Historical Commission recognizes the threat to the public safety Cur-
rently existing in the open foundation. In an effort to alleviate
that threat, the Commission at its meeting of June 11, 1984 voted to
authorize Mr. Bisegna to:
1) Completely cover/remove existing foundation and
completely fill;
and/or
2) Erect any form of temporary fencing as required to
secure the property.

With regard to the petition before the Board of Appeal to construct
a restaurant at 4111— 413 Fsspx Street, the Salem Historical Commission
would like to suggest this as an appropriate occasion for Commission
design review of the proposed facade.
Commission concern for this site arises from its strategic location
at the entrance to the western—Chestnut Street historic area and the.
environs of the important Joseph Choate statue. Additionally and of
equal importance, at the present time. the Commission is in the process
of proposing an enlarged local historic district in that area which
would include the 411 — 413 Fssex Street site. Commission review of
facade design before Construction is begun could avoid possible costly
and delay in the months ahead should the district go into effect while
work is still in progress.
Please do not hesitate to call me if you have any questions on
this matter, The Commission looks forward to being of assistance
with regard to this application.

On Wednesday, March 30, 1983. the Salem Historical Commission voted unanimous3y
by a vote of 7 to 0 to deny the application for a Certificate of Appropriateness
for new construction at 411-413 Fssex Strect, Salem. This vote was based
on the Commission's finding that the proposed construction would be.
incongruous to the historic aspects and architectural characteristics
of the surroundings and of the McIntire Historic District. In this finding,
the Commission considered the architectural design of the building and the
relation of the features of that design to similar features of buildings
and structures in the surrounding area.
This voteltas taken without prejudice, a new application will be reviewed
when submitted by the �applicant.

As you know, on Wednesday, March 30, 1983, the Salem Historical
Commission voted to deny your application for new construction
at 411-413 Fssex Street.
As we discussed at that time, the Commission's finding was based
on concern for the relation of the new construction to the historic and
architectural features of the surrounding area. In cases of new construction,
the Commission does not expect new buildings to be "reproductions" of
historic buildings but it does expect that features such as height, proportiono
material, texture , color, architectural detailing, roof shape, scale of
materials, windows, and doors, and general setting of the building on the
site relate to these aspects of the historic architecture of the area.
The Commission found this harmony with the surrounding area lacking in
the general design, scale , mixture of materials, and detailing of windows
and doors for 411-413 Fssex. Further, details such as the balcony and roof
trim, while interesting elsewhere, do not relate well to the architectural
details in the 'NeIntire Historic District and were thereby considered in-
appropriate by thr Commission.
The Commission will be happy to work with you to review alternative
design schemes for the building before final drawings are made. A helpful
source is The Salem Handbook available at the Salem Public Library or from
Historic Salem, Inc. Yrby Street as well as the downtown redevelopment
area offer many excellent examples of commercial architecute adapted to
historic neighborhoods.
