Be prepared to apply for approvals well in advance of commencing any exterior work. Before making any changes to the exterior ofa property in an historic district,the owner should call or visit the Commission representative at the Department of Planning&Community Development to discuss proposed alterations and to determine the category of the application(Appropriateness,Non-Applicability or Hardship). B. The Commission normally meets on the first and third Wednesdays of each month and notices are posted at City Fiat]. The meetings are held at 120 Washington Street,3rd floor,and begin at 7:00 p.m. All meetings are open to the public and any person is entitled to appear and be heard on any matter before the Commission before it reaches a decision. C. An application for a Certificate of Appropriateness or Hardship must be received by 3:00 p.m.on the Monday 16 days before the meeting in order to make the agenda. An application for a Certificate of Non-Applicability may normally be added to the agenda up to the day of the meeting. In some cases,a Certificate of Non-Applicability maybe issued by the Clerk,without review by the full Commission,after notifying Commission members and allowing 24 hours for any objection. That door is not original to the house and was the one in place when the premises were being used as a restaurant several years before we purchased it in April,2013. They have owned it for approximately two years. Prior to this, it had been used as a restaurant. The present use of the bulding is for function space where various groups will rent the space for special dinners, meetings, etc. The House of Seven Gables is interested in installing a wooden sign, 2 feet by 3 feet painted white with brown lettering to identify the building. The sketch, included with this proposal describes what it would look like. It is also identical to the present sign which is on the House of Seven Gables building on the Turner Street side. This picture is also in this proposal to see. The sign would be installed where a former sign had been when the building was used as a restaurant. It will be hung off of a L-shaped wrought iron bracket. The House of the Seven Gables uses the name 110 Derby in advertising the building and this sign would help to identify the building in its present use. The other sign proposed is to go in place of one of the Salem city directory signs which was taken out last year. The sketch included here shows that it is thirty six inches high and would be placed in an area that has had new plantings and would be just to the right of where the red line passes. Built in 1800, The William Lane House makes an important architectural contribution to Salem's historic Derby Street. In view of the building' s significance, the Commission enthusiastically supports the owners ' committment to restore the property in a manner that is historically appropriate. To this end, the Commission wishes to join the property owners in expressing concern regarding installation of a proposed ramp required by handicap access regulation. Commission members acknowledge the importance of providing access to public places for handicapped persons. In the case of 110-112 Derby Street, however, it is the Commision' s view that installation of the ramp, in particular its landings and railings, will detract significantly from the building' s restored architectural integrity while being of only minor value in terms of handicap access. Due to a number of level changes which exist in the building' s interior, once inside, a handicapped person' s access is confined to a very limited section of this establishment. For these reasons, the Salem Historical Commission urges the members of the Architectural Access Board to strongly consider granting a waiver in the case of this property.
