The Salem Historical Commission understands that the First Church in Salem is planning to construct an
addition to the church for the purpose of providing universal access to all three levels of the historic meetinghouse.
This addition was issued a Certificate of Appropriateness by the Salem Historical Commission on May 24,2010.
As another step in the process an application is being made to the Massachusetts Architectural Access Board
for a series of variances. One variance would be for the historic tower entry to the Meetinghouse,and the First Church
in Salem is seeking support from the Massachusetts Historical Commission of this variance based on the historic
nature of the Meetinghouse, especially its symmetrical Gothic Revival ftgade and monumental entry stairs. We
understand that prior to MHC issuing its own comments written support from the local Historical Commission is
required.
The Salem Historical Commission concurs that:
• The First Church in Salem,constructed in 1836,is an historically significant building in the McIntire Historic
District;
• The First Church in Salem is undertaking the construction of new daily entrance in harmony with the existing
historic building to provide universal access to all main floors of the building;
• Plans for the addition were approved by the Salem Historical Commission;and
• Construction of an accessible ramp up to the tower entry of the 1866 Meetinghouse would have an adverse
impact on the historic character of the building and the larger character of the historic district with no added
benefit for access since the proposed addition will provide full access to the Meetinghouse that is protected
from weather and adjacent to accessible,off-street parking.
The Salem Historical Commission is in support of the variances requested.

Describe major significant architectural features of property. Include the overall shape of the building, its materials,craftsmanship,
decorative details,interior space and features,as well as various aspects of its site and environment.
As described by Tolles, the First Church is "one of the most outstanding stone masonry Gothic Revival
ecclesiastical structures in the United States" (Tolles, p. 179). Setback from Essex Street by a circular driveway,
the building is constructed of cut and regularly coursed Quincy granite blocks and capped by a hipped slate
roof. Rectangular in plan, the church is dominated by a square, crenellated bellower, which projects slightly
from the main block. At the base of the tower, the double-doored entrance is set in a recessed Tudor arch and
fronted by granite steps. The studded doors each display two vertical panels and two quatrefoil panels. Above
the entrance and first floor belt course there is a large pointed arch window with intersecting tracery and
diamond panes. Quatrefoil vent openings pierce each face of the tower.To each side of the tower there is a
smaller, pointed-arch window divided into a pair of diamond-paned, pointed arches with stained glass at the
peak. Three identical windows are located on each of the side elevations. The stained glass windows include
designs by Tiffany, LaFarge and Reynolds (Tolles: 179). On the west elevation there is a recessed entry with a
paneled embrasure and six-panel door

A new addition with an elevator and second means of egress stairs, approved by the Salem Historical
Commission is being constructed as the new primary entrance to the church. This entry will give full access to
all areas accessible by the south stairs for which a variance is being requested. Please see attached
Massachusetts Architectural Access Board application for details of this access project.

The chapel and the original church were usually painted the same color during the twentieth century
starting with generation "F", except for the cream between F and G. The chapel was apparently not
repainted when the current light grey was applied to the original church.
Generation"X"- This generation consists of a thin light tan prime layer followed by a blueish(i.e., cool)
grey finish. Dirt on top of the grey indicates it was a finish layer.As the grey is not repeated and is fol-
lowed by multiple generations of grey-tans, it would be more appropriate to paint the chapel one of the
grey-tans.Therefore, generation "X" has not been matched.
Generation"F"- This generation consists of a single grey-tan layer separated from the previous and
following generations by obvious dirt. Generation "G" is very similar.The generations after G become
progressively lighter and more tan. Generation "F"appears to align with the layer marked "F" on the
sample from the main church, although this is not absolutely certain.
MATCH: California Paint "Moose Point" #8715D.
NOTE: Samples were not subjected to ultra-violet light to reverse yellowing of oils prior to matching;
therefore the matches may be slightly yellower or greener than the original colors.

Generation"A"-Sanded Paint-The sand is embedded in this layer. Despite the absence of dirt be-
tween "A" and "B",the embedded sand suggests the grey marked "A" is the finish layer for the sanded
paint generation. Its true color would have been derived from the combination of the sand particles and
layer"A". The light grey below it is probably a prime for "A". The sanded paint appears to be the sec-
ond finish generation. MATCH: Between Piittsburg Paint"Peppercorn"#4753 and"Emery"#7751.
Peppercorn is a little too light while Emery is too dark.
Generation"B"- Although there is not much, if any, obvious dirt between layers A and B, this is prob-
ably the next finish generation after "A" because it covers most of the sand particles.The lighter lumps
of paint at the top of "B" (indicated by arrow) may indicate that greenish grey layer marked "B" is actu-
ally a prime with the lighter lumps being remnants of the actual finish layer which largely weathered off
prior to the application of the next paint generation. Dirt on top of"B" and the lighter lumps confirms that
this combination is a finish treatment. It was not possible to isolate the lighter lumps for a match, so the
match is to the greenish grey. MATCH:California Paint"Potting Shed"#8815D.
Generation"C"- This generation consists of two similar greenish grey layers forming a prime and finish
separated from the previous and following generations by obvious dirt.The previous generation is simi-
lar. It is a little lighter than the next generation "D". MATCH: California Paint "Pinedate#8655D.
Generation"D"- This generation consists of two similar greenish grey layers forming a prime and finish
separated from the previous and following generations by obvious dirt.
MATCH: California Paint "Mansard Stone#8635D or Piittsburg Paint "Phanom Grey"#4759.
Generation"E"- This generation consists of a single purple grey layer separated from the previous and
following generations by obvious dirt. It is followed by another similar purple grey generation, and prob-
ably dates to the late 19th century. MATCH: California Paint "Cultivated Fields#8815D.

As Chairman of the Massachusetts Historical Commission, I am pleased to inform you that the above-
mentioned project has been selected for a matching allocation of$45,000 from the Commission's Round
15: Massachusetts Preservation Projects Fund.
Due to the competitive nature of the program and limited funding,your award may differ from your
requested amount. Please note that the grant is subject to reauthorization of the capital accounts and the
availability of sufficient allocated funds. The Office of Administration and Finance must first allocate the
Commission's Round 15 Massachusetts Preservation Project Fund Grants.The Massachusetts Historical
Commission will not be liable for any amount or loss caused by the non-reauthorization or non-allocation
of said funds.
If said funds are reauthorized and allocated,the Commission will provide 50:50 matching funds for
roofing. flashing. and skylight repairs as well as ntasonr) repointing, window/door repair and repainting,
and patching of cracked stucco at the First Church in Salem.
The project as scoped involves a quantity of masonry repointing. A formal historic mortar analysis may
be required in order to accurately match the original mortar.
This allocation is contingent upon the successful execution of the following steps, all of which must be
completed before construction or pre-development work can begin:
I. Consultation with MHC Grants Division and Technical Staff to complete the full plans and
specifications for project work items or to develop the pre-development Request For Proposals
(RFPs). Please note that the MHC may require changes from the scope of work or budget as
presented in your application in order to meet the program guidelines and funding allocation.
Please note that August 31,2009 is the deadline for final approved construction documents or
final approval for pre-development RFPs.
2. Execution of a grant contract with the Massachusetts Historical Commission is a program
requirement. It will define the grant-assisted project under applicable laws and regulations and
include either plans and specifications or an RFP, a budget,and timetable for the full scope of
eligible and approved work items.

3. The grants staff will convene a workshop for Local Project Coordinators(LPCs)and other
project participants on Thursday,July 9,2009 from 1:00 PM to 3:30 PM in the MHC offices at
the Massachusetts Archives Building in Boston. LPC attendance at this scheduled workshop is
a requirement of the program. We also encourage the attendance of other project team
members, such as architects, preservation consultants,or engineers.Please contact the MHC
grants staff to confirm that you will be attending. Also, please come to this meeting prepared
to schedule preliminary site visits with assigned MHC grants staff to finalize a mutually agreeable
scope of work for your MPPF project.These site visits should preferably be scheduled prior to
the end of July and will require the attendance of your architect for all development projects.
Please respond in writing to Brona Simon, Executive Director and State Historic Preservation Officer,
MHC, by July 8,2009 with your intention to accept the grant allocation and meet with appropriate MHC
personnel.
A Local Project Coordinators'Manual will be distributed at the meeting. Directions to the Archives
Building are enclosed with this letter.

Dear Mr. Copelas:
Thank you for taking the time to meet with us the other morning to preliminarily discuss the First Church's proposal
to reconstruct the missing wood fence which formerly stood along the north side of the Church's garden, facing
Eaton Place. The fence was formerly located between the north side of the Church's garden,and the existing chain
link fence which runs along the south side of Eaton Place,
The First Church proposes to replicate the wood fence in order to achieve three primary goals:
• To restore visual privacy to the Church Garden, as it is viewed from Eaton Place;
• To provide a backdrop,and potential support,to some of the tall vines and shrubs in the garden:
• To upgrade the appearance of the south side of Eaton Place;
The proposed wood fence is located in the McIntire Historic District,and would be visible from the rear yard of our
Bowditch House, a National Historic Landmark.
Prior to November 29th,the First Church proposed to erect a vertical,painted flush board wood fence.which would
be opaque from grade up to 5'-0",and above that,topped with a 1'-6"band of"Newport Toppers"producing a 6'-
6"high fence similar to the"Board fence with straight Newport Toppers"photograph reprinted in the middle of the
left column of photographs on page 7 of the Boston Fence&Supply, Inc catalog.
I am very pleased to report that Historic Salem, Inc.'s House Committee met on November 20 to discuss the
Church's fence proposal,and they unanimously supported it. However,the Committee also felt that if the opaque
part were reduced in height to 4'-6",the total fence height of 6'-0"would be more pleasing, less expensive to build,
and more compliant with local zoning. Thank you for requesting our input in these matters. It's a fine proposal.

repointing, grout injection of the wall cavities,roof replacement,window repair and foundation

Dear Mr. Kasparian:
Enclosed please find for your consideration the proposed new sign for The First Church In
Salem. The church is located at 316 Essex Street in Salem . The proposed sign would be located
front lawn of the church grounds halfway between the left entrance walkway and the tree.(see
enclosed photos). The proposed sign will be 2" Spanish Cedar cut to specified design as per
sketches. Sign is to be mounted with two custom decorative wrought iron brackets and one
decorative supporting bracket for installation with 5' x 5' x 14' and adjoining 4' x 4' x 6 douglas
fir posts. 14' vertical post will be pine capped with decorative battlements. Sign is to be double
sided with routed inside cove stripe and guilded with 23k gold leaf, some carving of quatrefoil.
3 1/4"x 28 1/2"x 1/4"milled hardwood plaques lettered with Minister's name to be mounted on
sign. Sign will be primed and finish painted with high-gloss exterior enamel according to color
samples. Posts will be block stained charcoal gray color.
Garland Signs has been creating showpiece signs in Salem and the North Shore area for 16
years and we are the designers of a sign at 150 Washington Street,the Higginson Book Co.
which received a Preservation Award for signage in 1995. We can assure the same quality of
craftsmanship for the proposed First Church In Salem sign.
