SUBJECT: Salem State University Temple Conversion—HVAC Systems COPIES TO: File The existing HVAC system at the former Temple was hot water boilers for heating and packaged roof top unit and split air conditioning units for cooling. The existing systems before the renovation did not meet code ventilation or energy requirements and did not provide cooling throughout the building. Systems evaluated for the project was as follows: 1) Fan coils with chill water and hot water systems with roof mounted energy recovery ventilation system—Fan coil system was evaluated for renovation at the Temple Conversion. Heating would be provided through the existing hot water boiler and air cooled chiller would be added to provide cooling. Chill water and hot water would be distributed throughout the building to fan coils. A roof mounted dry cooler would be required to provide code required economizer. A roof mounted energy recovery roof top unit with packaged cooling and gas heating would provide the code required ventilation. This system was not selected because of the amount of exterior equipment required,the size of the exterior equipment,the acoustic output of the equipment. The limited roof area where the systems could be installed and the limited area around the perimeter of the building and the property lines and resident houses were also other factors why this system was not selected. 2) Variable refrigerant system(VRF)with roof mounted energy recovery ventilation system—The VRF system was evaluated for renovation at the Temple Conversion. Heating and cooling would be provided through the VRF heat pump system. A roof mounted energy recovery rooftop unit with packaged cooling and gas heating would provide the code required ventilation. This system was not selected because of the large amount of exterior equipment required, the size of the exterior equipment,the acoustic output of the equipment. The limited roof area where the systems could be installed and the limited area around the perimeter of the building and limited area to the property lines and resident houses were also other factors why this system was not selected. 3) Packaged Roof Top Units—The packaged rooftop unit system was evaluated for the renovation at the Temple Conversion. The existing roof top unit would be reused and a new packaged roof top unit would be added to provide heating, cooling and ventilation throughout the spaces to meet applicable code requirements. This system was selected by the owner because it met all the space requirements and met the heating,cooling and ventilations requirements. Also the existing roof top system/hot water boilers would also be reused. During the design,multiple roof tops were evaluated which included flat rood area,equipment size,equipment clearances,supply and return ductwork and OSHA safety requirements. BLW found that(2)roof top units would fit within the existing space available. The existing roof top unit,new roof top unit and supply and return ductwork were located on the available roof area to meet OSHA safety requirements and equipment clearances. This system was not installed at ground level because of the limited area around the perimeter of the building and limited area to the property lot lines and resident houses. BOX 1551 LITTLETON, MA 01460 P.978.486.4301 F.978.428.0067 Cambridge Historical Commission GUIDELINES FOR THE INSTALLATION OF HVAC EQUIPMENT IN HISTORIC AND NEIGHBORHOOD CONSERVATION DISTRICTS As technologies improve, more homeowners are choosing to install HVAC(heating,ventilating, &air conditioning) systems or upgrade their existing ones. HVAC systems often require the installation of exterior mechanical units and related fixtures,typically air conditioning condenser units, which can impact the visual character of a historic property and introduce unwelcome levels of noise. The city's locally-designated historic and neighborhood conservation district commissions regulate exterior alterations visible from a public way to designated properties, including the installation of HVAC systems.' The following guidelines are intended to expedite the review process by addressing several key points concerning the installation of exterior HVAC equipment. HVAC SYSTEMS AT A GLANCE There are several types of HVAC systems on the market,the most popular being the SPLIT SYSTEM. In a traditional split system, also known as"central air conditioning," refrigerant circulates between an indoor coil and an outdoor condenser with a compressor. The refrigerant cools the air and a blower circulates air through ducts inside the house. Outdoor condenser/compressors units are large, cube-like devices that may be noisy and difficult to screen. A recent variant is the DUCTLESS SPLIT SYSTEM,which eliminates ductwork by installing indoor evaporator units in each room to be cooled; an outdoor condenser is still required. Ductless systems are convenient for older homes that are being retrofitted for new HVAC, but may be significantly more expensive than a split system with ductwork. "Suitcase" style condensers are relatively small and quiet, but serve only two rooms at most. Also,the insulated coolant tube may need to be installed on an exterior wall. A PACKAGED/INTEGRAL system contains the same components you find in a typical split system, however, they're all engineered to work together in one cabinet. This means the exterior components will be much larger than a single condenser unit. A HEAT PUMP system works like in the same manner as a typical air conditioner condenser, only it can also work in reverse to provide warm air during the heating season.This works by heating up a piped refrigerant in the outdoor air,then pumping the heat that is generated by the warmed refrigerant inside to warm the indoor air.This type of system works best in moderate climates and becomes less efficient in very cold winter temperatures,when electrical heat is needed for auxiliary heating demands. A "reverse cycle chiller" is a new variant of the heat pump,which heats or cools an insulated tank of water and then distributes the heating or cooling either through fans and ducts or radiant floor systems.The need for auxiliary electric heating coils and defrosting cycles to prevent icing of the refrigerant is eliminated thus making these systems more suitable for cold climates. Newer models now offer solar ' No building permit may be issued for work on a designated property until a commission has issued a Certificate of Appropriateness, Nonapplicability,or Hardship.A Certificate of Appropriateness will be issued when the commission determines that the work is not incongruous with the character of the building or district;a Certificate of Hardship will be issued if the applicant demonstrates hardship,financial or otherwise, and the proposed work will not have an adverse effect on the district;and a Certificate of Nonapplicability will be issued if the work is judged to be not within the jurisdiction of the commission,or not visible from a public way. 3 Window air conditioners are regulated in the Old Cambridge Historic District, but not in the neighborhood conservation districts. Cambridge Historical Commission A powered hot water heating for the unit.These systems still require an exterior condenser unit similar to traditional HVAC systems. A GEOTHERMAL HEAT PUMP uses the constant temperature of the earth accessed by deep wells to provide cooling and heating for a home. These systems are very quiet and can be located indoors because there is no need to exchange heat with the outdoor air. Although more expensive to install than traditional HVAC systems,geothermal systems will greatly reduce gas or electric bills,allowing for relatively short payback periods. However,this is still a very new technology,and homeowners should satisfy themselves that the system will be well engineered and reliable. FACTORS FOR PROPERTY OWNERS TO CONSIDER Placement and Screening To lessen the visual impact of conventional HVAC equipment on a designated property, it is important to consider an appropriate installation location. Rear yards that are not visible from a public way are the preferred location and may allow for review and approval at the staff level only. Side yards are an alternative location, but will often require a screening plan. Front yards and walls and rooftops (and other above-ground locations) are the least preferred options. However, rooftop mechanical equipment that is not visible from a public way, mostly in the case of larger commercial buildings, is often an acceptable option. Another consideration when choosing a site is the proximity to abutting houses, specifically when factoring in noise levels(see below for more discussion on noise). Screening the visibility of ground-level HVAC equipment that is visible from a public way is an important part of the installation. The size of a unit, combined with the additional height created by the concrete pad it sits on,will often create the need for fencing,latticework, plantings,or similar screening options. If fencing is the preferred approach, it is important to consider how the fence will relate with the architecture and materials of the house and existing landscaping features. Plantings also must be chosen carefully,as the goal is to provide year-rOLnd screening consistency; evergreen shrubs and bushes are typically used for this reason. Keep in -hind that some plantings may not thrive if they are situated too close to a source of heat or air exhaust. Rooftop mechanical equipment can usually be screened, but sometimes the screen may be more intrusive than the mechanical unit itself. All screening options must be discussed with the installation contractor,as condenser units require ample clearance to provide adequate air flow so that the coils will be cooled efficiently. Units mounted too close to a wall or surrounded by shrubs, or multiple units located too closely together may not receive enough cool air to function properly.The result can be a shorter compressor life and/or less efficient cooling operation. Most manufacturers call for a separation of at least 12 inches between the condenser and any nearby wall,wood fence,shrub,or tree. In addition to condenser units, homeowners should realize that supplementary equipment such as circuit breakers and electrical conduits are often installed nearby. These components are typically attached to a building and should be factored in to the screening plan. i Noise Another factor for a homeowner to consider is the noise impact of an exterior condenser unit. Although technology has improved and newer units are quieter than ever,their placement relative to abutting houses still has the potential to create conflict with one's neighbors. Homeowners interested in installing new HVAC equipment should become familiar with the Cambridge Noise Control Ordinance, Cambridge Historical Commission administered by the License Commission, as well as mechanical permit application requirements and affidavit requirements. Under the Noise Control Ordinance, Chapter 8.16 of the City Code,there are restrictions on decibel levels as measured from lot lines. A reading over 60 decibels during daytime hours(7:00am-6:00pm) or over 50 decibels at night, for example, would be considered a violation of the ordinance. With this in mind, it is important to know the decibel levels of condenser units when purchasing a HVAC system. The more energy efficient a condenser unit, the quieter it will be. As of January 2006, HVAC manufacturers could no longer produce residential central air conditioners with a Seasonal Energy Efficiency Ratio (SEER) rating of less than 13. The higher the SEER rating,the more efficient the unit. However, condenser units usually grow larger as the SEER rating is increased because manufacturers need to install more coils to more efficiently transfer heat. So while noise might be reduced, the visual impact may increase. Screening can act as a sound attenuation strategy to help reduce noise while also reducing the visual impact of an exterior condenser unit. When multiple condenser units are installed together,the noise levels will also increase. Even if each unit would pass the requirements of the noise ordinance on its own,the cumulative effect may exceed the allowed noise levels. Stated levels in literature may be in optimal/laboratory settings and actual decibel levels will vary depending on materials and configuration of the built environment. Ventilation A final consideration regarding the installation of mechanical systems is the impact of associated parts used for exterior ventilation. These parts, constructed of modern materials such as PVC and galvanized sheet metal, should ideally be installed in rear locations or at non-visible locations on the roof to avoid a direct visual impact on a designated property. Moreover, proper installation of exteriorvents should take into account the impact on cladding and roofing materials, as well as the heat, moisture and noise generated from the vents. Oftentimes, old heating systems are vented through historic chimneys. When new HVAC systems are installed in a designated property with updated ventilation devices, the removal of abandoned historic chimneys may be considered inappropriate and in any case would require review. MAO 1970 Dear Chairwoman Herbert and members of the Commission: Renewal Ventures LLC'purchased 287 Larayette Street in August 2014 with the intent of transforming a house orworship into a facility for higher education. Much care has gone into preserving the historic fabric of the original structure, both on the interior and the exterior,so as to move the building forward in terms of its functionality and systems while retaining many of its iconic features. In the spring of 2014 we filed for and received a certificate of appropriateness from the Salem Historical Commission for the planned renovations of 287 Lafayette. Absent from our submittal was a proposed rooftop HVAC unit and associated dueling. At that early date,prior to our purchase of the building, it was anticipated that the existing HVAC systems that served the building would be adequate for use following our renovations. As we moved forward with design and construction. it became clear that lire existing HVAC system was inadequate to meet the current code requirements,and additional equipment was necessary. With the many moving parts of a complex project such as this, we overlooked the need to come before the Historical Commission for approval of the additional HVAC equipment. Once the system was designed. installed and ultimately put into ser ice. it became clear that there was an issue with noise from the new equipment that required immediate attention. We enlisted an acoustical engineering firm to assess the situation and design mitigation measures. Concurrent with this we began a dialogue with the abutters about their concerns about the acoustics and aesthetics of the new equipment,and pledged to resolve the issues. The designed solution I'or the noise concerns was the addition of sound attenuators to the new rootlop HVAC unit. The attenuators worked as designed in reducing the noise. but they exacerbated the aesthetic concerns. Our architect.John Seger,and I had significant dialogue with the abutters. including an open,on- site meeting. to discuss different options for addressing the aesthetic concerns. The installation of a screen around the system was discussed, but was deemed infeasible by our structural engineer due to the impact such a screen would have on the snow load on the roof. From those discussions arose a solution for screening the east side of the HVAC unit by hanging prefabricated metal panels directly onto the unit. We apprised the Salem State University Neighborhood Advisory Committee of our proposed solution and ultimately implemented it as described. The final step remaining in the plan laid out with the abutters is to paint the system(including the sound attenuators)the same flat grey as the panels we installed on the east side. The thinking here is that the system will be less conspicuous if all parts are uniformly colored with minimal sheen. We will also paint the silver ductwork that is on the Lafayette Street side ofthe system the same flat grey. The Historical Commission has not received an application to review this equipment,but I have sent out a Violation Letter requiring the submission of an application for the HVAC equipment and review by the SHC. We will be looking to receive more information on the issue of potential snow load roof problems that apparently certain equipment screening would have enhanced, as indicated during my discussion with John Seger. I'm not even sure if our opinions agree on them! However, as Ward Councillor I should speak on these matters and as she will be at the meeting I will likely be home with our son -and so I submit this letter instead. On the matter of the Salem State signage installed at 287 Lafayette Street (the former Temple Shalom), I would ask that the Historic Commission require signage to be installed more appropriate in design to the character of the historic district. I have no issue with signage on the location, but I do not believe that Salem State's regular sign style fits. On the matter of 331-335 Lafayette Street and 5-7 West Avenue, I support the waiver of demolition delay.The project scale and scope has arrived at a point that is acceptable to most of the abutters as the developer has engaged extensively with the neighborhood on this matter and received ZBA approval for a project significantly reduced in size and scope.There are still opponents to the project in its entirety, but to refuse the waiver would be a punitive action towards an approved project, and so for that reason I would ask that the waiver be granted. I also note that I serve this year as both president of the South Salem Neighborhood Association and as a member of the Salem State University Neighborhood Advisory Committee. I regret that I am unable to attend tonight's meeting in person, however, I have a class commitment at Northeastern University in Boston this evening. The Salem State University signage that has been installed at the former Temple Shalom, built in 1951, in the Lafayette Street Historic District is clearly not compatible with the historic character of the district on Lafayette Street. Beyond that, while it is not specifically on your agenda but also should be, the tall vivid orange SSU public safety/emergency stanchion and beacon that was also installed in front of this building is wildly out of sync with the character of one of Salem's oldest neighborhoods. I ask for the Commission's support in requiring that the property owner and the building's tenant work with the Commission to create and install appropriate alternate signage compatible with the neighborhood's historic character and a much less intrusive style of emergency/public safety stanchion. It is such an important but also challenging position. I write in support of the two items from South Salem. I have lived at 30 Ocean Avenue since 1984 and have worked at Salem State since 1979. 1 have walked to and from campus several times a week for over 30 years. I support the installation of university signage at the Salem State School of Social Work. The external appearance of the former Temple Shalom has been preserved, including several religious symbols at the former main entrance. The university signage is modest and in keeping with signage at all university locations. It certainly does not detract from the neighborhood. I also support the waiver of the six-month demolition delay on the properties at the corners of Lafayette Street and West Avenue. This project is an excellent one and long overdue. I think it is telling that the abutters to these properties and those of us who walk by it everyday, as opposed to those who live far away and only drive by, want this project to move forward without further delay. The existing buildings add nothing to the historic nature of the neighborhood and removing their blight would represent a significant improvement. Thank you for your consideration of these positions. I contacted SSU and was told that David Pabich is the owner and then emailed David. Below is my email and his response, saying he would forward it to SSU (I don't know who he forwarded it to). I also talked with Adria at SSU on 1/26 and she said she would check in with John Keenan to see how he wants to handle it. Could you please just give an update to the SHC(and put it in the minutes)telling them that Councillor Turiel called about the sign,the owner was contacted and referred it to SSU. SSU is aware and we are awaiting their action. The 1%story building is constructed in brick and is designed as a Neo-Classical temple with a pedimented gable front facing Lafayette Street. Decorative details are focused on the building's recessed entrance,which features a blind fanlight with a Star of David set in a roundel, and tie pedimented gable,which is supported by massive squared columns with acanthus capitals enscribed with Stas of David. Proposal Salem State University leases this building for its School of Social Work. Recently,the University installed a freestanding aluminum post-and-panel sign to the left of the building's entrance on Lafayette Street. The sign is 36" x 48" in dimension with the top panel set at 72" above the ground.
