Staff Comments: The applicants are proposing to replace the roofing on the upper portion only of this building's mansard roof. They are proposing to replace the existing 3-tab asphalt shingles with CertainTeed Landmark Pro architectural shingles in Granite Gray color.The lower portion of tie roof will remain slate. A previous owner of this property applied for and received a Certificate of Appropriateness in 1997 to remove the slate on the upper slope and replace with new materials. The Staff Memorandum 21 Flint Street—Architectural Roof Shingles July 11, 2017 Commission approved replacement in either dark grey 3-tab asphalt shingles or synthetic slate. The owner decided to install a 3-tab asphalt roof. The current owners are now seeking to replace the 20 year old 3-tab asphalt roof with an architectural shingle. Previously, the Commission has denied this model of architectural shingle due to its prominent angle cut. In 2015,the Commission denied a request for these shingles at 89 Federal Street,a center entrance late Federal style house with a highly visible side gable roof. The subject roof at 21 Flint Street is much different visually than 89 Federal. Unlike 89 Federal,the upper roof slope of 21 Flint is only visible from certain vantage points on Flint Street and adjacent Chestnut Street(see image below). When viewing 21 Flint from directly in front of the house,the upper roof slope is not visible (see photo on page 1). In the past, the Commission has approved architectural shingles only on a case by case basis based on shingles with straight cut edges. The shingles that have been approved by the Commission are Certainteed Hatteras and GAF Slateline in dark gray. The Commission has not approved architectural shingles with an angled cut, such as GAF Timberline shingles. Please let me know if you have any questions. Evaluate the characteristics of the building in terms of other buildings within the community. A good example of the Second Empire Style,21 Flint Street is a mansarded two-story dwelling with an irregular plan. Resting on a granite foundation,the building is clapboarded with a hip-on-mansard roof with concave sides. The roof is sheathed in slate shingles cut in a fishscale shape and punctuated by ornate pedimented dormers with scroll bracket bases. The narrow elevation facing the street displays two 6/6 windows on the first floor which are capped by low gable hoods supported by two knobbed brackets. Footed sills are located below. On the second floor there is a large three-sided oriel window suspended by two large ornate beaded brackets and decorated by brackets and horizontal panels. Many of the remaining windows on the building are simple 2/2 sash with molded surrounds and blinds. Outlining the building are chamfered comerboards while the frieze alternates paired brackets with sets of three smaller brackets. Occupying the space between the main block and the two-story mansarded projection extending to the south is a single-story entrance porch displaying chamfered posts spanned by arched members with a bracketed cornice above. The posts rest on bases with raised medallions and are spanned by jigsawn balusters above wooden steps. Projecting from the north of the main block is an additional two-story mansarded wing displaying a somewhat rougher, unmatched mortared stone foundation. Fenestration includes paired 212 windows and both omate bracketed lintels and flat entablature lintels. Running along the sidewalk is a handsome capped wooden fence featuring jigsawn balusters between square newel posts. HISTORICAL NARRATIVE Describe the history ofthe building. Explain its associations with local(or state)history. Include uses of the building and the role(s) the ownersloccurpants played within the community. The house at 21 Flint Street (21 Dean Street until 1888)was constructed in 1871 for George W. Bruce, a currier, and his wife, Eliza. The Bruces purchased the lot from Samuel P. Andrews in 1871 for$3300. Andrews lived at what is now 17 Flint Street. Bruce was granted a building permit in 1871 and also received a mortgage of$2500 from Andrews for the purpose of constructing a new dwelling. In 1875 Andrews foreclosed upon the mortgage,waiting until 1877, after the death of Eliza Bruce,to sell the house. The property was then auctioned to John Culliton,a successful leather merchant who lied on Federal Street,for$6700. As early as 1878 the house was occupied by the family of Culliton's business partner, Charles H.Tuttle. After Culliton's death in 1888,the Tuttle family purchased a majority(three-quarter) interest in the property. Members of the Tuttle family occupied the house from 1878 until 1969. In 1878 Kate Tuttle was granted a building permit for an addition. Charles H. Tuttle was a Boston accountant who also maintained several Salem businesses including Culliton,Tuttle and Co., located at 105R Mason Street in the 1880s. Tuttle's son, Charles C. Tuttle, also an accountant, continued to reside at 21 Flint Street after his father's death in 1934(Vinson 1992). Recommended for listing in the National Register of Historic Places.
