Letter of Support for 94 Federal Street Exterior Painting
19 July 2017
Dear Salem Historical Commission,
I am very excited to see the house at 94 Federal will be repainted and am writing to offer my support
for the colors. Although I have not seen the colors as of yet,Jamie Gaull has described them as a
warm golden yellow and an off-white trim, which sound very appropriate for the house. It is my
understanding that he has taken the surrounding houses into consideration and chose a color that
would be harmonious with the neighboring homes. My only concern is for the garden on the east
side of the property and I would just ask that it not be damaged. The garden has grown over the past
several years and is home to many unusual specimens, including carnivorous plants and rare plants
stared from seed.
Thank you for your time,
Ephrum Asburry III Schwartz-Laubhann

BUILDING FORM 94 Federal Street, Salem
ARCHITECTURAL DESCRIPTION _ see continuation sheet
Describe architectural features. Evaluate the characteristics of this building in terms of other buildings within the
community.
94 Federal Street is a modest example of the four-bav Federal style, one of a number of examples of this style in
the McIntire district including 88 and 92 Federal Street. Set on a long, narrow lot. the house has no set-back from
the sheet. Two-and-a-half stories tall. it has an irregular plan with an ell extending from the rear(north)elevation
and an enclosed,shed-roofed screen porch extending from the west. The main block of the house is four bays wide
by approximately two bays deep;the two-story ell extends one bay and is built at an angle on the west elevation.
Attached to the ell's north elevation is a one-story, shed-roofed addition sided with shingles. The main block of the
house has a side-gable roof clad in asphalt shingles. On the south slope, west of center, the roof is pierced by one
dormer with a pedimre
ented gable. A large brick chimney sits on the ridge to the east of center. The walls asided
with asbestos shingle on the facade and west elevation. Clapboards cover the east side, the dormer and the enclosed
porch. Located in the second bay from the east the main entrance consists of a recent six-panel door with glazed
upper panels. Pilasters on pedestals and a full entablature surround the door. Windows have 6/6 sash with simple
frames.except for those at the second story of the facade, which are topped with individual cornices that break into
the main cornice. Other features include gabs end returns.
HISTORICAL NARRATIVE see continuation sheet
Discuss the history of the building. Explain its associations with local(or state)history. Include uses of the
building and the role(s)the ownersioccupants plaved within the community.
Q In 1773 and 1780,the land on which 94 Federal Street now sits was owned by James Gould but further research is
needed to determine who built the c. 1800 Federal period house that now stands there. In 1837. the house(then 24
f Federal)was occupied by David Merritt. Federal Street was renumbered ca 1853-55 at which time this became 94mi
Federal. By 1874 Benjan Shreve owned the house, which was still owned by the Shreve family in 1911. This is
one of a number of investment properties owned by Shreve,a jeweler and importer, (see Pickman-Shreve-Little
House,27 Chestnut Street,Form 752). In 1874,an additional dwelling behind 94 Federal shared the lot. The
1897 map shows both houses and there is also an outbuilding to the rear of 94 Federal. On a later map(probabh
an undated copy of the 1906 Sanborn Insurance Map),the back house, which was removed after 1911,was
numbered 96 Federal Street. The outbuilding does not appear on the 1911 map. James H. Grater and William H.
Pollack were the occupants listed at 94 Federal Street in 1884. Grater was still there in 1897,when he was listed
in the city directory as a confectioner worki_'tg in Peabody. Later occupants included L. W. Olmstead,a teamster.
and E. J. Corcoran,a tailor(1910);Edith Beechlyn.Ruth D. Sandstrom,a clerk,and John F. Sawyer, president of
Mack Motor Truck(1930);Thomas L. Walsh,a salesman, and Mrs. Mary A Fournier,a widow(1950);Mrs.
Doris M. Walsh. a widow, and Joseph F. McEachern,a mason who worked for Mazzagila&Grasso(1970).

Patti: 94 Federal chimney work. I would suggest that the applicant consider a type N mortar for the reconstructed chimney
work as type K. appropriate for walls, may be a bit on the soil side.
Here is what ASTM says about type N: "Type N is a medium compressive-strength (750 psi) mortar made of 1 part
Portland cement, 1 part lime and 6 parts sand. Type N is recommended for most exterior,above-grade walls exposed to
severe weather, including chimneys."
As opposed to Type K: "This uses a I /3 / 10 mix and results in a mortar with but a 75 psi compressive strength.Type K
is useful only in historic preservation situations where load bearing strength is not of importance and the porous qualities
of this mortar allows very little movement due to temperature and moisture fluctuations. This aids in prolonging the
integrity of the old or even ancient bricks in historic structures."

of time. Also, I want to make sure you all know that my absence isn't a reflection on how important it is to me
to continue restoring this house to its full potential. If you could convey this message to the other members, I
would really appreciate it!
Thanks Patti!

Subject: Application for Non-Applicability for 94 Federal Street
James,
Upon a review of your application to replace the existing deteriorated fence at 94 Federal Street, the
Commission raised concerns that the proposal may constitute a change to the existing design of the fence. This
would require a request for a Certificate of Appropriateness through a public hearing. The next Cotmnission
meeting is scheduled for July 6 at 7 pm. Please give me a call on Monday at 978-619-5685 to discuss this
further. I will be in the office all day.
Thank you,
t

Description of Work Proposed
(Please include required scale drawings, paint chips, catalog cuts and/or samples ofma(erial proposed, where applicable)
I've recently purchased this property and hope to perform a series of historically appropriate repairs and
restorations this year, the first of which are listed here:
1) Shutters: Re-hang black wooden shutters previously hung on the front of the house and now
being stored in the basement. Shutters will be repaired and repainted(black)according to their
individual condition.
2) Downspouts:Add white aluminum downspout elbows to the bottom of each of the two front
downspouts, to redirect rain water away from the foundation of the house. Elbows are made of
aluminum(matching the downspouts)and measure 4"x 5"x 11.5"each.
3) Threshold and Window Sill: Replace rotted front threshold and window sill with same material
(wood), same dimensions, and painted the same colors as existing(black threshold and white
window sill).
(SEE PHOTOS ATTACHED)
Thank you very much for your consideration of these improvements.

MANOR-LINE Linseed Oil/Alkyd
Gloss House Paints are the modern
day, customer-approved paints in
exciting new colors giving fresh
beauty to your home. Inclusion of a
mildew inhibitor in this proven
finish, prolongs the "just painted"
look. Salem House Paints give you
greater mileage and hiding for true
paint economy.
FLEX-TONE Exterior Latex House
Pain`, is a new, low lustre, fast dry-
ng latex paint with built-in blister
resistance, superior color retention.
Whites stay whiter and colors are
more color fast than any other type
of exterior house paint. Another
special advantage is the ease of
clean-up — simply wash equipment
with detergent and warm water.
Wipe off spots immediately with
water. The low sheen minimizes
imperfections and old worn
surfaces.
SHUTTER & ACCENT Enamel —
The ideal, fade resistant enamel for
blinds, lawn and patio furniture,
shutters, window boxes, front doors
and most other surfaces to provide
dramatic and fashionable accent to
your house. These enamels spread
easily and have exceptional hiding,
drying to a high gloss weather
resistant finish.
TUFF-TRED Floor Enamels are
the alkyd resin type and as the
name implies are resistant to
severe wear and traffic over both
interior and exterior floors and
decks. The tough finish also serves
to give you a colorful, decorative
and cleaner looking surface.
