PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply fix approvals well in advance ul'connnencing anv exterior work. Before making aM changes to the exterior ora property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&C'onununity Development to
discuss propoied alterations and to determine the category of the application(Appropriateness, Non-Applicability or I lordship).
B. rhe Commission normally meets on thefirst and third Wednesdays of each month and notices are posted at City l]all. fhe meetings are held a:
120 Washington Street,3rd floor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An applicalioi for a Certificate ol'Appropriateness or Hardship must be received by 3:00 p.m. on the Monday 16 days before the meeting in
order to make the agenda. An application fix it Ccrfificatc ol'Non-Applicability may normally be added to the agenda up to the day ofthe
meeting. In some cases,a Certificate of'Non-Applicability may be issued by the Clerk,without review by the fill Commission,after notit'ying
Commission members and allowing 24 hours fir any objection. There is no fire for any applications.
D. All applications for Certificates of Appropriateness or l hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 clays before the hearing and abutters must be notified in writing. Commission stat'(will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
I?. Applications rust be submitted by the owner ofthe property. A contractor for the owner,at the owner's request,nmysubmit an application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
P. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of
photographs.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to nuke it
determination. Applications for paint colors should include a paint chip or chart. 1'hc following items should be included in your drawings as
applicable:

3. Dc:ails/profiles(i.e. moldings, fence caps,cornices,vents,etc.);
4. Materials(i.e.wood, brick,etc.):

H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them he present at the hearing. I f the appl ication is approved.

A person commencing or completing work to the exterior ofa building in an historic district without the necessaryapproval of the Commission is subject

• Apply recommended cedar breather over house wrap.
• Apply Mabec white cedar super clear shingles, with two coat's of finish,color to be one of the two
colors discussed, colonial blue or spruce blue.

E. Applications must be subutiued by the ownerol'the property. A contractor for the owner,al the owner's request,may submit an application on
the owner's behalf'. In case of it tenant,a waiver of the owner's appearance may be granted at the discretion of the Commission if jt is requested

F. All applicationsmust include three to liar 35mm photographs (it'existing conditions. No certificates can he issued prior to receipt of
photographs.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other inlbmtation needed for the Commission to visualize the changes in order to make a
detenn i nation. Applications for paint colors should include a paint chip orchart. Thatitllowingitems,houldbcincludcdinyourdrawingsas
applicable:
1. Site plan showing location of improvements;
2. Elevation drawings ofthc specific improvements:
3_ Delailslproliles(i.e.moldings,fence caps.cornices.cents,cue.);
4. Materials(i.e.wood.brick,ctc.):
5. Dimensions(i.e.size of trim):and
6. Transformers.heat pump and condenser locations,electrical envies and meters,lamp posts.stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vole. Owners
having professional consultanu such as architects or contract r are urged In het e them be present at the hearing. If the application i,approved.
a Certificate will be mailed to the mailing address provided ou the application and copies will he sent to the City Mil,and Building Inspector.
