We are authorized to do the work as outlined below:
Strip the side flat roof, install new rubber membrane roof:
• Strip the existing roof down to the roof boards. Dispose of material properly.
• Furnish and install new .060 EPDM rubber membrane roof over a mechanically
fastened 1/2" insulation board.
• Rubber membrane is fully adhered to the insulation board.
• Terminate the outside edge with 16oz custom copper edge cleat. Matching the
existing face of the lower bay roof.
• All flashing and seams will be done to the manufacturers specifications.
• Terminate the wall by turning the rubber membrane up the wall a minimum of
4".
• Pull clapboards above the rubber roof and below the window.
• Replace the clapboards that are removed with new Red Cedar pre-primed
clapboards, painting clapboards is not included.
Total job costs will be$992.00
Terms:
$ 992.00 due the day the work is completed.
We will invoice you for payments listed above.

Re: Banners and poles in historic districts
There have been several questions raised recently regarding the Salem Historical Commission's
review of banners and poles in the historic districts.After several meetings between the Commission,
staff and the homeowner of 114 Federal Street, it appears the current matter before the Commission
will be decided favorably tonight. In order to be better able to address these matters in the future,the
Department of Planning and Community Development has conducted some research into the issue of
the review and regulation of banners and poles in historic districts,and would like to provide the
Commission with the following information,as well as some suggestions for action in the future.
Jurisdictional Issues
Several members of the Commission asked if the Historical Commission has jurisdiction over the
installation of banners and poles in the historic areas. The short answer is yes,it does.As you know,
Massachusetts General Law Chapter 40C (which governs historical commissions) states that "no
structure within an historic district shall be constructed or altered in any way that affects exterior
architectural features unless the commission shall first have issued a certificate of appropriateness,a
certificate of non-applicability or a certificate of hardship with respect to such construction or
alteration." The Salem Historical Commission Ordinance goes on to specifically list the four items
which are exempted from review. Banners and poles are not listed therefore,are not exempt and are
subject to review in the same way all other elements of an historic property are.
This is not at all uncommon in Massachusetts. We have reviewed the ordinances of three other
historic,revolutionary-era cities and towns in Massachusetts—Boston,Lexington and Concord—and

The next question we reviewed is whether it is possible to add banners and poles to the list of
"exempted"items;in short,to waive the review requirements for these items. Our research indicates
that that any local action to exempt banners and poles by amending local ordinance would be in
violation of State law, because Chapter 40C specifically lists the items that can be exempted
locally, and neither poles nor banners are on that list of allowed exemptions. (Please note that if
the Commission wishes we would be happy send that specific question to the Legal Department to
confirm that interpretation of the state statute.)
Guidelines for Commissioners and Applicants
During the review of the flagpole at 114 Federal Street it became evident that the Commission's
current guidelines, although quite detailed,do not include a standard specifically for banners and
poles. There are no written guidelines for reviewing such applications,nor is there any written
guidance on the subject for applicants. Although the Commission has recently reviewed free-standing
flagpoles,such as the City's flagpole installed at Salem Common and,most recently,the flagpole
installed on the roof of the Hawthorne Hotel(which was installed to conceal telecommunications
equipment),this appears to be the first installation of a pole on a residential property reviewed by the
Commission. This matter,then,has illustrated the need to adopt guidelines for the review ofbanners
and poles, if any, in the future.
Other cities and towns review banners and poles in a variety of ways. Some have set size criteria—e.g.
if the banner is smaller than a certain size,no review is needed;if it is larger,the Commission would
review. Others have suggested a set of pole styles that if an applicant uses,no review would be
necessary. Others review each application as if it were any other element in an historic district.
In order to assist the Commission in developing standards for review in the future,as well as preparing
guidance for homeowners,we are proposing that these guidelines be the first ones that are developed
this year by a professional consultant we have recently retained to create a broader set of
comprehensive design guidelines for the City. The Department of Planning and Community
Development was recently awarded a grant from the Massachusetts Historical Commission to hire a
consultant to create a design guidelines manual for historic districts, the downtown,and entrance
corridors in order for there to be one set of comprehensive guidelines rather than three separate,
unrelated and inconsistent documents. We will ask this consultant to review and recommend
guidelines for banners and poles as their first task.In addition, we will meet with staff in Lexington
and Concord to receive some insights as to how those historical places address this issue. We will then
provide the Commission with all that information for the Commission's review and eventual adoption
so that future applicants can be reviewed and approved quickly.

Residents in one of the nation's most historic cities are in a flap over
whether a homeowner should be allowed to continue flying his flag in front
of his 222-year-old Salem home.
The resident, Paul 'Chip"Tuttle, said he simply wants Old Glory to
grace his Federal Street house. Y
Problem is, his home is located in one of Salem's most prominent
historic districts and his neighbors have complained to the Historical
Commission that the flag is too big,too high and flying at an inappropriate
angle. "
"There is nothing in the guidelines that addresses the manner in
which a flagpole can hang,"Tuttle maintains.
But some members of the Historical Commission,which governs how
homes in the town can be adorned, disagree.
"There is nothing that says we can't address the flagpole,"said Louis
Mangifesti,who sits on the seven-member board.
"We are totally for people putting up flags and we foster that, but the
angle of the flag and the height placement is not appropriate,"he said. Chip Tuttle stands before his home
