Two years later,Langmaid built his own house at 17 Linden Street,which backs on to his sons'property. There is no record in the file for this work and no Commission approval was granted.The new owners of#268 did receive a Certificate of Non-Applicability in July of 2017 to replace dark gray 3-tab asphalt roof in-kind. As shown in photo #1 taken in December of 2016,there were no downspouts at that time on#268 and what appears to be a replacement gutter was located on the facade only. There was no gutter on the side elevation. This apparent violation should be addressed separately from the current application for#266 and should not set a precedent.Of particular concern is the placement of the downspout on the fagade of#268 and not on the side elevation as seen on #266. For the subject application for#266,it appears there is an integral gutter system built into the roof cornice detail of the main building and entrance bay,which would be original to the building's construction. The building is symmetricallly arranged with a concave mansard roof, a 2-..story edtrance bay, and corner quions. The window trim on each floor is unique: brack- eted hoods on the first floor, simple moldings on the second floor, elaborate window caps on the front pay and traingular pedimented dormers with segmentally arched lintels in the roof. Currently,the entry stairs are in wood with stained treads and painted risers.#266 is seeking approval to replace their stair treads with composite materials "Azek).The entire stair system for the double house is deteriorating and in need of restoration, however,the owners are only seeking to rebuild one section of the stairs at this point. The Commission recently approved composite material for risers only at 95 Federal Street with that owner seeking mahogany for treads. The Commission also approved a hardwood (Ipe) for stair treads and porch decking at 265-267 Lafayette Street. Research of design guidelines from other historic district commissions found similar standards for approving composite materials for risers bit=for treads. This building is one of the best preserved Second Empire buildings in Salem. Future preservation of this building could be complicated by the separate ownership of the two halves of the building. I apologize for not attending, I had a long standing commitment to make a proposal to a board of directors in California on a conference call exactly at 7 pm(4 pm PST). Tyna tells me that our neighbors did not attend and were not represented at all. That's regrettable. In case she was not able to convey the message,while we worked hard to establish a collective plan to renovate the front of the building in the first few months of their residence, the Repperts have since decided to withdraw from any joint efforts. At this point we're each getting our own contractor to rebuild the front steps, for example. Meanwhile,we have just this week begun the process of contracting to install solar panels on the mid 1940's- vintage garage located directly behind the property. In a conversation wit-i Patti in July about our back deck, she explained that the Commission is focused upon esthetic continuity anc authenticity on historic homes within the City......as they are seen from the street". As such our back deck would not be of concern to the Commission. Following that logic we felt confider_t that the far-from historical brick and concrete garage, blocked almost entirely from view from the street, would similarly be exempt from review and approval. This is not to say that we have continued to let the garage deteriorate into the eye-sore it was when we purchased the property. To the contrary we've invested well over$20,000 restoring the building including a new roof,three new wooden, custom built(unique sized)motorized garage doors, two new human doors, new epoxy sealed floor,new electrical service, interior and exterior lighting. The net result is that we enhanced our property value, and Salem replaced a dilapidated eye-sore with a showcase. But based upon our conversation with Patti and my experience with other Historic Commissions in other cities, we never felt the need to get pre- approval for enhancements to a building neither historical nor visible from the street. Using that same logic we feel confident that solar panels on a non-historic building well behind our house would fall into the same category. However, due to the considerable investment these panels represent we would like to hear back from your Commission as soon as possible,via email is fine, that we are all in agreement, that we are free to install solar panels on our garage roof, thereby reducing the ecological foot print of the City of Salem. Our original joint application to the commission was to resolve exterior paint color concerns. What does the commission need from us to move this to closure? I have spent several thousand dollars on a window restoration contractor to repair and maintain the lattice window work in our side of the front vestibule in the last few months and I very much need to get the new glazing sealed before it is too cold to paint. I will be doing that in the next few days, using the lighter ecru trim color that was originally on both sides of the building. If at a later time the commission determines it must be repainted we will do so but after having both northern panels blow out in a storm last March I am committed to doing whatever I can to prevent a repeat this winter. b. I do not seem to have any correspondence from the commission referencing the windows on the third floor of 266 Lafayette Street. I would appreciate it if you would kindly email if possible, or mail me a copy of that correspondence. I have been in contact with Harvey window regarding the installation date and warranty period of the third floor windows and will forward the information to the commission when I hear back from their representative. c. I have attached a Word document with URLs and images of the balusters,railing and stair treads that the owners of 266 and 268 have agreed upon for the front stairs and front porch repairs and replacement for your review. The owners of 266 and 268 will be using separate contractors for the work on their respective homes. We have instructed our contractor to submit his proposal for the repairs to the front stairs to the building inspector. When we have a proposal that we are confident will pass his approval we will submit an application to the commission. The stair treads in front of 266 are in a state of disrepair that in the cold weather pool water and ice. We feel very strongly that they present a public safety hazard and are committed to getting them repaired before the winter season. I apologize for not attending, I had a long standing commitment to make a proposal to a board of directors in California on a conference call exactly at 7 pm(4 pm PST). Tyna tells me that our neighbors did not attend and were not represented at all. That's regrettable. In case she was not able to convey the message, while we worked hard to establish a collective plan to renovate the front of the building in the first few months of their residence, the Repperts have since decided to withdraw from any joint efforts. At this point we're each getting our own contractor to rebuild the front steps, for example. Meanwhile, we have just this week begun the process of contracting to install solar panels on the mid 1940's-vintage garage located directly behind the property. In a conversation with Patti in July about our back deck, she explained that the Commission is focused upon esthetic continuity 2 and authenticity on historic homes within the City......as they are seen from the street". As such our back deck would not be of concern to the Commission. Following that logic we felt confident that the far-from historical brick and concrete garage, blocked almost entirely from view from the street, would similarly be exempt from review and approval. This is not to say that we have continued to let the garage deteriorate into the eye-sore it was when we purchased the property. To the contrary we've invested well over$20,000 restoring the building including a new roof, three new wooden, custom built(unique sized) motorized garage doors, two new human doors, new epoxy sealed floor, new electrical service, interior and exterior lighting. The net result is that we enhanced our property value, and Salem replaced a dilapidated eye-sore with a showcase. But based upon our conversation with Patti and my experience with other Historic Commissions in other cities, we never felt the need to get pre- approval for enhancements to a building neither historical nor visible from the street. Using that same logic we feel confident that solar panels on a non-historic building well behind our house would fall into the same category. However, due to the considerable investment these panels represent we would like to hear back from your Commission as soon as possible, via email is fine, that we are all in agreement, that we are free to install solar panels on our garage roof, thereby reducing the ecological foot print of the City of Salem.
