On Wednesday,October 6,2004,the Salem Historical Commission voted unanimously to deny without prejudice an
application from Anderson Tuttle Properties for a Certificate of Hardship to add a second means of egress at 391-
391 V2 Essex Street.
This action was due to the requirement under the Salem Historical Commission Ordinance and M.G.L,.Chapter 40C

Restore two true-divided light, wood single-glazed windows on Flint Street favade in locations where historic
window openings are presently bricked in, as shown in photographs and drawing submitted 12/17103. New
windows to be 8 panes over 12 to match existing windows on Flint Street fagade. Sash muntin profile and all
window trim to match existing. New lintels and sills to replicate original brownstone with cast stone. New
brick around window opening to be toothed into match original brick and mortar. Shutters and shutter
hardware to match existing on Flint Street favade (shutters to fit size of windows and be hung to shed water
away from building when closed). Windows and shutters to be painted to match existing windows.

The lot on the corner of Flint and Essex streets, the
Salem in 1700 iddle of which from east to vest, as it now exists, faced
No. 6 directly down Chestnut street when it was laid out. It ik
Stephen Fogg House had been owned in Lhe last quarter of the 17th century by
25 Flint street Nr Goldthwait. Flint street was named fnnm the Flint fam-
ily of which Edward Flint owned this lot. He died in 1711,
leaving it to his son David with a house. David married V
in 1699, Ruth, daughter of Thomas and Elizabeth (Johnson]
Flint and he died in 1736. His executor sold the esstern
half of the house and lot to his son-in-law Thomas Metcalfe
in 1739. He died in 1749 and upon the death of his widow
it some to their son Jospeeh in 1766. Fe sold it to Jed,athan
Upton it 1786. Upton sold his half interest to Dudley Port-
er Or of Hstrerhill ill 1807. Upton and Pori;er sold. to john
and Nathaniel Sleeper in 1807 and they to Peter E. k'ebster
and John Hale in 1815 and Hale his interest to Stephen Fogg
that sane year, Webster releasing his interest to Fogg. The
latter thus owned the whole house and lot. FogE took down
the old house and built the brick grocery store still on the
at Dr.esent in 1826 adding the present house fourteen years
later and he diedin 1859. There had been a salt store on
the lot, owned by Pulliam wait 01hver until 1821 when he
sold it to Fogg who moved the shop and attached it to his
house. This is the part gable end to the street . He died
in 1859 and it came into possession of George L. Peabody.
Mr Peabody died in 191:i and his daughter Ann G. died in
1915 or 1916 It was vacant for so; e
