David Crosby, owner of the real estate located at 22 Kosciusko Street in Salem, on which is located a building which the Board of Health of the City of Salem has condemned and is in the process of arranging for demolition. Mr. Crosby has had a multitude of problems since purchasing this real estate which have prevented him legally from converting it to a single family residence which he planned to do in the first instance. At this point, he cannot convert this building into a residence because of the zoning requirements, but he is ready, willing and able to convert it to whatever use is legally allowed. He has had builders examine the property and has been told that the building is structurally sound. Mr. Crosby or his father check the building regularly for any signs of damage so that they can make repairs. Under the zoning law adopted by the City of Salem, Mr. Crosby is allowed to make whatever repairs are necessary on the property to make it safe. He has been keeping it safe and he intends to continue inspecting it regularly and make necessary repairs. Obviously, the building is an unsightly structure in its prosent state and Mr. Crosby desires and has the means-to improvo its appearanca. Cameron: Mr. 'Chalifour has asked me to reply to the letter of March 19, 1976 from the Board of Health regarding the property at 22 Kosciusko Street owned by W. David Crosby. Mr. Chalifour received a phone call from Dir. Crosby's attorney, Mr. Farley, seeking support for his client's desire to renovate this property. Mr. Chalifour told Mr. Farley the ComaLission would not do so until his client presented plans showing what he intended to do to the building. The Commission would approve such plans only if they were deemed appropriate to the neighborhood, pending the decision of the Board of Health. As we indicated to the Board of Health previously, the Historical Commission will support the Board's decision in this matter. Mr. Farley indicated to Mr. Chalifour that his client would have plans for the Commission to review at its next meeting on April 7, at 7:30 p. m. at One Salem Green. To date„ the Commission has received no further communication from Mr. Farley or his client. We shall be in contact with you as soon as we receive and review Mr. Crosby's plans.
