Before making any changes tothe exterior ofaproperty in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or ITardship). B. The Commission normally meets on the first and third Wednesdays ofeach month and notices are posted at City Hall. The meetings are hell at 120 Washington Street,3rd Boor,and begin at 7:30 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship most be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,a Certificate ofNon-Applicability may be issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. There is no fee for any applications. D. All applications for Certificates of Appropriateness or Hardship require a public hearing. Notice of the hearing must be posted with the C ty Clerk 14 days before the hearing and abutters must be notified in writing. Commission staff will handle these procedures. A public hearing is not required for a Certificate of Non-Applicability. E. Applications must be submitted by the owner of the property. A contractor for the owner,at the owner's request,may submit an application m the owner's behalf. In case of a tenant a waiver of the owners appearance maybe granted at the discretion of the Commission if it is requested by the owner. F. All applications must include three to four 35mm photographs of existing conditions. No certificates can be issued prior to receipt of photographs. G. An application will not be considered complete unless all work items are thoroughly described on scaled drawings and include specifications regarding dimensions, materials, and any other information needed for the Commission to visualize the changes in order to make a determination. Applications for paint colors should include a paint chip or chart. The following items should be included in your drawings as applicable: I. Site plan showing location of improvements; 2. Elevation drawings of the specific improvements; 3. Details/profiles(i.e.moldings,fence caps,cornices,vents,etc.); 4. Materials(i.e.wood brick,etc.); 5. Dimensions(i.e.size of trim);and 6. 'Transformers,heat pump and condenser locations,electrical entries and meters,lamp posts,stove pipes. H. At the hearing,the Commission will discuss the application with the applicant or his representative,hear the abutters and take avote. Owners having professional consultants such as architects or contractors are urged to have them be present at the hearing. If the application is approved, a Certificate will be mailed to the mailing address provided on the application and copies will be sent to the City Clerk and Building Inspector. Please note that the application can be continued until the next meeting if the Commission deems necessary(i.e.for reasons of incomplete drawings,to perform a site visit etc.). In any case,the Commission must make a determination within 60 days from the date the application is received,unless the applicant waives that requirement in writing. 1. A property owner or a contractor cannot receive a building permit unless a Certificate has been issued. Please be sure to obtain appropriate permits from the Inspector of Buildings(or other necessary permits and approvals)prior to commencing work. J. 'The homeowner may opt not to commence the work approved(unless it relates to resolving an outstanding violation). The City of Salem reserves the right to inspect the project to determine compliance with the conditions set forth in the Certificate issued. Violations A person commencing or completing work to the exterior of a building in an historic district without the necessary approval of the Commission is subject to fines of up to 5500 per day from the date of violation. The Commission is not responsible for an owners neglect to inquire about necessary Ciy permitsandapprovals. Technical Planning Part I BRIEF OVERVIEW STATEMENT The Salem Athenaeum is historically significant as one of the oldest libraries in New England. It was created in 1810 as the successor to two earlier libraries,the Social Library and the Philosophical Library,both of which had their origins in the 18th century. As a consequence of its great age and longevity,the Salem Athenaeum retains a priceless collection of bibliographical holdings,many of which are in extremely fragile condition,and irreplaceable. Earlier located in the 1857 Plummer Hall now associated with the Peabody-Essex Museum,the Salem Athenaeum has since 1907 been situated at 337 Essex Street,at the"elbow"where Essex Street makes a bend near Bott's Court. Essex Street here is the central spine in Salem's McIntire Historic District,west of the commercial business district. Continuing the tradition of honoring Caroline Plummer,the Salem philanthropist who first gave the Salem Athenaeum a permanent home, 337 Essex Street like its predecessor building carries the official name Plummer Hall. Caroline Plummer donated the funds in honor of her brother,Emestus Plummer. Designed by William Rantoul,one of the North Shore's most talented early 20th century architects,337 Essex Street was modeled after "Homewood",the ca. 1801 Charles Carroll-constructed mansion in Baltimore,Maryland,now a landmark on the campus of John Hopkins University. Rantoul's building is a handsome Neo-Classically conceived Colonial Revival landmark,highly visible,prominent,and important on one of the most heavily traveled streets in all of Essex County. Essentially Palladian in its symmetry,massing,and tripartite composition,Rantoul's brick, marble and copper-covered edifice sports a Doric Order tetrastyle(4 columned)temple-front pavilion at its center, appropriate to its function as a private temple of learning. Like its larger cousin,the Boston Athenaeum to the South,the Salem Athenaeum exists as a quiet and exalted calm within the chaos of the City—and survives as an architectural jewel. Small wonder that over the years it has attracted such notable Salem subscribers as Salem's own Nathaniel Hawthorne—the writer—and Frank Benson,the artist The Salem Athenaeum is a contributing element within Salem's McIntire Historic District(a Local Historic District)and also located within Salem's Chestnut Street Historic District,a National Register Historic District. Nearly 100 years have passed since Rantoul's landmark was first constructed,and the sheet copper roof,which is the most important weather-protective element in the building,has failed in numerous areas. All copper roofing shall be replaced. It covers all sloping surfaces and the unusual round-topped dormers,which are among the most visible elements on the exterior. Several years ago,the flat portions of the roof and the skylights were repaired,to partially remedy the problem of leaks in the root Yet the sloped portions still require repair,as the metal is worn out;there are several major breaks in the metal,with numerous pin-holes,especially at the solder joints.'Temporary repairs were made to the roof in 1997. In many areas the attachments to the underlying sheathing have also failed. The proposed work that would be funded by the MPPF grant includes new copper roof on all portions of the sloping sides and on the dormers,restoring and lining the deteriorated decorative gutter and comice on the east side,and cornice and gutter restoration. (the west side gutter was previously lined). The Athenaeum recognizes that in addition to the above described problems,other serious repair and maintenance will be required in the near future. Consequently,it has already begun developing a long term repair and preservation plan to guarantee that its collections and services remain intact. It recently commissioned an extensive Condition and Maintenance Survey of the building,and has begun implementing the first of its recommendations. Its importance derives principally from its being, in effect,three resourecs in one. Simultaneously, the Salem Athenaeum is: 1)a Collection of rare books and bibliographical materials,which includes over 50,000 volumes and four separate 18th century libraries; 2)a Library institution(and private membership library, like the Boston Athenaeum)which dates back to 1810;and 3)a fine Colonial Revival landmark which speaks both of Federal Period design ideals,and the early 20th century movement to utilize such landmarks as the basis for new construction details,forms and finishes within historic districts and historic settings. While the Salem Athe- neum,based on these associations,would likely qualify for Individual Listing on the National Register of Historic Places, it is currently considered to be an important contributing element to both the Salem McIntire Historic District(a Local Historic District)and the Chestnut Street Historic District(a National Register Historic District)of which it is a part. Most of the historical information we have about the Salem Atheneum has been derived from the Athe- neum's own brochures and publications,as well as from Architecture in Salem,written by Bryant Tolles in 1983. The most informative of the texts published by the Athenamm is Salem Atheneum: A Short History, written by Cynthia B. Wiggin in 1971. Current brochures published by the Salem Atheneum indicate that as a resource of rare books and printed materials,the Salem Athcna um preserves over 50,000 volumes on three floors of stack spaces. Included in the accomtting of the 50,000 volumes are the contents of four 18th century libraries:the Social Library, the Philosophical Library,the Theological Collection and the Holyoke Collection. The Holyoke Collection con- tains the personal library holdings of Dr.Edward A. Holyoke,who served as first President of the Salem Atheneum. As a library and civic institution,the Salem Atheneum was founded in 1810,making it both a survivor and reminder of the early 19th century Federal Period. The Federal Period(ca. 1790-1820) was the formative period for Salem's Great Age of Sail,and the era in which most of Salem's grandest landmarks and public monuments were conceived and built utilizing local fortunes and riches garnered from maritime pursuits. Against this context, it is useful to recall that one of the earliest library collections in the Atheneum's current holdings represents an American Privateer nautical capture. The Philosophical Library was acquired from the English ship Mars following a military engagement in 1781. Both the English vessel and the rare 205 volume collection aboard were brought into Beverly as prizes. This portion of the Atheneum's holdings was preserved in its earliest years by Rev. Joseph Willard,who served as librarian of the Philosophical Library prior to being chosen President of Harvard College. During most of its earliest years kbetween 1810 and 1857) the Athenaeum had no permanent home,and was kept in the private residences of its officers and subscribers. However,beginning in 1857,the Salem Athe- naeum was able to construct the first of its permanent Headquarters--at 134 Essex Street in a large brick and brownstone Italianate Style edifice designed by Salem architect Enoch Fuller. Funds for construction of this first home were provided by Salem philanthropist Caroline Plummer. Consequently, 134 Essex Street was and still is called Plummer Hall. Eventu- ally,the Essex Institute(now part of the Peabody Essex Museum)acquired the Victorian edifice. In 1906-07,the Athenaaum vacated its first Plummer Hall, in order to better protect its holdings in a more modem,and accessible structure. Funds were raised in part from the sale of the 1857 building. Boston and Beverly architect William Rantoul was commissioned to design a new Plummer Hall and home for the Salem Atheneum at 337 Essex Street,west of the Central Business District. A chief purpose of the new home was to express the dignity and wealth of the Federal Period which produced the Salem Athenaeum originally. As a consequence, the Colonial Revival architect William Rantoul chose to study noteworthy Federal Period American landmarks for inspiration. Rantoul eventually selected"Home- wood",the ca. 1801 Carroll family mansion in Baltimore,Maryland,(now a landmark on the campus of John Hopkins University)as a model best suited for adaptation into a new library center. On the exterior, the current Salem Atherimum building borrows heavily from the Maryland original in its brick exterior,massing, details,and style,--and thus achieves the desired goal of fitting in with its historic site, City and program. On the interior,Rantoul designed the new Athenwum to incorporate modem library elements e.g. modern stack shelves,steam heat,and glass floors for light(in the Northeast stack areas)to provide maximum utility and value. The early 20th century was a period during which much progress was made in American Library Design, in part because of major population growth and significant library grants made by philanthropist Andrew Carnegie. The American Library came into its own as a public resource during this period,and the Salem Athenaeum utilized the new findings and research to modernize its facility, and broaden collections and outreach. The Salem Athenaeum currently notes that it"has a sizable collection of books published in the latter half of the 19th century and the early decades of the 20th. Included in this [pre-1920] collection are works of fiction and a large number of biographies,travel books,and historical works." The Salem Atheneum is still active building up and broadening its collections,and currently spends about$5,000 annually on new books and library materials. It also maintains an interesting and eclectic col- lection of magazines which circulate to Athenaeum members. Essentially Palladian in its symmetry, massing,and tripartite composition,Rantoul's brick, marble and cop- per-covered edifice sports a Doric Order tetrastyle(4 columned)temple-front pavilion at its center, appropri- ate to the building's function as a private temple of learning. Like its larger cousin,the Boston Athenaeum, the Salem Athenaatm supports a quiet and exalted calm amidst the chaos of the City--and survives as an ar- chitectural jewel. Small wonder that over the years it has attracted such notable Salem subscribers as Salem's own Nathaniel Hawthorne--the writer--and Frank Benson, the artist. Nearly 100 years have passed since the Salem Athenaeum built its second Plummer Hall to better preserve and utilize its collections. It is seeking Round IV MPPF funds now to both repair Rantoul's landmark for contin- ued service in the 21st century, and to provide for the continuation of the educational services for which it was chartered in 1810. A fuller description of the Salem Athenaeum's architectural features is printed on the reverse side of the Form B(attached). Copies of William Rantoul's original 1907 blueprints for the building are preserved at the Salem Athenaeum.
