June 20,2000 The Commonwealth of Massachusetts William Francis Galvin,Secretary of the Commonwealth Marcia Mulford Cini Massachusetts Historical Commission 62 Winter Street P.O.Box 1929 Edgartown,MA 02539 RE: Historic Preservation Certification Application,392 Essex Street,Salem,MA Dear Ms.Cini: Thank you for submitting Parts 1 and II of the Historic Preservation Certification Application, received at this office on May 17,2000,concerning the project referenced above. Staff of the Massachusetts Historical Commission have reviewed the application you submitted and have the following comments. As you know, the MHC conducts the initial review of all historic rehabilitation tax credit applications in Massachusetts and then forwards the applications, along with comments and recommendations,to the National Park Service for final review and approval. The MHC requests the following additional information for review prior to forwarding the application to the National Park Service. The application should have a set of plans that depict the existing conditions of the building prior to the commencement of renovations, including roof plans, window drawings and floor plans. Photographs of these existing conditions should be keyed to the plans. Please also include plans for any HVAC,heating, and mechanical systems. This will facilitate the MHC's review and recommendation to the National Park Service. — - In addition,MHC requests a more detailed description of the rehabilitation work planned. This description should fully explain all exterior and interior work, including, but not limited to,floor plan changes, window treatments, and exterior and interior finishes. Please clarify the proposed treatment and include drawings of the existing main staircase and any alterations due to new firewalls. Please include information on the proposed treatment of character defining exterior features other than the cornice, such as the entrance door and second floor bay window. Where new windows need to be installed, please submit detailed drawings of the proposed replacement windows. The MHC requests historic and/or pre-fire photographs of tl-:e house in order to help determine the pre-fire roofline and any precedents for the rear shed dormer windows and skylights. Please include specific roof plans,as well as any information on the physical evidence that remained after the fire that may have helped design the current roof plan. MHC also requests catalogue cuts of the proposed skylights. MHC would like clarification on the extent of work either currently underway or completed. As you are aware, whenever possible, the National Park Service prefers Part II be completed and submitted prior to the initiation of any rehabilitation work in order to insure that the proposed project is consistent with the Secretary of the Interior's "Standards for Rehabilitation"(36 CFR part 67.7). Once this additional information has been received and reviewed, the MHC will forward your application to the National Park Service. The MHC looks forward to receiving and reviewing more information concerning this project. 220 Morrissey Boulevard,Boston Massachusetts 02125 •2 25 , 727-8470 wx%—w state.ma.wVsec/mhc Please do not hesitate to contact Stacey Wetstein at this office should you have any questions.
