The Salem Housing Authority was granted both a Certificate of Non-Applicability and a Certificate of Appropriateness on April 25, 2011 for this project by the Salem Historic Commission. The issue was the exterior mounting of an air cooled condensing unit, which is necessary for the temperature control of the elevator machine room. The engineer and electrician on this project were able to find an alternate solution for this issue and were able to specify a smaller unit and to utilize an existing building vent. Therefore, we will not be mounting the equipment on the exterior of the building. Due to changes in code, an air conditioning system is now required for the elevator room. As a result an air cooled condensing unit must be placed on the exterior of the building. The proposed location of the unit is at the rear(parking lot) side of the building off of Essex Street. This is the only feasible site for the unit in relation to the location of the elevator room and the specific position of the piping to the outside. The proposed location of the unit is at the rear of the building adjacent to the rear door and just inside a jog in the brick wall. Please see attached photos. This building fronts Washington Square and is set back from Essex Street. The rear of the building is mostly blocked from view by the two-story townhouse units at 84 and 88 Essex Street. The condensing unit will be visible to the street from a few angles(the right driveway and between the two townhouses. Please see the attached photos for reference as to the mounting location. We are unable to mount the unit lower due to the location of gas meters and piping. Please see the attached information concerning the unit specifications. According to the manufacturer's specifications,the size of the unit is 23 5/8" x 31 ''/i"x 11 13/16" and the factory finish is beige. For these reasons we are submitting this Application for a Certificate of Appropriateness. All other work being performed is confined to the interior of the building with the exception of this air conditioning condensing unit. This Historic Commission Submission consists of: • Application for a Certificate of.Nea-Appf�yy • Annotated, current 8 Yi'x 11" photo of existing construction • Copy of a partial elevation of the approved configuration • Copy of approved dryer vent grill (no change in grill) The original intent of this project included the routing of clothes dryer exhaust vents above suspended ceilings and out above four (4) first floor windows. Unforeseen heavy wood timber framing prevents the installation of the vent ductwork at the level anticipated. The only option to allow routing the ductwork to the exterior walls is to lower the ductwork below the ceiling/framing level. This option will drop the actual wall penetration below the brownstone belt. Dropping the ductwork would force the vent to penetrate the actual window. We propose that the actual wall penetration visible from the exterior be moved approximately 3' laterally and lowered approximately 2'. This relocation will allow the duct to penetrate the brick masonry as opposed to the brownstone band. The actual grill covering the dryer vent will remain as originally accepted/required by the Salem Historical Commission. We hope to acquire a Certificate of Appropriateness and guidance with a proposed exterior renovation project anticipated for construction in 2006. This Historic Commission Submission consists of: • Application for a Certificate of Appropriateness • Proposed Scope of Work • Manufacturer's catalog data • Current and historic photos of existing construction • Site Plan • Elevation Drawings (small scale) • Details of proposed changes Large scale drawings and physical samples of replacement materials will be available for the Commission's review at the review meeting. We offer the following narrative of this project: The Phillips School was constructed in 1883 and is situated along the south side of the Salem Common. The structure includes three levels and consists of bearing masonry wall construction with primarily steeply sloped wood roof framing. The masonry walls include red brick units with brownstone bands and window lintels. Originally, this building included a +/- 30' tall steeple; slate shingle roofing; wood, single pane, divided light windows with transoms and wall mounted ventilation openings. Various historic photographs show that the windows were painted white or a dark color (green or black) at various times. At some unknown time, the steeple was removed and low slope roofing replaced the steeple at its current level. A large addition to this building was added to the south side of the building around 1920. Building Envelope Consulting Engineers Historical Commission Submission The Phillips House,689-1 DHCD#258040 RBA Project No.2514.00 Page 2 In 1984, a substantial renovation project was completed that intended to convert the former school into affordable housing for the disabled, managed by the Salem Housing Authority. This project included demolition of the south addition, roof replacement, window replacement, exterior masonry wall repairs and construction of two, detached, multi-family dwellings on the south side of the property. Interior renovations included multi-bedroom partitioning intended to perform as housing for disabled persons complete with laundry facilities for 12 of a total of 13 apartment units. The south addition was completely removed in 1984 with the only visible remnants being obvious restorations to the south elevation of the original building. The 1984 roof replacement entailed removal of original slate shingle roofing and installation of two tab, organic based, asphalt shingles. The "tower" received an adhered EPDM (rubber) roof. Traces of the original slate roofing were located in the unfinished attic of the building. The roof renovation also included the removal of the existing gutters (composition unknown) and installation of simply shaped aluminum gutters and downspouts. The masonry wall renovation included general masonry repairs and the addition of two sets of two window openings on the east and west elevations. Previous ventilation openings were enclosed. The replacement windows are aluminum clad wood windows with insulated glazing and applied muntins. The operable lower sash of the 1984 windows function as a project-out or awning configuration with fixed lights in the upper sash and transom. The laundry facilities in the new apartment spaces are equipped with clothes dryer units that vent out through the sloped roof. Since the 1984 renovation project, the roofs have deteriorated due to age, the gutter seams have leaked causing damage to masonry walls, windows have become physically damaged or deteriorated and the clothes dryer venting has become ineffective due to the very long run of dryer vents. The intent of this current project is to restore the proper function of the building envelope and clothes dryer vents while balancing the needs of the disabled tenants with the building's original historic character. The Salem Housing Authority, through the Massachusetts Department of Housing and Community Development has retained Russo Barr Associates, Inc. and Roche — Christopher Architecture, LLC to provide design and construction services for this project. A summary of specific intents is as follows: • Replace the existing two tab shingles with a premium grade, 40 year, slate-look shingle. • Replace the low slope EPDM roof with a bituminous built-up roof system. • Replace simply shaped aluminum gutters with "ogee" shaped aluminum gutters and downspouts. Gutters and downspouts shall be pre-painted bronze. • Repair or replace existing deteriorated masonry with historically accurate, matching materials. • Replace the awning type windows with aluminum frame, hung windows and fixed transoms. Windows to include insulated glazing units, applied muntins, insect screens and shall be painted a dark color. Historical Commission Submission The Phillips House,689-1 DHCD#258040 RBA Project No.2514.00 Page 3 • Reroute the existing clothes dryers via a shorter, more direct route, out through the exterior walls. Dryer vent outlets shall be grouped in two's, shall be recessed behind the surface of the masonry walls and shall be concealed by brass grillage. The Salem Historical Commission Guidelines Handbook has been reviewed and all recommendations have been carefully considered. In our opinion, all efforts have been made to comply with the Handbook and this project complies with the recommendations except as noted below: The Handbook requires that replacement windows match the original windows and must be fabricated of wood with single pane glazing and true divided lites. The truly original windows were lost to previous renovations and cannot be referenced for matching. Matching the current windows will not meet the needs of the disabled tenants and will not meet the Historical Commission's goals. The intent to replicate the original windows is evident by the selection of hung windows with applied muntins. The balance to meet disabled tenant needs is met by installing heavy-duty aluminum framed units. By proceeding in this manner, the building's exterior will be returned to its appearance of 1883 and the tenants can enjoy long lasting window operation and ease of cleaning at a reasonable cost. The one real change in the building envelope includes the addition of three, +/- 8" x 16°, openings in the east and west elevations. These opening will be concealed by brass grills that replicate grills commonly found in school buildings of this structure's vintage. These openings are necessary to properly vent clothes dryers — a necessity for disabled persons. The brass grills will conceal the more modem vent hoods and exhibit a more appropriate period appearance. With these issues in mind we recommend the following scope of work: 1. Completely remove the existing shingle roofing system down to the wood roof deck and replace with new 40-year, asphalt shingles that mimic the look of slate. 2. Remove and dispose of current snow guards. 3. Repair anticipated deteriorated wood roof decking (400 SF or 5%as base bid quantity). 4. New ice and water barrier membrane at the eaves, dormer valleys, roof penetrations and roof deck to vertical wall locations. 5. New 15#felt underiayment at all roof areas. 6. Remove and replace gutters and downspouts with"Ogee" shaped, heavy duty, painted aluminum gutters and matching aluminum downspouts.
