Could the unit be placed behind the house? No,there is a deck that prohibits this location. ■ Could the slim duct proposed to the right of the window be relocated to the left of the window to be closer to the other duct and eliminate the need for the horizontal length under the 1"story window? Yes, this can be done. ■ When was the existing condenser unit installed? Is this condenser for your unit? If so,will it be removed? The original unit was installed prior to us purchasing the house in February of this year. I don't have any information on when the unit was installed. The current condenser functions to cool the first floor only. Tie additional condenser will provide cooling to the second and third floors and heat to the third floor. ■ And finally,are you able to attend the Historical Commission meeting next Wednesday night at 7pm? SEP 2 9 199$; BUILDING FORM 183 Federal Street ARCHITECTURAL DESCRIPTION See continuation sheet. Describe architectural features. Evaluate the characteristics of this building in terms of other buildings within the community. This 2 1/2-story, 5-bay, center-entry, gable-end house is 3 bays deep with both a 2-story and a 1-story, rear ell. A pair of interior, end chimneys are situated on the front slope of the roof. Because of their position, it seems likely that another pair once existed on the rear elope. Window frames are molded and window sash are 6/6. Elements consonant with a Federal period date of construction are the traditional, five-bay, center-entry form, paired chimneys, close eaves, slim cornice and second story windows set directly under the eaves. The handsome pilaster/architrave/cornice door frame of the main entrance suggests transitional Federal/Greek Revival period date (1830'x-1840'x) . It has some of the weightiness of the Greek Revival Style, especially in the cornice, but retains the short sidelights and overall slimmer proportions characteristic of the Federal style. HISTORICAL NARRATIVE X See continuation sheet. Discuss the history of the building. Explain its associations with local (or state history. Include uses of the building and the role(s) the owners/occupants played within the community. r This house stands directly in front the dwelling at 183R Federal Street (see l Form No. 658) . The lots on which both 183 and 183R are located seem to have been part of a singe parcel that was subdivided from the William Shepard Gray property (see 177-179 Federal Street, Form No. 655) in 1818. The first house on that lot may have been that at 183 Federal Street, probably built between 1826 and 1832 during the ownership of Michael Pitman, tanner. Pitman also owned the house across the street at 180 Federal Street and the adjoining tannery (See Form No. 611) . Pitman bought a vacant lot for $500 in 1826 and sold the property to Andrew Lunt, wheelwright, in 1832 for $1025, more than twice his purchase price. Existing data leaves unclear what buildings existed on the lot when it was sold in 1832. Research of the 1832 deed may provide additional information. 4 A comparison of detailing on the two dwellings suggests the house at 183 Federal Street may have been built earlier than the one at 183R. The well-preserved, Federal detailing and transitional Federal/Greek Revival door frame at 183 Federal Street suggest a c. 1830 date of construction. The less well-preserved house at 183R y%de_ral Street is more difficult to date because of the scarcity of original trim. Placement of its second floor window frames a good distance from the eaves indicates a later date of construction. Visual assessment of the architecture and deed research implies 183R may have been built between 1840 and 1858. The original, larger lot was subdivided into two separate parcels in 1858 when 183 Federal Street was sold by Ezra Lummus, a blacksmith, to William Tuttle BIBLIOGRAPHY and/or REFERENCES X See continuation sheet. Be prepared to apply for approvals well in advance ofixmrnencing any exterior work Before making any changes to the exterior of a property in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). The Commission normally mets on the first and third Wednesdays of each month and notices are posted at City Hall The meetings are hekl at 120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear aid be heard on any matter before the Commission before it reaches a decision C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. The following items should be included in your drawings as applicable(exhibits should be 8'/2 x I I or be able to be folded to 8%:x 11): I. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements; 3. Details/profiles(ie.moldings,fence caps,cornices,vents,etc.); 4. Materials(i.e.wood,brick,etc.); 5. Dimensions(ie.size of trim);and 6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. Ifthe application is approved, a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City C link and Building Inspector. Please note that the application can be continued until the next meeting if the Commission deems necessary(Le.for reasons of incomplete drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the applicant waives that requirement in writing. 1.
