of Appropriateness for the installation of greenhouse window that had already been installed at
your property at 169 Federal Street. As part of the denial, the Commission required that the
window in violation be removed by June 30, 1996 and the facade be returned to original
condition. As of this date,the greenhouse window has not been removed.

ARCHITECTURAL DESCRIPTION See continuation sheet.
Describe architectural features. Evaluate the characteristics of this building in terms of other buildings
within the community.
This 2 1/2-story, 5-bay, center-entry house is 2 bays deep and with a wing
on the south side. The only visible ornamental element is the fine,
Italianate gabled overdoor with returns on scroll brackets. Window frames
and all save trim, cornice and gable returns are covered with aluminum siding.
Fenestration consists of 6/6, double-hung sash.

Discuss the history of the building. Explain its associations with local (or state history. Include uses
of the building and the role(s) the owners/occupants played within the community.
� The John Huse House is located on upper Federal Street which developed as a
residential neighborhood in the early to mid-nineteenth century. Many of
the residents were tanners and curriers in the nearby leather district on
Boston Street. During the early nineteenth century, Salem's shoe and leather
indust-v expanded rapidly to dominate the manufacturing sector of the local
econor. the late industrial period.
John Huse, a currier at 59 Boston Street in Salem, built this house and the
house at 171 Federal Street c. 1845. In 185C, James Braden, a tanner and
currier, purchased the house for $2,850. He sold it to Mary Millett in 1866.
Having become a successful manufacturer in the leather industry, Braden built
a fine house at 170 Federal Street (see Form No. 616) the next year.
In 1872, Mary Millett sold the 169 Federal Street house to James S. Newall,
,. who retained the property until 1890 when Mary J. Saunders purchased it.
Several members of the Saunders family lived in the house. The women were
dressmakers, who at one point, ran their bus'-nese out of the home. Most of
the male family members living at the property were employed as curriers
and shoemakers. The house remained in the Saunders family until the
mid-twentieth century.

This property on upper Federal Street is significant on a local level with
regard to the above-referenced criteria for inclusion in an expanded Chestnut
Street Historic District for its scale, architecture, archeological potential,
associations and relationship to the existing historic district.
In conformity with the justification cited for previous expansions of the
Chestnut Street Historic District, upper Federal street "has changed little
since the early 19th c. . . . .Architecturally, the houses are less imposing and
more informal than the more prominent high style examples in the existing
district of which they are contemporaries. These are the houses of Salem's
artisans, craftsmen, and small merchants, many of who played important roles
in Salem's history. . . .While the moneyed and influential residents of Chestnut,
Essex and [lower] Federal Streets were directing and charting the affairs and
economy of the city and nation, the residents of this area were the workers
and tradesmen who serviced the others and performed less glamorous tasks."
Similarly, upper Federal Street is "an excellently preserved, cohesive
streetscape. There are no gaps; the newer construction was accomplished in
character and scale consistent with existing stock. "
In terms of architecture, the properties on upper Federal Street accordingly
are "more modest examples of the higher-styled Georgian, Federal, and Greek
Revival properties found elsewhere in the district." Analogous in setting,
"The. . .area is characterized by small house lots and consequent high density.
Open space is limited to small yards to the rear of houses. "

Dear Homeowner:
I have recently received an Application for a Certificate of Appropriateness from you
concerning 169 Federal Street. Because it has not been signed, I cannot accept it as a complete
application and have returned it to you.
If it is your intent to make the greenhouse window non-visible from the public way, I
would suggest that you apply for the greenhouse window under a Certificate of Non-
applicability. If the shrubbery has already been planted, I suggest you enclose photographs
showing all the views from the public way. If the shrubbery has not been planted. I suggest you
enclose a planting plan illustrating the location, name and heights/widths of proposed plants.
I also noticed that your application does not address window replacement that allegedly
occurred. Until the Commission resolves all issues, your property will continue to be on the
Commission's list of violations and be subject to enforcement.
Finally, if you are planning to do any other work in the next year, you may want to apply
now. In this way,you will only have to come before the Commission once and any Certificate
issued will be good for at least one year.
