Liming that time, several designs were proposed, and the Commission had an opportunity to consider them and the response of interested neighbors to them. The outcome of that process, plans presented by Mr. Maguire's architet Favid Jaquith on May ll, represents a general design concept sensitive to the architecture of the neighbor- hood eighborhood and to which the Historical Commission gives unanimous approval. As you ]mow, the section of Lafayette Street in question possesses an excellent collection of architectural expressions of the Victorian ppv% period in a highly visible $alem location. The Maguire/Jaquith proposal calls for relocation of AkwenAwftagaphrked carriage house from behind the "Gothic Cottage" at 260 Lafayette atreet to a location at the front of the site. This would place it adjacent to the Ween Anne residence it copies and for which it was built. New construction, sensitive to the Victorian mode, would be to the rear of the carriage house. This plan, rather than intruding upon the Victorian elements in the area, would repeat them and carry them through this important section of Lafayette Street. Driveway entrance from Laurel Street should be carefully landscaped to maintain the quiet residential feeling of that street. Specifically, then, the Commission would make the following comments 1. The Historical Commission unanimously approves the general concept for the development of 14 condominium units in the relocated carriage house and new construction to its rear. 2. This approval is strictly contingent upon periodic review by the Commission oa all design decisions and/or revisions prior to the beginning of construction, including restudy of the finistration of the new units (windows. balconies. French doors). 3. Approval is also contingent upon Commission ,jurisdiction over siAe development and landscaping including the sensitive Laurel street entrance. 4. Fartherg the Commission must * assured that the architect will follow the project through the construction phase. 5. Finallyr approval is contingent upon the successful rehention of the carriage house. Should the carriage house be found unsound or any further complication to its retention be discovered, this approval is null. Robert Maguire 's proposed development on the site of the former Ives Greenhouse property on Lafayette Street and wishes to comment on the proposal. Originally, Mr. Maguire came before the Planning Board on March 28, 1983. At that time he was proposing a development of eighteen units with a facade the Planning Board felt was incom- patible with the streetscape . Following a lenghty discussion as to overall density and architectural features of the surrounding neighborhood, the Planning Board requested several modifications in the plan: Since the overall density of the area is approximately 2500 sq. feet per unit, if Mr. Maguire's development was kept at fourteen units , the resulting density would be 2900 sq. ft. , which would be compatible with the neighborhood. The Planning Board also suggested that Mr. Maguire engage an ar- chitect to investigate various facades which would be more com- patible with the existing neighborhood. Mr. Maguire met next with the Planning Board on May 19, 1983 • At that time , he brought us up to date on the various changes he had made on his plans, as well as his discussions with the Historical Commission. The Planning Board is quite pleased with the resulting development. The density will be kept at 2900 sq . ft, per unit. In addition, the flan to move the carriage house to the front of the property will help insure the architectural integrity of the neighborhood. Further, the design features of the new units , as well as their facades will further enhance the prevailing archi- tecture of the neighborhood. It should be noted that with the new design, there is adequate parking space for twenty-eight cars which, as you know, exceeds -2- what is required by our zoning ordinance . Improvements he has made to the overall plan, including landscaping and other buffering devices , should minimize the impact of the development on the neigh- borhood. The Planning Board has found the on-going discussions with the developer to be a worthwhile planning tool. Although the Board was hesitant about this project in the beginning, the de- veloper has met each of our objections with a suitable change. Box ',50 Bedford, MA 01730 Re: 256-260 Lafayette Street Dear Sirs: It has come to the attention of the Salem Historical Commission that there are certain important discrepancies between the plans for 256-260 Lafayette Street and the actual work already done at the site. Some of these discrepancies the Commission has decided to let be. These include the lack of proper trim around the sliding doors, the reversed nature of the clapboards (smooth side should be to weather), and the willingness to accept diagonal lattice underneath all porches instead of the vertical boards that are called for in the plans. The discrepancies that the Commission feel are too important to be overlooked are: / 1. The arched windows on gable ends at rear of building. The applied muntins should be removed from the inside, and the fan patterned clapboards above one of the windows should be replaced with straight, horizontal clapboards. 2. The railings on all porches and stairs - left elevation and rear. David Jaquith is going to draw up a modified design for the rail system. We would like to see a small section of rail fixed with David's design solution.' At that time we will decide whether to have you do all the rail this way and paint them white, or just have you paint the rails white. This will include the rail on the six family building in the rear. 3. The dormer windows - left elevation. Underneath these windows, a trim board the width of the fascia should be applied. Also, the far left dormer should have a trim board applied above the window as well, to be width of other two sides of the triangle that will be formed. 4. Vertical boards planned for underneath all porches. As said before, the Commission would accept lattice installed diagonally with trim of appropriate width. i - 2 - G� 5. Chimneys. The Commission felt very strongly that chimneys should be dismantled down to below the corbeling, and then rebuilt to the height and / design called for in the plans. You should also know that at least one of the chimneys is most likely in violation of the 10-2 rule of the building code. 6. The cement pad for heat pump/A.C. - left elevation. This is unacceptable �;. to the Commission and unless there is no way that this can be placed in 5�- the rear with other heat pumps, this will not be approved. 7. The free standing building - rear-right. This is an otherwise bland building, and the stepped window treatment and trim band called for in r"r^� the plans are very important to the building's character. The plans should be followed here. 8. Whole right elevation - on this side, the plans seem to be completely 5 ignored. The windows are out of scale and in the wrong places, there is nol fanning on the gable ends,there is no trim around the windows, and doors, A and the railing does not match. David Jaquith will be drawing up a design solution, which if approved by the Board, should be implemented. j �9. Walkway--zxightelevat3on.=The cement walkway shown in plans has been V// left out and-should be poured. . A0.=The Carriage House. a. The turret composing the right hand rear corner should have rail around top to match rail over front bay. b. The new door on right elevation has platform and rails which should be treated the same as the ones discussed in 412. c. Front stair base. David Jaquith will draw design solution; which if passed, should be implemented. 11. Old House (Russian's House) a. The electrical entry and meters must be moved. This is a museum condition house and to have something like this visible is completely unacceptable and will not be tolerated. b. If any transformer is put in, the Commission must first have a drawing to show where it will be placed. The design will be considered unacceptable unless placed in the most inconspicuous part of the lot. / c. The trim around the new doors on the right elevation and at the rear / must be expanded to match the doors' scale with the rest of the VVV building. d. While the Commission approves the concept of the project as a whole, we have strong reservations about the treatment of the Gothic Cottage at 260 Lafayette Street. Not only is this house unique in Salem, there being no other examples of its style and type surviving in the city, but it is also one of the most outstand- ing Gothic Revival dwellings in New England. Because of this extraordinary archi- tectural significance, the Commission has stated that it will not approve any exterior alterations to this structure. We are also very concerned about the pro- posed development of the cottage into five condominium units. We feel that this many units will require extensive interior alterations which will destroy a good deal of the building's original architectural fabric. Under these circumstances, we feel that the Planning Board and the Board of Appeal have a unique opportunity to protect this very special building.
