Re: 131 Federal Street
While processing your application, I noticed that the Salem Historical Commission has this property
listed as having work outstanding with regard to chimney caps that were to be reduced in size and
height. I don't know if the work required was ever done prior to your purchase of the house, but I
thought I would send along the Certificate so that as you are working on the chimneys and roof now,
any outstanding work could be corrected at the same time. Please let me know when the work is
complete and I will have a Commission member verify, so that we can get this item removed from our
list of outstanding work.
Thanks!

RE:Proposed Changes to 131 Federal St.
Enclosed please find a number of applications for changes to ourLhouse. I thought it best
to include a letter to describe what we want to do, as the paperwork overstates the
actual changes.
1. We wish to replace our leaky gutters. We have found a company that makes heavy
duty copper or aluminum gutters in semi-circular cross-section (e.g. traditional)for
period houses. We have included a brochure. At present we are leaning toward
copper, but we would like to get either material approved if possible, with the
understanding that the cross section and architectural appearance of both types is
exactly the same. The only difference is that the aluminum product is white, which
matches what is on the house now, and the copper is copper, which would probably
look better (in our view anyway,as it gets a patina)but is very expensive. Since this
product is very close in size and cross section to the existing gutter(on purpose),we
have used an Application for Certificate of Non-Applicability for this project. We do
not know which material the existing gutter is.
2. We wish to get approval to replace parts of our fence which have rotted or are in
poor repair. The fence itself we wish to replace with exactly the same thing,so we
have submitted an Application for Certificate of Non-Applicability for this piece of
the project.
3. We intend to use a slightly different post for the Federal Street side of the fence. We
have submitted a Certificate of Appropriateness for this piece of the fence project.
4. There are one or two small sections of the fence that we would like to demolish
completely (e.g. they are not necessary to maintain a fenced-in yard.) I have
included a drawing of the property, with existing fence line delineated, and then
represented two other drawings with one or both sections removed. One section is
simply a (rotten) 15' divider between our property and that of the Fixxes, and the
other sits behind an outbuilding(see 5). Whether or not you approve one, two, or
none of sections' removal depends on the next item and how you see it integrated
with the fenceline.
5. Facing the cars at the head of our driveway is a rotten wooden structure that is used
as a storage shed. It spans the whole width of the driveway and is about 4 feet tall,
with slightly sloped roof and four sets of double doors with latches. We want to
rebuild it with two changes: 1. We want to make it face into the yard, not out; 2.We
want to leave two sets of doors off so we can store firewood neatly under the cover
of the roof rather than in the yard. This structure is currently backed up by part of
the fence, but is taller than the fence and provides the exact same yard security,if not
more, than the same fence section, so the fence in this part of the yard is not visible
from the street, nor does it add any value.
6. Finally,we wish to remove a non-period trash bin that is adjacent to the end of the
house.
Hopefully, these applications make sense in light of these descriptions and the drawings
that I have supplied. I would be more than happy to show any Commission member
around the property in advance of the meeting that will determine the fate of these
applications if anything at all is unclear.
In the case of the fence removal and the rebuilding of the outbuilding, which are
intertwined, we have intentionally submitted several possibilities, and included our
preference,so the Commission has some flexibility in the event that our preferred design
does not work, but the alternative does. I do not know if that is a common approach but
I hope it is one that gives the Commission enough latitude to effect its view in the
outcome rather than for us to push our specific agenda.
Sincerely,
61'1&
