to the Clerk of the Commission located at the Salem Planning Department by 4 : 00 p.m. on May 18, 1994 . Thank you for your cooperation in this matter.
