Since Unit 209 is at the back of the property adjacent to Fowler Street and the parking lot (Exhibit 3), windows are not visible from the front on Flint Street (Exhibit 4). Installation will be performed by Pella Windows according to the specifications in the attached proposal (Exhibit 5). The new windows will have wood frames, will be painted white, with appearance, dimensions and the number of panes to match existing windows in the rest of condominium as closely as possible. It is our understanding that these specifications and the contractor have been approved by the City of Salem per e-mail from Ms. Natalie Lovett dated 10/8/14 (see Exhibit 6). Reasons for Replacement: 1. Existing windows have been previously replaced but we are told that the workmanship on these in the rear of the building is inferior and not at the same standard as the originals. 2. The windows do not work properly and some can only be opened with great difficulty due to missing weights and/or springs, resulting in extremely heavy bottom sashes (Exhibit 7). 3. The windows are not energy efficient and do not seal properly resulting in substantial loss of heating and cooling (Exhibit 7). 4. Existing windows appearance is aesthetically unappealing (Exhibit 8) and will require major painting/maintenance from the exterior at considerable expense. 5.
