The certificate for the paint colors is currently...um...MIA. (My husband says he
knows he put it "somewhere" where it would not get lost...hmmm...) But, I can give
you some very pertinent information - the colors were approved at the meeting on
May 3, 2006. The colors approved were as follows: Body: Ochre, Trim: Adams Gold,
Accent (doors, window sashes and brick foundation): Essex Green, Optional door
color Natural wood. I have spliced your last e-mail with the e-mail you sent me on
the 8th of May confirming the colors that were approved - as verification of this
information.
Based on the above information, I am requesting an extension on the certificate
dated May 3, 2006 to February 7, 2008 regarding paint colors for 398 Essex Street.

1) In the next day or so, I will be sending you a certificate of what was approved, but in the
meantime the colors approved are:
Body - Ochre
Trim - Adams Gold
Accent (doors & window sashes & brick foundation) - Essex Green
Optional door color- natural wood
2) Those windows were neither approved nor denied - that application has been continued to
the May 17th meeting. Meeting minutes are available once I have typed them and the
Commission has read and approved them. It is usually done at 1 or 2 meetings following.
You can check back with me on 5/18 to see what windows got approved and to see if the 5/3
minutes are ready. Windows that are not single glaze, true divided light wood windows are
often difficult to get approved. If you want to talk further about windows, it is easier for me to
do it over the phone, rather than trying to write it all down in an email.

The Certificate of Appropriateness issued 5/4/1995 for the above
referenced property cites a number of details to be reviewed and approved by
Lance Kasparian. On 31 July, I met briefly with Heidi at Dr. White's office and
spoke over the phone with Dr. White Jr.,resolving these details as follows:
1. Door Paint Color:
Dr. White has selected black as the paint color for the front and rear doors.
This is appropriate and is hereby approved.
2. Rear Porch Posts:
In order to correct an outstanding violation of Commission Guidelines,
porch posts should have caps rather than beveled tops. An appropriate
post cap would be similar to those on the rear porch of 400 Essex St. which
may be seen across the street from the rear of 398 Essex. Dr. White Jr., has
agreed to install similar post caps.
3. Rear Porch Paint Colors:
In order to correct an outstanding violation of Commission
Guidelines, the rear porch should be painted. The following painting
scheme was suggested as an example of an appropriate treatment and
agreed to by Dr. White,Jr.

3. Second Floor Window Above Front Door.
After leaving the property on 31 July, I noticed that the trim of the 2nd
floor window above the front door is still painted the house body color
(blue). This trim must be painted the trim color (creme) as stated on the
Certificate of Appropriateness.
4. Front Door Lighting Fixture:
Dr. White Jr.,requested a recommendation for an appropriate light fixture
at the front door. While"light fixtures attached to the building" are not
within the jurisdiction of the Historical Commission, I would suggest a
hanging lantern suspended on a short chain from the ceiling of the door
hood. Many appropriate hanging lanterns are commercially available. A
good example would be like those on the L-ont porches at 128 & 130
Federal Street A black color finish would be most attractive as this will
match the door and contrast well against the creme color trim of the
adjacent transom and door hood.

property. Serious concern was, however, expressed regarding the install-
ation of vinyl shutters, resulting in a vote to deny this aspect of the

In Salem's historic districts, the Commission generally applies the
standards of the Secretary of Interior with regard to renovation and
construction. These call for retention or replacement of original con-
struction materials wherever possible. The vinyl material fails to
adequately simulate the appearance of wooden shutters. This difficulty is
compounded by their inappropriate size and manner of non-operable install-
ation. The Commission finds, therefore, that the shutters produce an
incongruous .element and detract from the historic aspects of both your

Dear Michael:
As per our phone conversation, I would like to formally request your
legal opinion on the Commission's jurisdiction over satellite dish signal
receivers. At its meeting of November 7, 1984 the Commission discussed the
matter and the unanimous opinion of our members was that a satellite dish
represents a substantial departure from the intent of the language in Chap-
ter 40C, Section 8a, YK, referring to antennae. Our feeling was that at
the time this legislation was enacted the understanding of the name "anten-
na" did not include an object of the size, scale and three-dimensional
quality of a satellite dish. The dish tends to become an architectural
feature in a way that an antenna is not. We are most anxious for your
views on the matter.
On another matter, at its meeting of October 3, 1983 the Commission
denied the installation of vinyl shutters at 398 Essex Street. The owner,
Dr. William White, has communicated on several occasions with the Commission
his intention to remove the shutters. This has not yet been done and we
refer this violation to your office for action. Thank you for your
assistance.
