Proposal:
Remove synthetic siding and restore original wood clapboards and trim.
Staff Comments:
The applicant has already begun stripping synthetic siding to expose original wood clapboard and trim. When notified
that a certificate from the Commission was required,the applicant stopped work on the building. The applicant is
proposing to restore exterior of house,saving wood clapboards and trim where still intact and replacing damaged and
missing elements in-kind where necessary. Fortunately, most of the building's original trim was preserved beneath the
synthetic siding with two exceptions—the corner boards and watertable have been removed. The dimensions of this
original trim are still evident; design details are not. Other Italianate style houses in the district can serve as models for
reproducing missing trim. While many Italianate houses had quoins or very narrow cornerboards,others had simple flat
cornerboards(see photos on following page). The dimensions of the missing boards on this house appear to indicate
that it had flat cornerboards. Watertables were also simply detailed.
Once the exterior of the building is restored,the applicant will be painting with as yet undetermined paint colors. This
will require review at a future meeting.

I am unable to attend the 9/7/2016 meeting,but as a private citizen,I want to comment on the
application to remove the siding and restore the clapboards on this building. I aasume the corner
boards and other trim elements will be restored.
I enthusiastically support this application for the following reasons:
The building is a fine example of the Italianate Style and after removal of the siding (in place
since at least 1974) it should reveal its marvelous early appearance.
It now has its early fine slate roof and perhaps its original windows.
See attached photos for 2/17/2010 and 8/28/2016 appearance.

Good evening Ladies and Gentleman of the Salem Historical Commission,
It is my understanding that a new fence will installed for 88% & 90 Federal bordering the house where I reside at 92
Federal. An addition of a fence would be lovely and provide necessary privacy to my perspective new neighbors, as I'm
sure they would prefer not to overlook a parking lot! I have heard rumors of a divider planter being installed, any
additional greenery would be very welcome and strongly encouraged.
As for the roof, I understand that it's rather"porous" and is in need to repair, however, I'm not sure how the
architectural shingles will "harmoniously" blend with the luscious slate tiles.
Thank you for your time and I'm looking forward to the completion of the house, it's been exquisitely restored!

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate ofNon-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public bearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on
the owner's behalf. In case of tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8'h x 11 or be able to be folded to 8 V2 x 11):
1. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings, fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission w1Il discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a determination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.

K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date ofviolation. The Commission is not responsible for an owners neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation.

The Commission's guidelines are available for viewing at the City of Salem Department of Planning&Community Development(DPCD),at the Salem
Public Library or on-line athttp://% wwsatem.com/Paecs/SaleinMA llistoric/index. The guidelines provide examples of what is historically appropriate
(or inappropriate) for Salem's neighborhoods including trim, siding, barrier free access, doors, fences, gutters/downspouts, masonry, mechanical
equipment,paint colors,parking solutions,porches/steps,roofing,satellite dishes&solar energy systems,secondary egress,skylights,utilities,windows,
etc. These guidelines help you understand what changes are likely or unlikely to be approved. The Commission supports your efforts to improve your

Staff Comments:
The owner recently completed restoring the exterior of this house and painting in a new color scheme. As the restoration project
nears completion,the owner is now proposing to install a 4'tall open picket fence along the side property lines. The fence would
be constructed in pressure-treated wood.It is not proposed to be painted. It will have limited visibility from Federal Street
Recently,the Commission has approved capped open picket fences,typically painted.

The owner is also proposing several changes to the rear of the property.The proposed installation of 4 condenser units at the rear
of the property would not be visible from a public way and is therefore not subject to review by the Commission.The owner's
also proposing to replace sections of slate shingles on side and rear slopes of roof with architectural shingles.The roofline of this
building is complicated with many valleys-the front portion of the house features a side gable roof with dormers.A gabled rear
wing intersects the main roof and also features dormers.While some portions of the side and rear roofs are not visible from a
public way named in the district,there are other slopes,including portions of side dormers that are visible from Federal Street.
According to the owner,the roof is deteriorated with rotted sheathing and leaking valleys and needs extensive repairs. As part of
this project,the owner will also be repairing skylights and repairing and/or replacing in-kind gutters and downspouts.

electrical service and meters, and proposed screening
PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making einny changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to detemtlne the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness.or Hardshipmust be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability may be issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner ofthe property. A contractor for the owner,at the owner's request,may submit an application on
the owner's behalf. In case of a tenant,a waiver of the owner's appearance may be granted at the discretion ofthe Commission ifit is requested
by the owner.
F. All applications most include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding.dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8 '/z x 1 I or be able to be folded to 8'/2 x 11):
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. Details/profiles(i.e.moldings,fence caps,comites,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make a detemtination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
I. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the inspector of Buildings(or other necessary permits and approvals)prior to commencing work.
J. The homeowner may opt not to commence the work approved(unless it relates to resolving an outstanding violation). Work commenced must
be completed within one year from the Certificate date unless otherwise indicated.
K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for an owner's neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation.

The Commission's guidelines are available for viewing at the City of Salem Department of Planning&Community Development(DPCD),at the Salem
Public Library or on-line at http://www.salem.conVPageVSatemMA Historic/index. The guidelines provide examples ofwhatis historically appropriate
(or inappropriate) for Salem's neighborhoods including trim, siding, barrier free access, doors, fences, gutters/downspouts, masonry, mechanical
equipment,paint colors,parking solutions,porches/steps,roofing,satellite dishes&solar energy systems,secondary egress,skylights,utilities,windows,
etc. These guidelines help you understand what changes are likely or unlikely to be approved. The Commission supports your efforts to improve your
property and can guide you on historical appropriateness. Further information,including City-wide architectural inventories,is available. For more

PROCEDURES FOR FILING APPLICATIONS
A. Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior of a property
in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to
discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship).
B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Hall. The meetings are held at
120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard
on any matter before the Commission before it reaches a decision.
C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in
order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the
meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying
Commission members and allowing 24 hours for any objection. There is no fee for any applications.
D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the City
Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is
not required for a Certificate of Non-Applicability.
E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application on
the owner's behalf. In case of tenant,a waiver of the owner's appearance maybe granted at the discretion of the Commission if it is requested
by the owner.
F. All applications must include photos of existing conditions,taken from all public ways. No certificates can be issued until receipt of photos.
G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications
regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a
determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as
applicable(exhibits should be 8'/2 x I1 or be able to be folded to 8 V2 x I1):
I. Site plan showing location of improvements;
2. Elevation drawings of the specific improvements;
3. DetaiWprofiles(i.e.moldings,fence caps,cornices,vents,etc.);
4. Materials(i.e.wood,brick,etc.);
5. Dimensions(i.e.size of trim);and
6. Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes.
H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take a vote. Owners
having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved,
a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector.
Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete
drawings,to perform a site visit,etc.). In any case,the Commission must make adeterrnination within 60 days from the date the application is
received,unless the applicant waives that requirement in writing.
1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate
permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work.

be completed within one year from the Certificate date unless otherwise indicated.
K. The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued.
Violations
A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject
to fines of up to$500 per day from the date of violation. The Commission is not responsible for.an owner's neglect to inquire about necessary City permits
and approvals. All records are public and we will confidentially assist you if you are concerned that someone in your neighborhood is in violation.

A regular meeting of the Salem `:is�orical Commission was held on
Wednesda er - , i"6 a' 7:30 p.m. at One Salem Green. Present
were: Ms. s, Chairperson. :s. ;lil'oert, and Messrs. Zaharis, Clarke,
Carr,Slam, Lippman, and Oedel.
Mr. Zaharis made a MOTION to approve the Minutes of the September
3 , 1986 meeting. Mr. Carr seconded the MOTION. The vote was
unanimously in favor.
Demolition Requests
28 Goodhue Street
Mr. Steven Smith requested permission to demolish a small metal
building with wooden shingles on one side which is part of an industrial
complex. Ms. Hilbert explained to the Commission members that the
building will probably be condemned by the Building Inspector if
demolition does not occur. Ms. Harris asked if the age of the building
in question was known. Ms. Hilbert said that it was not.
Mr. Slam asked for clarification of what exactly was to be
demolished, the whole complex, or the individual building. Ms. Hilbert
explained that only one building was covered by this request.
Mr. Zaharis asked Ms. Hilbert if there was any known architectural
significance to the building and she responded that no research had been
done on the complex.
Mr. Zaharis made a MOTION to allow the demolition to occur. Mr.
Carr seconded the MOTION. All were in favor.
Almy' s — Essex Street
The Pickering Whart Development Group submitted a request to
demolish the old Almy' s building. Ms. Hilbert explained that the
italianate facade which once stood on the site was completely removed
when the new brick facade was constructed in 1959, bringing into
question whether the building is actually more than 50 years old.
Mr. Lippman made a MOTION to apprcve the demolition. Mr Zaharis
seconded the MOTION.
Mr. Carr requested to see plans concerning what is supposed to
replace the existing building so that a void will not be left after
demolition occurs.

Mr. Carr discussed the design and layout of the property and
questioned Ms. Herbert about the design changes which have made a rear
second egress necessary as well as the applicant' s ability to seek an
internal solution to the secondary egress problem. Mr. Carr asked if
the external egress would be necessary without the stacking of the
units.
Mr. Clarke told Ms. Herbert that more detail was necessary before
any plans could be approved.
Mr. Zaharis questioned the applicant as to what she wanted from the
Commission. Ms. Harris responded that the applicant was in front of the
Commission for design approval since she recieved concept approval at
the last meeting.
Mr. Carr asked if the applicant was intending to make the egresses
serve more than a safety code feature with their proposed expansion into
decks. Ms. Harris stated she felt this building could support a full
Victorian style porch if the applicant favored that approach. The
maximum/minimum egress options were discussed by the Commission with
no consensus being reached. Ms. Harris stressed that it will be up to
the applicant to supply the Commission with full plans of the entire
proposal as well as more detailed plans for specific renovations before
any approvals can be given.
90 Federal Street
An application was submitted for gutter replacement by Florence and
Roy Gelin. The applicants would like to remove the rotted wooden
p gutters on the front and right side of the house and replace them with
white aluminum gutters.
Chuck Thornhill, the applicant' s builder, stated that installation
costs of wooden and aluminum gutters are approximately the same, but
maintenance costs were of concern to his client. Mr. Celin stated that
the wooden gutters have been replaced several times since he has owned
the house and each time they cause him trouble with maintenance and
rotting, thus creating hazardous conditions with the drainage off the
house.
Mr. Lippman asked the applicant why he had such problems with S
wooden gutters and Mr. Gelin responded that leaf blockage and the
difficulty of finding someone to do maintenance on gutters as high as
his caused him trouble. Messrs. Oedel, Slam and Clarke felt that
perhaps the gutter installed for the applicant were not of good quality,
since their experiences with wooden gutters has not been as problematic
as the applicants ' .

Mr. Lippman pointed out that the gutters are part of the design of
the roof and to replace them with aluminum gutters would alter the
character of the property. Mr. Thornhill responded that the roof
doesn' t have to be touched in order to replace the gutters.
Ms. Harris questioned Mr. Thornhill about a technique of lining the
gutters with tar to help prevent the problems Mr. Gelin has been having.
Mr. Carr suggested using Cabot' s gutter paint.
Ms. Harris pointed out that aluminum gutters are distorted by the
ice and thus rendered useless, so the applicant may very well have
problems if aluminum gutters are installed. D

Mr. Lippman put forward the suggestion that the applicant install
aluminum gutters on the five story side of the house (Bridge St. ) and
the rest should be replaced with wooden gutters.
I. Mr. Slam made a MOTION to approve the application with aluminum
gutters installed on the Bridge St. side of the house and use wooden
+ gutters for the rest of the house.

+ Confusion over the locations designated in the MOTION became
� apparent. Commission members Looked at the map of the house to define
r what covered by the MOTION. Mr. Slam amended his motion to grant a
y Certificate of Non—Applicability to Mr. Gelin to use aluminum gutter
replacements were they will not be visible from the street and wooden
gutter replacements where visible. Such a change would not be under the
Commission' s jurisdiction, justifying the Certificate of
Non—Applicability.
Mr. pedel seconded the MOTION, with the vote being unanimously in p� .

An application for a Certificate of Appropriateness was submitted
by Mr. Metzger for paint colors for his house with the body color being
charcoal, the trim light gray, and the window sashes and doors. red. Ms.
Hilbert passed around a photograph of the house and explained to the
Commission members that the house is minimally visible from the street.
Mr. Clarke made a MOTION to approve the application as being
appropriate to the historic and architectural character of the building
and district in general. Mr. Slam seconded the MOTION and a vote
unanimously in favor was taken.
