Dear Members of the Salem Historical Commission:
I am writing in support of Michael Digris and Michele Washburn and their
request to have a roof vent on their historic hone at 4 Federal Street
Court.
The issue at hand is whether the air cenditioning vent installed on
the north facade of the roof is appropriate. When the vent first
appeared, it looked like a big, bright silver mushroom perched on the
roof. I was ooncerned that it would detract from the historic house.
Since its installation, however, the vent has been painted a matching
gray and blends nicely with the roof. Although it is in my line of sight
100 times a day, I never notice it. I fully understand that it is
a challenge to add 21st Century innovations to an historic house
without compromises.

Dear Ms. Guy:
I am writing in response to a letter that we received on Wednesday, June 24, 2009
notifying us that our home was in violation of Salem's Historic Guidelines.
As you may be aware, we recently had central air conditioning installed at our residence,
4 Federal Court, in the McIntyre District. During the planning process we went to great
lengths to ensure that there were no changes to the outward appearance of the home.
This included running pipe through the interior of our house and basement and
underground through a trench, at extra cost, to guarantee that none of the required
cabling and pipe would be on the outside of the house. Moreover, we purchased a small
compressor that is located at the far end of our property and is hidden by shrubs.
Despite this care there was a misunderstanding concerning the roof vent and that this
portion of the work would be necessary to complete the installation of the HVAC
equipment in the attic. By the time the vent was created, the equipment had already
been installed and the ductwork was complete. Removal and reinstallation was
impossible because of the cost. After the discovery we had the vent cap painted to
match the roof, making it as unobtrusive as possible.
The equipment is installed and operational and can't be moved. The project cost in
excess of USD12000 and it is not the case that it can be undone and redone without
prohibitive cost. Enclosed please find an application for Certificate of Appropriateness.

Dear Members of the Salem Historical Commission:
On behalf of the Arlander Family at 91 -93 Federal Street I
strongly support the request by Michelle Washburn and Michael
Digris to replace their current green asphalt roof shingles
with appropriate colored architectural-type shingles. Our home
directly abuts the entire north facade of their home at
4 Federal Street Court.
Since purchasing their home several years ago, Michelle and
Michael have made some very nice property repairs and reno-
vations . These include replacing sections of deteriorated
period fencing, painting the exterior of the house and
replacing the many casement windows that make this historic
home so unique. All of these costly repairs have significantly
enhanced the charm of Federal Street Court that so many of us
enjoy. There is no doubt in my mind that Michelle and Michael
fully appreciate the responsibilities of owning a home in a
nationally- recognized historic district.
I have had the opportunity to view an historic house with
architectural-type shingles on its roof. The raised, teXtured
effect is reminiscent of the old wooden roof shingles.
It should be noted that several months ago the Salem Histori-
cal Commission approved the use of architectural-type shingles
on the roof at 88 Federal Street. This historic home is
diagonally across the street from my home. It seems arbitrary
to permit one house to use this style of roofing shingle and
deny another house located but several hundred feet away.
I believe that one important aspect of preserving the historic
character of a neighborhood is to assist single-family home
owners to afford the upkeep of their homes. The cost of main-
taining an historic home is astronomical . Historic commissions

must be reasonable in their expectations and approvals. Case
in point, a slate roof might be aesthetically more desireable
but it is very costly and not always the safest. I do not
wish to see single-family home owners forced to sell
there homes because they can no longer afford the upkeep.
There are plenty of developers out there who would gladly
divide a single-family home into two units.
In closing, I hope that you approve Michelle and Michael 's
request to use the architectural-type roof shingles . Thank you
for giving your time and expertise in order to preserve
Salem' s wonderful historic neighborhoods .
