BUILDING FORM 92 Federal Street, Salem ARCHITECTURAL DESCRIPTION _see continuation sheet Describe archilectural features Evaluate the characteristics ofthts building in terms of other buildings within the community. 92 Federal Street is an example of a Federal style house that has been altered by the addition of a Victorian entryway and a shed dormer spanning the facade(south). The Federal style is well represented in the McIntire district including similar houses at 88 and 94 Federal and along River and Andover Streets. Situated on a long, narrow lot,the two-and-a-half story house has no set-back from the sidewalk The main rectangular block of the house is five bays wide by three bays deep with two three-story Beverly jogs,which extend the house one bay on each side. The east jog has a shed roof,the west jog has a gable roof with one slope longer than the other. The Beverly jog is a feature found on nearby buildings on Federal Street and on a number of buildings on River and Andover streets. Clad in asphalt shingles,the main side-gable roof is pierced by one chimney just off the ridge on the north slope. The facade walls are clad in clapboard and the side walls are wood shingle. The center entry is sheltered by a paneled recess and projecting hood supported by scrolled consoles. Two recent six-panel doors each surmounted by a narrow transom presumably provide access to separate apartments. Most windows have 6/1 sash with the notable exception of paired windows in the center of the dormer,which have 4/1 sash. Simple molded frames surround the principal windows,with the exception those on the facade at the second story,which feature individual cornices breaking into the main cornice. Include uses of the building and the role(s)the owners/occupants planed within the community. / 92 Federal Street appears to be a Federal period structure dating to the early 19th century. By 1837,92 Federal l Street(then 22 Federal),was occupied by Caleb Warner and three members of the Sprague family—Edward. Laura and Mrs.Margaret. On the 1851 map of Salem,this property appears to contain a double house owned by Henry Mansfield a clerk on the west side and Caleb Warner,who made and/or sold spectacles,on the east. Federal Street was renumbered ca 1853-55 at which time this became 92 Federal. By 1874 Benjamin Shreve owned the house,which was still owned by the Shreve family in 1911. This is one of a number of investment properties owned by Shreve,a jeweler and importer,(see Piickman-Shreve-Little House,27 Chestnut Street, Form 752). During the forty-plus years of Shreve ownership,the building footprint remained essentially the same. Residents included Ellen Lord(1884);Henry M.Robinson,a salesman who worked in Boston(1897 and 1910); J.J.K. Coker.a painter who worked at 297 Bridge Street(1910);Mrs.M Z.Kennedy(1920). By 1930,the house had become a six-unit apartment building housing Wilfred O. Canton(leather worker),Albert Charneuse(laborer), Arthur F. Conroy(sales),Nettie AR Johnson(widow of John),Annie I.Kelly(widow of Nicholas 1.).and George W.Mann(assistant pay master). The 1950 occupants included Morgan McSweeney,Mary Murphy,Helena Sawyer.Thomas Sullivan, Walter Trask and Jean V.Tremblay. Known by 1960 as the Federal Apartments,it remains a multi-family dwelling. The attached sketch called "Sass 92 Federal balustrade A" with today's date on it (3-17-15) starts to point us in that direction, which I think makes a lot of sense. If you look at this graphic, you will note: 1) On the far right we have a series of visual intrusions in an area marked "pole." This is because there are two very real and intrusive and ugly new phone poles blocking this part of the historic fagade usually---as well as an ugly new gray-colored cylindrical transformer. See corresponding color photo also attached labeled "92 Federal Street SHC application 3-16-15.....[exposure number] 10" Because those phone poles and associated wires and transformers, etc. are so visually and architecturally blighting--not just for this house, but for the whole of Federal street--we have recommended that the Owners of 92 Federal Street might wish to work more closely with other nearby neighbors (such as Betsy &Dennis Gray at#139 Federal Street to the west ) to start exploring more historic district quality-appropriate utility responses--like buried utilities. 2) The restored doorway in this sketch gives a pretty good sense of what we are proposing---but is not quite as accurate as the other detailed sketch submitted yesterday. Once we identify commercial molding numbers, etc. we can get even more specific and more accurate. We also want to do some very careful and selective demolition above the front door(s) to first look for old clues of old doorway details--before we get committed to one design and start to go into reconstnretion-construction. 3) As for the balustrade area--you can see in the color photo the very real problems that the house has above its old roofline. The dustpan dormer is quite an inappropriate intrusion---and the front and lowest part of that dormer near where it meets the old roof is subject to heaviest water-impact and moisture wicking and decay. So we are proposing to install a new "water shield" for the house up there that will basically read visually like an older style balustrade---to both physically protect the 200 year old house, while also helping for its older, lower and original Federal Style massing to be better "read." This new water shield will really be a "faux balustrade" because it will only be a thin wood or Azek veneer that will be crafted into the new siding in the dustpan dormer area. It will not be fully free-standing. However, if done well, it should do its duty of better protecting the house---while also helping the older Federal style be better appreciated. The faux balustrade and water shield, made of an Azek-type material if possible, would be light cream colored like the rest of the real Federal era trim below the roofline---and would be designed to accentuate the historic 5-bay design and rhythm of the principal fagade. The cardinal rule in Renaissance and I Y ' Georgian and Federal Style detailing was always to maintain horizontal and vertical alignments---and so this new "balustrade" would do that---echoing old window trim proportions from below while helping the traditional five bays still be seen and appreciated above the old roofline. I'm not sure if the hint of post-caps (here ball shaped) really helps at all, however. We can still tweak and make adjustments to the proposed new changes in the dustpan dormer area. Steve informs me that as Owner he plans to put his attention first on near-the-sidewalk doorway improvements. A construction schedule has not yet been worked out for proposed new improvements above-the-old-roofline--but they would likely be advanced in a Phase 2 of the work after the new doorway repair work was all done in Phase 1. Please feel free to add the attached two documents and this text as new Visuals and Exhibits to be further discussed on April 1st. Salem's iconic 92 Federal St Federal Era jewel: Samuel McIntire's 1781 PEIRCE- NICHOLS HOUSE FEDERAL STREET Locator diagram for 92 Federal Street in Salem The House 92 Federal Street is a large side-gabled 2-1/2 story timber frame house with some rooftop and gable-end additions. Painted blue with white trim, it is sited on the north side of Federal Street in Salem, MA in Salem's beautiful McIntire Historic District. It occupies high land in the district and overlooks the North River Valley(and the reduced-in-size North River, which is still tidal). It is also situated just a few buildings west of the illustrious PEIRCE-NICHOLS HOUSE which stands as one of the iconic landmarks of Salem--perhaps Samuel McIntire's earliest surviving work—dating from 1781 and circa 1800. Not much is currently known about the full history of 92 Federal Street because it appears to have been overlooked by Bryant Tolles when he prepared his book Architecture in Salem in 1983. In addition, it seems no previous owner has yet felt motivated to order a HISTORIC HOUSE PLAQUE for the house---which would typically trigger the undertaking and preparation of a detailed new house history. Lacking a good detailed house history,however, it is still possible to begin to construct a SKELETON of a house history, based upon inspection of physical features--and dating of historic features. Looking At Clues to Determine House Age and History On the evening of February 17, 2015, we walked around the house at 92 Federal Street and looked at some of its basement interior features, compliments of the owner Steven Sass, and his assistant Al Pinto. We have also studied the house exterior. What we have seen initially suggests that 92 Federal Street evolved since about 1800 through at least FOUR MAJOR periods of evolution. Possibly model after nearby doorway at 88 Federal Street if warranted? • Change the paint color on all parts of the dustpan dormer to both UNIFY the perception of the house---and to better protect it(needs new paint). Consider SKY BLUE COLOR on dustpan dormer parts(trim and body color) above the window sills to make recede visually. • House has too many exterior finish materials—and so looks divided and chaotic. House has grey composition shingles on roof;painted wood shingles on front and sides of dustpan dormer [with 2 different paint colors];painted wood clapboard on front of main floors of house. Perhaps change cladding on front of dustpan dormer from painted wood shingle to painted clapboard to be consistent architecturally with rest of house;also change dustpan dormer cladding paint color [as described above] to make it visually recede. • Consider special weather protection for lowest zone of front of dustpan dormer where dustpan dormer takes the most beating [missing paint currently on bottom 3 courses of wood shingles—due perhaps to snow accumulations,etc.] Perhaps finish this area with painted and trimmed wood--designed to"read"as Federal Period paneled balustrade"atop"original roof line [which would be historically appropriate for the period and would reduce the apparent scale of the later intrusive dormer above the window sill level.] • Repaint and Change the Main House trim color from bright white to more of a cream color to be more historically appropriate. • Consider Repainting and Change the Main House body color from dark blue to another color such as a blue-gray to be more stately and harmonious with 22 w s neighborhood(compare with stately gray house across Federal Street and also Bowditch House nearby at#9 North Street.)Potentially conduct paint scrape tests where possible [pilasters] to determine old paint colors—at least for trim. Be prepared to apply for approvals well in advance of commencing any exterior work. B. The Commission normally meets on the fust and third Wednesdays of each month and notices are posted at City Hall. C. A rail design was aprpoved and rail replacement was completed. Upon inspection of the newly replaced railings, it was determined that the work completed does not fully satisfy the design as approved by the Commission (in particular, the supporting material added to the posts is unacceptable) . On October 19, 1994, the Commission notified you that the work was unsatisfactory and requested that you contact the Chairman or Vice Chairman in order to resolve this issue. Ledoux: On January 6 , 1993, the Salem Historical Commission approved a Certificate of Appropriateness for the replacement of two sets of side stairs as had already been constructed at 92 Federal Street, conditional upon the replacement of railings with a design approved by delegates of the Commission. The rail design was approved and the rail replacement was scheduled to be completed by June 1 , 1993 . As of July 30, 1993 , the work had not been completed and the Commission wrote to the homeowners requesting that the work be completed within 30 days . Once again, the work remained uncompleted and the Commission sent a letter to the homeowner on September 2 , 1993 requesting that the work be completed within 15 days . Since the work is not completed as of this date, we respectfully request that the City Solicitor ' s office begin enforcement proceedings . I have enclosed a copy of our previous correspondence on this matter. Over the last several months, we have noticed that there are a number of cases in which these guidelines have not been followed, especially #5 which states, "Under no circumstances should cable wire come to two different locations on the same house from the pole." A particular case in point is 92 Federal St. , a 7-unit building owned by Mr. Richard Quirk. Mr. Quirk reports that his tenants have been authorizing installations without notifying,him and as a result, cable wires run to different location on his building. Perhaps one way to avoid this problem would be to have a tenant show a letter from his landlord granting permission for the installation and approving the location of the wire. We would also like you to remind your installers of our guidelines. I will be calling you soon to discuss this further.
