black asphalt, ceiling to .Hatch existing with rafters remaining exposed. Stairs to be closed skirt with slats to
match mudroom. All walking surfaces to match those approved for mud room. Vertical slats to be paitned
body color; all else to be painted trim color. Two downspouts to be located at "x"on drawing. Reuse existing
brackets and replicate new brackets as necessary. Rake board to be exposed rafter with end to contour profile
ofgutter. Railing height ofporch to match existing. Reuse columns or replicate in kind(including location and
design of chamfer).

6 Gifford Court- In June,2001,a Certificate ofNon-applicability was issued to replace existing 2/2 double-hung,
single-glazed,true d.vided-lite wood windows in-kind at 6 Gifford Court.
8 Gifford Court-In June,2002,a Certificate of Appropriateness was issued to replace all windows at 8 Gifford
Court with new wincows to match the windows recently approved and installed under Certificate ofNon-
applicability at 6 Gifford Court.
24 Gifford Court-In January,2004,the owners of 24 Gifford Court applied for a Certificate of Appropriateness to
replace existing windows with new windows to match the windows recently installed at 6 Gifford Court and
approved under prio-Certificates of Non-applicability and Appropriateness at 6&8 Gifford Court.
Following individual site visits and review of files, Commissioners determined that the windows approved for 6
Gifford Court under Certificate ofNon-applicability were in-kind replacement of 2/2 true divided-lite,single-glazed,
wood windows. What was installed, however, were 1/1 wood windows with exterior and interior glue-on muntins
simulating 2/2 configuration. These windows are not in compliance with the Certificate of Non-applicability of
June, 2001 and thus, technically in violation. In discussing this matter, Commission members cited problems with
glue-on muntins, including poor performance(falling off at 129 Essex Street),the appearance of the gap between the
interior and exterior muntins and the unpainted sash rebates, which show through the inter-space of the insulated
glass panels.
CONSEQUENTLY, The application to replace windows at 2.4 Gifford Court with new windows matching those
recently installed at 6 and 8 Gifford Court was not approved. A Certificate of Appropriateness was issued to replace
window sash at 4 Gifford Court and both sash & frames at 2 Gifford Court with new 2/2, double-hung, single-
glazed,true divided-lite wood windows matching those originally installed(and partly surviving)on the house. The
owners of 24 Gifford Court (Donna Yates) stated that they did not want to create problems for the owners of 6
Gifford Court.
THEREFORE,on February 4,2004,the Commission unanimously VOTED:
I. To take no action on window violations at 6&8 Gifford Court, in view of the misunderstanding by the property
owners about what had actually been approved in the Certificates of 2001 and 2002, and also in view of the
delay before this misunderstanding and resulting violations were brought to the attention of the Commission.
2. To place a memo in the files of 2,4, 6 & 8 Gifford Court summarizing this matter and stating that the I/1 wood
windows with exterior and interior glue-on muntins, as currently installed at 6& 8 Gifford Court,were installed
without approval of the Commission and are not entitled to be retained in perpetuity under future Certificates of
Non-applicability.

Reconstruct existing east(secondary) entrance addition per plan and elevation drawings submitted 5121103. Wood
clapboards, skirt and corner boards to match existing under vinyl. Window to be 2-over-2 wood true divided lite, 61"x
28,"centered under existing 2nd floor window with sill to align with existing 1st floor windows. Roof to match pitch and
align with ridge of shed roof on existing south porch, with black asphalt 3-tab shingles. Door to be single wood 4-panel
door to match existing double doors on south porch. Vertical boards under addition to match existing(1x4 with V2"
space). Railing to have 4x4 wood pasts with pyramid caps, Brosco molded top and bottom rail and 1%"square balusters
spaced 3-4"on center. Balusters shall not be mounted on face of rails. Vertical boards to be painted body color and
corner and skirt boards, balusters&railings to be trim color as previously approved. Stair treads and decking to be
stained brown mahogany. Foundation brick unpainted.
Removal of existing concrete retaining wall and construction of stone retaining walls around new drivewayper plan and
elevation drawings submitted 5121103. New walls to be constructed of stonework to match retaining wall at 13 River
Street and have no cap. Walls to be 18"thick, aligning with top of retaining wall on abutting property. Top of walls to be
level with grade and bottom of wall to tape along slope of driveway. Walls to extend no further than 30'into the property
from the sidewalk Retaining wall to include new slate steps and alteration of lower wood stairs as noted in drawing.
