Dear Ms. Hypes:
Thank you for your letter describing your color choices for the properties
at 155-157 Federal Street. At i=s meeting of September 5, the Commission
approved the body and trim colors for the building.
While the body colors were found appropriate to the period of the building,
the Commission voted not to approve any of the door choices. The Commission's
finding was that the purple doors would be incongruent with the historic
character of the building and neighborhood. We would urge you to consider
alternatives, and we would be happy to review them at our meeting on October
3.
Some question was also raised concerning color and reinstallation of shutters
•on the building. We would appreciate if you would clarify your intentions
when you present the application for the door color. An application is
enclosed. If you have any questions, please do not hesitate to call me.

Dear Ms. Hypes:
Thank you for your letter describing your color choices for the properties
at 155-157 Federal Street. At its meeting of September 5, the Commission
approved the body and trim colors for the building.
While the body colors were found appropriate to the period of the building,
the Commission voted not to approve any of the door choices. The Commission's
finding was that the purple doors would be incongruent with the historic
character of the building and neighborhood. We would urge you to consider
alternatives, and we would be happy to review them at our meeting on October
3.
Some question was also raised concerning color and reinstallation of shutters
,on the building. We would appreciate if you would clarify your intentions
when you present the application for the door color. An application is
enclosed. If you have any questions, please do not hesitate to call me.

I was delighted to receive your recent brochure regarding the
historic commission and how it works. As a new resident on
Federal Street, I had heard of the Commission but had no hard
information on policies, procedures, etc. (As a matter of fact,
I was going to offer to write such a brochure for free, as I am
a free lance writer, but I see somebody beat me to it! )
The purpose of this letter is to obtain a Certificate of Approval
regarding the exterior painting of my house at 157 Federal Street.
This is a bit of a sticky wicket, as painting is nearly completed.
I had not sought a Certificate of Approval prior to this , as I had
been told that one was not necessary in painting a house the same
color. In addition, the paint had already been purchased by the
previous owner and I had no control over the choice of Colo .

Dear Mr. Buso and Ms. Jarnis:
Thank you for coming to our meeting last night. I am enclosing a Certificate
of Hardship for the roofing job at 155 Federal Street which was approved
by the Commission later in the meeting.
The Commission elected to approve a Certificate of Hardship rather than the
customary Certificate of Appropriateness because of the special complications
involved in this application. The feeling of the Commission was that though
ultimately the financial liability belonged to the contractor, this would
probably not be determined without further delay and possible litigation.
Ultimately then through delay, possible inner water damage and costs of
litigation, a financial hardship would be suffered by you, the owners.
Hence, the Certificate of Hardship was approved for a roofing color that
departs from our guidelines but that does not cause substantial derogation
from the intents of histort districting.
I want to thank you for your cooperation in this matter. Hopefully all
further contacts with our Commission will be smooth and uneventful!

As abuttors to the property of Raymond Buso and .Martha Jarnis ,
155 Federal Street , we wish to express our views as to the sit-
uation regarding their choice of roofing material.
We feel they acted in an intelligent manner in their choice
of roofing for their home . They had carefully researched the
neighborhood before making their choice and the color they chose
is not incompatible with the other roofs in the neighborhood.
The color they chose is what is now present on our house at 153
Federal Street. While understanding and supporting the Commission's
desire to simulate the slate previously present, we feel Mr. Buso
and Ms. Jarnis 's choice of color is a reasonable one and certainly
preferable to putting a darker color on the front part of the house
and leaving the lighter grey on the back and ell. Additionally,
we feel forcing them to remove what roofing that has already been
completed in favor of the darker grey would further exacerbate the
hardship under which they are presently living. Already water
damage has taken place in the interior of the house .
We , as their immediate abuttors , urge the Historical Commission
to reach an expedient and equitable solution to this problem. While
understanding and supporting the mandate of the Commission, we
feel the circumstances warrant further review.
