I
As you requested, I met with you and Mr . Dudley Mulcahey on
Thursday, October 16 , 1986 , and reviewed the structural
co)idition of the five brick vent stacks which rise above the
roof of the subject building . I returned on the following
Sunday to look at the displaced brick areas using zoom
binoculars to obtain more detail.
An incised inscription on a stone panel over the entrance sets j
the age of the building at about eighty years . The, walls are I
bearing walls of brick construction and the floors and roof I
are framed in wood. The major structural members of the wood
roof are heavy timber trusses and purlins supporting wood
rafters and boarding .
The shafts of the roof vents are of brick . They are
rectangular in shape and are about three and one half- feet
wide (5 horizontal courses) by aboutthirteen and one half
feet long (about 20 horizontal courses) and project above the
sloping roof surfaces an average of eleven feet more or less.
The visible damaged areas of these vents are indicated on the
enclosed sketch. E�
These shafts have not been used for their original purpose for I
many years and any repair or r. estorat• ion work must be !
considered purely cosmetic and esthetic in the final analysis. I
The immediate consideration must be one of public safety and
structural integrity.

As shown on the sketch, each of the vents has extensive damage
to the brick work . This consists of severe loss of mortar in
the brick joints over large areas on all sides of each vent,
and is accompanied by displacement of bricks and also bulging
of the corners.
Begause the damage involves the entire periphery of the
stacks, the stability of the stone flue caps becomes a matter
for serious consideration. This stability depends on the
integrity of the supporting brick masonry. This integrity is
now questionable because of the existing deterioration of the
brickwork.
The individual flues are separated by brick withe walls built
behind the vertical granite posts which extend from the stone
belt course at the top of the brickwork to the underside of-
the stone cap. As indicated on the sketch sheet, one of these
walls has collapsed in vent stack No. Five. It- is now leaning
against the inside of the north face of the stack and is
visible from the ground.
To address the question of stability for all stacks, repair
work should be undertaken immediately.
There are some options available with respect to this
necessary and urgent repair work.
The first, and most efficient, as regards public safety, is to
remove the vents to below the roof line and resurface the
roof. This would also appear to be the most economical, since
it eliminates the necessity for step flashing repairs and
maintenance.
A second alternative is to remove the displaced brickwork and
rebuild the involved section of wall , repoint the entire
periphery of the vent as required in the damaged areas, repair
and replace step flashing as necessary, and restore the main
roof surface in the disturbed areas. It would appear that the
labor and material involved, along with operating, costs , for
this procedure would be considerably more expensive than the
first option. It must be considered, as mentioned above, that
the final results are esthetic only, and serve no practical
purpose in the operation of the building.

A third alternative is the lowering of the stack heights by
removal to below the damaged areas and capping off the stacks
at this lowered level. This does not seem too practical
because the expense involved would be similar to that of the
second method. An additional disadvantage of this lowering
idea is the fact that the damaged areas do not occur at the
same levels . Some are so close to the main roof line that
removal is tantamount to alternative one.
The considerations of safety and stability compel me to
recommend that option number one, outlined above, be accepted
and implemented immediately.
Consideration must also be given to the parking condition in
the vicinity of the building. This must be restricted, and it
is recommended that parking be limited to the area outside a
line forty feet distant from the base of the building . The
restriction should begin immediately and continue until the
work on the stacks has been completed.

All work is to be done by qualified workmen competent in the trade
employed, and all work is to be in strict compliance with all applicable
State and local Codes and Ordinances.
All work is to be completed in a timely fashion to the final and formal
approval of the Parish Pastor or his designated authority.

TIME OF COMMENCEMENT AND COMPLETION
The work to be performed under this Contract shall be commenced as soon as possible after
notification of contract award and as directed by the Parish Pastor
and completed as soon as possible and to the final and formal approval of the

but since that time we have had no communication from the Church. The
Archdiocese is free to resubmit this application without prejudice, provided
evidence of harship is also presented.

Dear Mr. Leahy:
As you requested, I met with you and Mr . Dudley Mulcahey on
Thursday, October 16 , 1986 , and reviewed the structural
co),dition of the five brick vent stacks which rise above the
roof of the subject building . I returned on the following
Sunday to look at the displaced brick areas using zoom
binoculars to obtain more detail .
An incised inscription on a stone panel over the entrance sets
the age of the building at about eighty years . The• walls are L`
bearing walls of brick construction and the floors and roof
are c.ramcd in ,;;pod The major structural members of the wood ;
roof are heavy timber trusses and purlins supporting wood
rafters and boarding.
The shafts of the roof vents are of brick . They are
rectangular in shape and are about three and one half feet
wide (5 horizontal courses) by about thirteen and one half
feet long (about 20 horizontal courses) and project above the
sloping roof surfaces an average of eleven feet more or less.
The visible damaged areas of these vents are indicated on the
enclosed sketch.
These shafts have not been used for their original purpose for
many years and any- repair or restoration work must be
considered purely cosmetic and esthetic in the final analysis.
The immediate consideration must be one of public safety and
structural integrity.

As shown on the sketch, each of the vents has extensive damage
to the brick work . This consists of severe loss of mortar in
the brick joints over large areas on all sides of each vent,
and is accompanied by displacement of bricks and also bulging
of the corners.
Begause the damage involves the entire periphery of the
_ stacks, the stability of the stone flue caps becomes a matter
for serious consideration. This stability depends on the
integrity of the supporting brick masonry . This inteyrity is
now questionable because of the existing deterioration of the
brickwork .
The individual flues are separated by brick withe walls built
behind the vertical granite posts which extend from the stone
belt course at the top of the brickwork to the underside of
the stone cap. As indicated on the sketch sheet, one of these
walls has collapsed in vent stack No. Five. It is now leaning
against the inside of the north face of the stack and is
visible from the ground.
To address the question of stability for all stacks , repair
work should be undertaken immediately.
There are some options available with respect to this
necessary and urgent repair work .
The first, and most efficient, as regards public safety, is to
remove the vents to below tine roof line and resurface the
roof. This would also appear to be the most economical , since
it eliminates the necessity for step flashing repairs and
maintenance.
A second alternative is to remove the displaced brickwork and
rebuild the involved section of wall , repoint the entire
periphery of the vent as required in the damaged areas, repair
and replace step flas::ing as necessary, and restore the mair
roof surface in the disturbed areas. It would appear that the
labor and material involved, along with operating. costs , for
this procedure would be considerably more expensive than the
first option . It must be considered, as mentioned above , that
the final results are esthetic only, and serve no practical
purpose in the operation of the building.

A third alternative is the lowering of the stack heights by
removal to below the damaged areas and capping off the stacks
at this lowered level . This does not seem too practical
because the expense involved would be similar to that of the
second method . An additional disadvantage of this lowering
idea is the fact that the damaged areas do not occur at the
same levels . Some are so close. to the main roof line that
removal is tantamount to alternative one.
The considerations of safety and stability compel me to
recommend that option number one, outlined above, bmEaccepted
and implemented immediately.
Consideration must also be given to the parking condition in
the vicinity of the building. This must be restricted , and it
is recommended that parking be limited to the area outside a
line forty feet distant from the base of the building . The
restriction should begin immediately and continue until the
work on the stacks has been completed.

NOTICE OF DENIAL OF APPLICATION FOR CERTIFICATE OF HARDSHIP
On Wednesday, March 4, 1987, the Salem Historical Commission voted to
deny the application for a Certificate of Hardship made by the
Archdiocese of Boston for the removal of five brick vent stacks at the
former Saint James School , 154 Federal Street. This action was taken
due to a lack of evidence demonstrating hardship.
