As you are aware,the Salem Witch House, historically known as the Judge Jonathan Corwin House(MHC" SAL.1510), is listed in the;rational and State Registers of Historic Places as part of the Chestnut Street Historic District(MHC#SAUIJ). The subject property is also part of the McIntire Historic District(MHC# SAL.HU),a local district that is listed in the State Register of Historic Places. As you are also aware,the MHC understands that in about 1948,the structure was altered with the goal of achieving its presumed 17"century appearance,and at that time the house was moved approximately thirty-five feet to a new site on its original lot in order to accommodate adjacent roadway construction. After a review of the information submitted, MHC staff have the following comments. As you are aware, the Witch House entered into a perpetual preservation restriction agreement with the MHC as the result of grant funding (M.G.L.Ch. 184, ss. 31-33). The active preservation restriction agreement entitles the MHC review and approval authority prior to the implementation of am major alteration to the Salem Witch House Judge Jonathan Corwin House and its setting and also assures the MHC that the Salem Witch House!Judge Jonathan Corwin House will be adequately maintained. MASSACHUSETTS 01970 (978)745-9595 EXT. 311 FAX (978) 740-0404 March 18, 2009 Massachusetts Architectural Access Board One Ashburton Place Room 1310 Boston, MA 02108 RE: Judge Jonathan Corwin House(Witch House), 310 Essex Street, Salem, MA Chairman LeBlanc and Fellow Board Members, The Salem Historical Commission is writing in support of the City of Salem's application for a variance from the Massachusetts Architectural Access Board for the Judge Jonathan Corwin House located at 310 Essex Street. Commonly known as the Witch House, this property is a 2 '/z story wood frame house built before 1675 and located in the heart of the McIntire Historic District. It is the only building remaining in Salem with a direct connection to the Witchcraft Trials. The Witch House is an excellent example of high style, First Period architecture, and has been described by historian Bryant F. Tolles, Jr. as"one of Salem's oldest and most significant early buildings." Exterior features include three front gables, a second-floor overhang, and decorative pendants. The house has a post-and-beam timber construction, typical for the period in Salem, with brick noggin infill covered with lath and plaster on the interior walls. The house's original timber framing and brick chimney remain intact, as well as many floorboards and some interior woodwork. Since 1948, the City of Salem Park and Recreation Department has operated this building as a historic house museum, offering public tours seasonally. However, the house is not handicapped accessible. Work has begun to widen doorways on the first floor in order to make the museum more accessible to the public. However, achieving accessibility to the first floor parlor room would require a 6 foot ramp with handrails on both sides. This would bring the ramp into the middle of the parlor room, obscuring the character-defining elements of this building, and making movement throughout the room difficult for all visitors. An alternative would be to have the ramp wrap around the doorway from the gift shop. This alternative would provide for the appropriate ramp pitch. however, it would necessitate a notch being cut in the doorway beam. Due to the historic nature of the beam, we would not recommend this alternative. Consequently, the Commission concurs with the project architect and the City's Building Inspector that meeting ADA requirements for the parlor ramp is not feasible, as one option would destroy the historic character of the room and the other would damage the post-and-beam timber construction. Still hoping to achieve accessibility to the room, the City proposes to add onto the side of the existing ramp, without changing the pitch of the ramp. This would allow the current doorway to be widened allowing space for visitors in wheelchairs to navigate. Because the pitch of the ramp is steeper than would be ideal. a Witch House staff person will be available to assist visitors up and down the ramp as necessary. A sign will be posted in the entryway stating that this service is available. This solution would achieve handicapped access f Page 2 3/18/09 while preserving the historic elements and setting of the site. The Salem Historical Commission supports this solution. In order to provide for the appropriate ramp pitch, the ramp plus landing would be 11.5ft long. Additionally, hand railings would be required on both sides of the ramp. As can be seen in the drawing, the ramp addition would extend more than half way into the room. Additionally, the ramp and handrails would obstruct movement throughout the room during tours. Drawing A-1 (2) This drawing shows the change for which we are applying for the variance. This option would still allow us to widen the parlor doorway to meet ADA requirements. The difference is that rather than installing a new ramp, the existing ramp would remain. A 1.5 foot extension would be added to the right side of the ramp to accommodate the wider door. Witch House, Elizabeth Peterson To: Jane Guy Re: Witch House Proposed Basement Repairs 1/19109 The Witch House has been plagued with water leakage and water damage for a considerable length of time now. It is well known that roof leakage has been contributing an alarming level of damage to the interior structure of the house. The basement has also been beset with problems that are continuing to grow and impact the home further. In the Salem Historic Preservation Maintenance Plan prepared by Bill Finch in 1998 it states; "The basement has a problem of active leaking with water running towards the east wall from the north wall. Currently the water seems to be coming in through the bulkhead on the north wall'. The basement is newer construction put in place with the renovation of the home in the 1944-1948. However. a timber beam, original to the i�uus 'S consiruct on in the 17th century, is open and exposed to the chronic humidity which can impact it adversely and irreversibly. On a positive note, FY09 could very well prove to be the year that all of these elements are addressed and remedied. Grants from the Massachusetts Historical Commission, the Essex County National Heritage Commission and the Community Block....... are coming together to provide the house with handicapped access and complete roof replacement. If we, at Parks and Recreation, commit to attending the basement leak issues, the house will be in better shape than it has been for the many years. Necessary measures to reach this end, are outlined as the following: I. Replacement of Bulk Head Doors Current doors are in very poor condition and responsible for the majority of the basement leak. Attempts have been made to alter the grade of the door incline but have not resulted in being an effective deterrent for water access. Standing water has been present for much of the season since July, accumulating during rainfall and remaining well after the ground on the exterior of the house has dried. When soliciting estimates from local contractors we have provided the following images to illustrate the type of door structuring and design that would be 'Historically appropriate for the house. II. Proposed Mortared Sealing of the Northeast Basement Window: Recently two basement windows have been mortared in to prevent further leaking. This was done by the contractor responsible for the ramp placement and approved by the ramp architect and Kirsten Kinzer, project manager. The Northeast window remains a major source of past water entry and is currently open with a thin plastic shell placed over it to prevent further leaking. While the shell may certainly keep water out for a very short time, it cannot be viewed as a oermanent measure and is also aesthetically and structurally inappropriate for a house of this historical value. It is the only property still standing which dates-.o the period of tie Salem Witch Trials, Corwin himself was a judge at the trials. Since 1945, the City of Salem has owned and operated-he building as a museum. To better serve vis--tors from the Commonwealth and beyond, the City of Salem has proposed to update the first level of this historic structure to comply with universal design (AAB & ADA) requirements. Tne scope of proposed exterior changes are as follows: I. To meet universal design requirements, B. Goba and Associates has elected to build a concrete walk, which will consist of a t:20 slope frerr_the sidewElk on North Street to 6e rear entrance, which curren.ly serves as the prin_ary entrance to the building. This walk is to be graded on each side in the same slope. A dry stacked =reldstone wall will separate the walk from the abutters in the Nathaniel Bowditch House on North Street. Grading will require that the curren. light well for the basement be reconstructed. This will be a steel light well with an elements (rain., snow, leaves, etc.) guard placed on top. 2. Because the current door(30"wide) does not meet AAB standares(min. 32"wide), BGA shall remove the current doorway and rebuild it to meet these requirements. The justification on moving the doorway location is as follows: a. Universal design requires a minimum of 18"to the left of the operating side of the door ( 521 CMR 26.6.3). An existing concrete column precludes us from providing 18"access to the side of the existing door. b. BGA relocated the door to the (exterior) left to meet those requirements on the interior of the building. 3. The new doorway and door will be built in a historically accurate manner. The proposed designs shown on the attached drawings by BGA are period doors, based on examples from buildings of similar age and style. All nails will be historically accurate black iron nails. All doors will be constructed from pine boards. 4. All windows on the building require no work for this proposed universal design change. 5. Any rotted clapboards and patchwork will be replaced to match existing conditions. The clapboards shall be wood, in the same species as is existing. 6. Because this is the rear of the building (which contains the most roof area), a gutter will be needed to protect the walk from any potential hazards (i.e. standing water, ice, etc.). Based on the 1998 preservation report by Finch and Rose for the Salem Witch House, we have designed a period authentic "V" gutter for this building. This will run the full length of the building for maximum effectiveness and consistency, with historically appropriate rain water leaders. 7. The entire rear fagade of the building shall be completely repainted to match the existing paint color on the building. In closing, we must reiterate it is the intention of the City of Salem to better serve the citizens of the Commonwealth and beyond by making necessary chances to meet universal design requirements.
